DECISION OF THE PRIME MINISTER

On the construction of a wide-area computer network for transmitting and receiving information

in administrative agencies

(WTO)

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Resolution No. 5/CP dated January 11, 1997 of the Government, Directive No. 218/TTg dated April 7, 1997 of the Prime Minister, and the actual situation regarding the implementation of the investment plan under the National Information Technology Program in 1996-1997,

DECISION:

Article 1. Construct a wide-area computer network based on connecting the central networks of Ministries, ministerial-level agencies, government agencies, provincial People's Committees, and centrally-administered municipalities with the central network of the Government.

Article 2. Implement the transmission and reception of information on the wide-area computer network concerning economic and social fields, legal normative documents; urgent and daily reports to effectively serve the management work of the Government and local authorities.

Article 3. Ministers of Ministries, Heads of ministerial-level agencies, government agencies, Chairmen of provincial People's Committees, and Chairmen of centrally-administered municipal People's Committees shall urgently direct the construction of their agency's central computer network to timely integrate into the unified Government computer network; simultaneously organize forces to prepare, transmit, and exploit information on the network.

The central computer network of Ministries, ministerial-level agencies, government agencies, provincial People's Committees, and centrally-administered municipal People's Committees must be located at the offices of these agencies to ensure centralized management by the agency head through the office machinery, serving the unified management of the Prime Minister.

Article 4. The Office of the Government shall take the lead in implementing and completing by the end of the third quarter of 1997 the connection of the computer networks of the aforementioned agencies with the Government Office's computer network into a unified computer network; standardize and install software programs to ensure smooth operation of the information system, and submit to the Prime Minister for issuance of the Regulation on Management and Operation of the Wide-Area Computer Network.

Article 5. The General Cryptographic Department of the Government shall take the lead in developing and coordinating with the Government Office to install secure communication programs in the unified Government computer network.

Article 6. The Ministry of Finance shall guide project leaders under the 1997 National Information Technology Program to allocate funds specifically for connecting the computer networks of agencies with the Government Office's computer network according to Article 4 of this Decision.

Article 7. This Decision takes effect from the date of signature. Ministers of Ministries, Heads of ministerial-level agencies, government agencies, Chairmen of provincial People's Committees, and Chairmen of centrally-administered municipal People's Committees are responsible for implementing this Decision./.
