Issuing the "National Technical Regulation on Quality of Digital Cable Television Service Applied to DVB-T2 Technology"
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Telecommunications dated November 23, 2009;
WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Technical Standards and Regulations;
Pursuant to Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to the proposal of the Director of the Science and Technology Department,
The Minister of Information and Communications issues this Circular stipulating the National Technical Regulation on Quality of Digital Cable Television Service Applied to DVB-T2 Technology.
Article 1. Attached herewith is the National Technical Regulation on Quality of Digital Cable Television Service Applied to DVB-T2 Technology (QCVN 121:2020/BTTTT).
Article 2. This Circular takes effect from April 1, 2021.
Article 3. The Heads of the Office, Department of Science and Technology, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications and relevant organizations and individuals shall be responsible for implementing this Circular./.

Chapter 1. GENERAL PROVISIONS
1.1. Scope of Application
This standard specifies the requirements for the quality of digital cable television service applied to DVB-T2 technology.
1.2. Applicability
This standard applies to state management agencies and enterprises providing digital cable television services using DVB-T2 technology for managing quality according to state regulations and the Ministry of Information and Communications.
This standard also serves as a basis for users to monitor the quality of digital cable television services using DVB-T2 technology.

14. Definitions
1.4.1. Digital cable television service applied to DVB-T2 technology
The digital cable television service applied to DVB-T2 technology hereinafter referred to as "digital cable television service DVB-T2" is a type of digital broadcasting and cable television service that uses DVB-T2 technology to provide radio and television channels; radio and television programs to service users.
1.4.2. Service provider enterprise (SPCE)
An enterprise providing digital cable television service DVB-T2, licensed and operating in accordance with state regulations and the Ministry of Information and Communications.
1.4.3. Digital cable television service DVB-T2 subscriber
Organizations and individuals in Vietnam or abroad using digital cable television service DVB-T2 provided by service providers within the territory of Vietnam.
1.4.4. Subscriber connection point for digital cable television service DVB-T2
The signal distribution point at the location where the subscriber registers for digital cable television service DVB-T2, hereinafter referred to as "subscriber connection point."
1.4.5. Subscriber concentration point for digital cable television service DVB-T2
The point where the signal is converted from the trunk cable system to the distribution cable system (Hub) or to the processing and signal forwarding center (Sub Headend), hereinafter referred to as "subscriber concentration point."

1.4.6. Service quality
The overall result of quality indicators reflecting the satisfaction level of service users with the service.
1.4.7. Specialized measuring equipment
Equipment for measuring corresponding technical indicators and calibrated by authorized agencies or organizations.

1.6. Measurement points and number of samples
The measurement point for digital cable television service DVB-T2 is determined to be at the subscriber connection point.
Number of samples: 01 sample/ subscriber concentration point. In cases where state management agencies conduct measurements for inspection and supervision as prescribed, the number of samples at the subscriber concentration point may be more but not exceeding the number of subscribers in the subscriber concentration point.
Chapter 2. TECHNICAL PROVISIONS
2.1. Technical indicators
2.1.1. High frequency signal level
Definition: The amplitude level of the high frequency signal after modulation at each digital cable television channel DVB-T2 (measured in dB µV) measured at the subscriber connection point.
Requirement: The high frequency signal level measured at the subscriber connection point for digital cable television service DVB-T2 must meet the requirements as set out in Table 1.

Method of determination: Use specialized measuring equipment to determine the high frequency signal level of the received signal at the subscriber connection point for digital cable television service DVB-T2 of the SPCE.
It is illustrated as Figure 1.

2.1.2. Bandwidth of each channel
Definition: The permitted bandwidth of each digital cable television channel DVB-T2.
Requirement: Maximum 8 MHz.
Method of determination: Use specialized measuring equipment to determine the bandwidth of all digital cable television channels received at the subscriber connection point for digital cable television service DVB-T2 of the service provider.

2.1.3. High frequency signal amplitude frequency response deviation
Definition: A criterion for evaluating the uniformity of the amplitude signal across the entire channel bandwidth.
Requirement: Maximum 8 dB.
Method of determination: Use specialized measuring equipment to determine the amplitude frequency response of the signal.

2.1.4. Drift
Definition: The maximum deviation between the instantaneous frequency of the RF signal and the nominal frequency.
Requirement: Maximum allowable drift is ±30 kHz.
Method of determination: Use specialized measuring equipment to determine the drift at the subscriber connection point.

2.1.5. High frequency signal-to-noise ratio
Definition: The high frequency signal-to-noise ratio (S/N) is the ratio between the carrier power level and the noise power level.
Requirement: The S/N measured at the subscriber connection point for digital cable television service DVB-T2 must meet the requirements as set out in Table 2.

Method: Adjust the analyzer to the weighing channel, select the central frequency, and set the level so that the entire bandwidth can be displayed.
Measure the peak level of the signal to be measured, the meter will display the ratio of signal power to noise power.

2.1.5. Bit Error Rate (BER)
Definition: The bit error rate (BER) is a basic parameter determining the quality of the digital transmission connection; the BER parameter is the ratio of the number of erroneous bits to the total number of transmitted bits.
Requirement: BER ≤ 10^-4 before Reed-Solomon decoding.
Method: Use specialized equipment to determine the ratio of erroneous bits to the total number of transmitted bits. The receiving equipment must be adjusted to eliminate linear distortion of the cable television network.

2.1.7. Modulation Error Ratio (MER)
Definition: The modulation error ratio (MER) characterizes the accuracy of the signal and the ability to recover the modulated signal.
Requirement: MER ≥ 32 dB.
Method: Set the carrier frequency of the RF modulator according to the frequency channel on which the measurement will be performed.
Use specialized equipment to analyze the constellation of the signal to determine the MER value.

2.1.8. Phase Jitter
Definition: Phase jitter is the phase or frequency variation of the signal in the digital cable television network DVB-T2.
Requirement: The phase jitter of the signal must be within ±5°.
Method: Use specialized equipment to determine the phase jitter of the received signal at the point of connection of the DVB-T2 digital cable television service subscriber provided by the service provider.

2.2. Service Quality Indicators
2.2.1. Service Availability
Definition: Service availability (D) is the ratio of time during which the service provider is ready to provide services to customers.
where: T: Time to determine service availability;
T: Fault time attributable to the service provider and calculated according to the formula:

N: Total number of faults occurring during the time to determine service availability,
Ri: Total number of subscribers at the time of the first fault;
r: Number of subscribers losing contact during the first fault,
1. First fault duration.
Requirement: Service availability ≥ 99.5%
Method: Statistical method. Statistically analyze all faults during the time to determine service availability. The minimum time to determine service availability is 3 months.
Service setup time (E) is the period from when the DNCCDV signs a service provision contract for IPTV on the fixed terrestrial telecommunications network with the customer until the customer can use the service. If the DNCCDV cannot sign a service provision contract, within 3 days from the date of receiving the service provision request from the customer, the DNCCDV must notify the customer in writing about the refusal to sign the service contract and clearly state the reasons for the refusal.
Definition: Service setup time (E) is calculated from the moment the service provider and customer sign the service provision contract for DVB-T2 digital cable TV until the customer can use the service. If the service provider cannot sign the service provision contract, within 3 days from the date of receipt of the customer's service provision request form, the service provider must notify the customer in writing about the refusal to sign the service contract and clearly state the reasons for the refusal.
Requirement: At least 90% of service provision contracts have service setup times within the specified period as follows:
In cases where subscriber lines are not installed, E ≤ 5 days.
In cases where subscriber lines are installed, E is additionally added with the installation time of the subscriber line E:
Urban areas, city districts: E ≤ 7 days (excluding holidays, Saturdays, and Sundays);
Towns, villages: E ≤ 15 days (excluding holidays, Saturdays, and Sundays).
Method: Statistical method. Statistically analyze all requests for setting up DVB-T2 digital cable TV services by the service provider over a period of at least 3 months.
Service restoration time (R) is calculated from the moment the DNCCDV receives notification of service loss from the customer or from the company's system until the service is restored.
Definition: Service restoration time is calculated from the moment the service provider receives notification of service loss from the customer or from the company's system to the moment the service is restored.
Requirement: At least 90% of service losses are restored within the specified period as follows:
Urban areas, city districts: R ≤ 36 hours;
Towns, villages: R ≤ 72 hours.
Method: Statistical method. Fully statistically analyze service restoration data over a period of at least 3 months.

Customer complaints about service quality are expressions of dissatisfaction by customers regarding the service quality reported to the DNCCDV in writing or through the complaint reception portal of the DNCCDV.
Definition: Customer complaints are the customer's reflection of dissatisfaction with the service quality reported to the service provider.
Requirement:
The number of written customer complaints about service quality ≤ 0.25 complaints/100 customers/3 months;
The number of customer complaints through other means (phone calls, text messages, emails, etc.) about service quality ≤ 0.25 complaints/100 customers/3 months.
Method: Statistical method. Statistically analyze all customer complaints about service quality over a continuous period of 3 months.
2.2.5.1. Definition
Definition: Customer complaint response is the opinion of the service provider to customers who have complained regarding the acceptance and consideration of resolution.
Requirement:
The service provider must respond in writing to 100% of complaining customers within two working days from the date of receipt of the complaint form;
The service provider must respond (by phone call, text message, email, etc.) to 100% of complaining customers within two working days from the date of receipt of the non-written complaint (phone call, text message, email, etc.).
Method: Statistical method. Statistically analyze all responses to customers about service quality over a continuous period of at least three months.
2.2.6. Customer Support Services
Definition: Customer support services are services to assist, guide, and answer questions for customers about DVB-T2 digital cable TV services.
Requirement:
The provision of customer support services by personnel via telephone is 24 hours a day;
The percentage of successful calls to customer support services and receiving a response signal within 60 seconds ≥ 80%.
Method: Make calls to customer support services, with a minimum of 250 test calls at different times of the day.
3. MANAGEMENT PROVISIONS
Digital cable TV services DVB-T2 within the scope regulated under Article 1.1 must comply with the provisions of this Standard.

4. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
4.1. Digital cable TV service providers must ensure that the quality of their services complies with this Standard.
4.2. Enterprises providing DVB-T2 digital cable television services shall be responsible for announcing service quality in accordance with this Standard and shall be subject to inspection by state management agencies in accordance with current regulations.
4.3. The responsibilities of enterprises providing DVB-T2 digital cable television services shall be implemented in Circular No. 24/2016/TT-BTTTT dated November 15, 2016, issued by the Minister of Information and Communications on the management of broadcast and television service quality.
Chapter 5. ORGANIZATION OF IMPLEMENTATION
5.1. The Radio, Television, and Electronic Information Administration, the Telecommunications Administration, and Provincial Departments of Information and Communications shall be responsible for organizing, guiding, and inspecting enterprises providing DVB-T2 digital cable television services to implement this Standard.
5.2. In case there are changes, additions, or replacements to the provisions set out in this Standard, they shall be implemented in the new document.
5.3. During the implementation of this Standard, if any issues arise or difficulties occur, organizations and individuals shall report them in writing to the Ministry of Information and Communications (Science and Technology Department) for guidance and resolution.
