GUIDELINES ON INFORMATION AND REPORTING OF BORDER HEALTH QUARANTINE ACTIVITIES

The Minister of Health issues this Circular guiding information and reporting of border health quarantine activities.

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates principles, implementing agencies, systems, forms, contents, procedures, and timeframes for information and reporting of border health quarantine activities.

Article 2. This Circular applies to agencies, organizations, and individuals related to information and reporting of border health quarantine activities.

Article 3. Principles of Information and Reporting

1. Ensuring accuracy, completeness, timeliness, and truthfulness.

2. Ensuring compliance with procedures, formalities, authorities, and according to templates issued together with this Circular.

3. In cases where reports have been submitted through online software, there is no need to submit written reports.

Article 4. Implementing Agencies for Reporting

1. Border health quarantine organizations of provinces and centrally governed cities (hereinafter referred to as "provinces") include: International Health Quarantine Centers, Preventive Health Centers, Provincial/City Disease Control Centers that conduct border health quarantine activities.

2. Regional Institutes include: National Institute of Hygiene and Epidemiology, Ho Chi Minh City Pasteur Institute, Nha Trang Pasteur Institute, and Western Highlands Hygiene and Epidemiology Institute.

Article 5. Systems and Forms of Information and Reporting

1. Reporting System:

a) Regular reports include: weekly reports, monthly reports, six-monthly reports, and annual reports;

b) Ad hoc reports: Discovery of suspected cases, infectious disease group A cases at border areas or warning signs, risk factors causing infectious diseases, and events potentially affecting public health at border areas.

c) Reports upon request from higher-level agencies.

2. Forms of Information and Reporting:

Reports can be made in writing or through online reporting software. For ad hoc reports, they may be conducted via fax, email, telephone, or direct reporting followed by submission of a written report within 24 hours or through online reporting software.

Article 6. Content and Indicators of Information and Reporting

1. Periodic Reports:

a) For provincial border health quarantine organizations:

- Weekly report: content and indicators of information and reporting are implemented according to the regulations set out in Appendix 1 attached to this Circular;

- Monthly report: content and indicators of information and reporting are implemented according to the regulations set out in Appendix 2 attached to this Circular;

- Six-monthly report: content and indicators of information and reporting are implemented according to the regulations set out in Appendix 3 attached to this Circular;

- Annual report: content and indicators of information and reporting are implemented according to the regulations set out in Appendix 4 attached to this Circular.

b) For regional institutes: Implementation of six-monthly and annual reports according to the content and indicators of information and reporting specified in Appendix 5 attached to this Circular.

2. Ad hoc reports:

a) Reports on suspected cases, infectious disease group A cases discovered at border areas: content and indicators of information and reporting are implemented according to the regulations set out in Appendix 6 attached to this Circular;

b) Reports on warning signs, risk factors causing infectious diseases, and events potentially affecting public health: content according to the Ministry of Health’s Event-Based Surveillance Guidelines.

3. Reports upon request from higher-level agencies: content and indicators according to the requirements of higher-level agencies.

Article 6. Information and Reporting Procedures

1. The provincial border health quarantine organization shall provide information and report to the Preventive Health Department, Regional Institute under its jurisdiction, and simultaneously send the information and reports to the Provincial Health Department.

When the International Health Quarantine Center detects suspected cases or infectious diseases group A at border areas, in addition to providing information and reporting to the Preventive Health Department, Regional Institute under its jurisdiction, and the Provincial Health Department, it must also notify the Preventive Health Center and the Provincial Disease Control Center within the jurisdiction.

2. The Regional Institute:

a) For regular reports:

- Receives, analyzes, and responds to information and reports from the provincial border health quarantine organizations under its jurisdiction;

- Provides semi-annual and annual reports to the Preventive Health Department;

b) For urgent reports: receives, evaluates, verifies urgent information and reports from provincial border health quarantine organizations under its jurisdiction and reports to the Preventive Health Department.

Article 7. Time for Information and Reporting

1. The provincial border health quarantine organization shall be responsible for providing information and reporting according to the following times:

a) Weekly report (data calculated over 7 days, from 00:00 on Monday to 24:00 on Sunday of the reporting week): report before 14:00 on Thursday of the following week;

b) Monthly report (data calculated from 00:00 on the first day to 24:00 on the last day of the reporting month): report before the 15th day of the following month;

c) Semi-annual report (data calculated from 00:00 on the first day of the year to 24:00 on the last day of June): report before July 15 of the reporting year;

d) Annual report (data calculated from 00:00 on the first day of the year to 24:00 on the last day of the reporting year): report before January 15 of the following year;

đ) Report on suspected cases or infectious diseases group A at border areas: report immediately upon detecting suspected cases;

e) Report on warning signs, risks causing infectious diseases and events potentially affecting public health in the area, following the event-based surveillance guidelines of the Ministry of Health;

f) Report as requested by higher authorities: time as requested by higher authorities.

2. The Regional Institute shall be responsible for reporting according to the following times:

a) Semi-annual report (data calculated from 00:00 on the first day of the year to 24:00 on the last day of June): report before July 20 of the reporting year;

b) Annual report (data calculated from 00:00 on the first day of the year to 24:00 on the last day of the reporting year): report before January 20 of the following year;

c) Urgent report: report within 24 hours after receiving information from the provincial border health quarantine organization;

d) Report as requested by higher authorities: time as requested by higher authorities.

Article 8. Responsibilities of the Preventive Health Department

1. Direct and guide the implementation of information and reporting on health quarantine activities nationwide.

2. Aggregate, analyze, and evaluate information and reports on health quarantine activities nationwide.

3. Organize inspections and supervision of the implementation of information and reporting on health quarantine activities nationwide.

4. Coordinate to share information on health quarantine activities with relevant ministries, sectors, mass media, and international organizations as prescribed.

5. Develop and operate an online information and reporting system for border health quarantine activities.

Article 9. Responsibilities of the Regional Institute

1. Organize, direct, implement, guide, supervise, and evaluate the implementation of information and reporting by provincial border health quarantine organizations under its jurisdiction.

2. Verify, compile, analyze, and store information and reports on health quarantine activities of provincial health quarantine organizations under its jurisdiction.

3. Coordinate and share information on health quarantine activities among regional institutes.

Article 10. Responsibilities of the Department of Health and Border Health Quarantine Organizations

1. The Department of Health shall be responsible for directing, inspecting, and urging the implementation of information and reporting systems for health quarantine activities in accordance with regulations; allocate funds for units to implement and maintain information and reporting work on health quarantine activities.

2. Border health quarantine organizations shall be responsible for assigning dedicated staff, equipment, and funding to carry out information and reporting work on health quarantine activities.

Article 11. Effective Date

1. This Circular takes effect from December 10, 2019.

2. Circular No. 15/2014/TT-BYT dated May 15, 2014, issued by the Minister of Health guiding information and reporting on health quarantine activities becomes invalid from the date this Circular takes effect.

Any difficulties encountered during implementation should be promptly reported to the Ministry of Health (Preventive Medicine Department) for consideration and resolution./.
