Issuing National Technical Regulations on Administrative Maps

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Surveying and Mapping dated June 14, 2018;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Standards and Technical Regulations; Decree No. 67/2009/NĐ-CP dated August 3, 2009 of the Government amending certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Standards and Technical Regulations and Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing certain provisions of the Law on Product Quality; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing certain provisions of the Law on Surveying and Mapping; Decree No. 136/2021/NĐ-CP dated December 31, 2021 of the Government amending and supplementing certain provisions of Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing certain provisions of the Law on Surveying and Mapping;

Pursuant to Decree No. 22/2023/NĐ-CP dated May 12, 2023 of the Government amending and supplementing certain provisions of related decrees concerning business activities in the natural resources and environment sector;

Pursuant to Decree No. 68/2022/NĐ-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

On the proposal of the Director of the Vietnam National Survey and Mapping Center;

The Minister of Natural Resources and Environment issues this Circular on the issuance of National Technical Regulations on Administrative Maps.

Article 1. Attached to this Circular are the National Technical Regulations on Administrative Maps, designated as QCVN 80:2024/BTNMT.

Article 2. Effectiveness

1. This Circular shall take effect from May 28, 2025.

2. Circular No. 47/2014/TT-BTNMT dated August 22, 2014 of the Minister of Natural Resources and Environment on technical regulations for establishing administrative maps at all levels shall cease to be effective from the date this Circular takes effect.

Article 3. Investment projects related to the provisions at Amendment 1:2025 QCVN 07:2023/BXD issued accompanying this Circular that have been approved before this Circular takes effect shall continue to be implemented according to the regulations at the time of approval; the investment decision maker has the right to choose to apply Amendment 1:2025 QCVN 07:2023/BXD issued accompanying this Circular.

1. For work contents related to establishing and updating administrative maps at all levels that are being implemented before the effective date of this Circular, they shall continue to be carried out in accordance with Circular No. 47/2014/TT-BTNMT.

2. Work contents initiated from the effective date of this Circular shall be carried out in accordance with the provisions of this Circular.

Article 4. Implementation

1. Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally governed cities, and relevant organizations and individuals are responsible for implementing this Circular.

2. The Vietnam National Survey and Mapping Center is responsible for disseminating and supervising the implementation of this Circular.

3. During implementation, if there are any difficulties, agencies, organizations, and individuals are requested to promptly report to the Ministry of Natural Resources and Environment for consideration and decision.
