of the Institute of International Relations

 

THE MINISTER OF FOREIGN AFFAIRS

 

Pursuant to Decree No. 21/2003/NĐ-CP dated March 10, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;

Pursuant to Decision No. 279/CT dated August 1, 1992 of the Chairman of the Council of Ministers on renaming the Institute of International Relations under the Ministry of Foreign Affairs to the Institute of International Relations;

At the proposal of the Director of the Institute of International Relations and the Head of the Cadre and Organization Department,

 

DECISION:

 

Article 1. Position and Functions

1. The Institute of International Relations is a public service organization under the Ministry of Foreign Affairs, operating on the basis of state budget funds, serving the state management tasks of the Ministry of Foreign Affairs in activities such as training and enhancing the skills of foreign affairs officers at the undergraduate and postgraduate levels, conducting scientific research on international relations, and managing the scientific research program of the Ministry of Foreign Affairs.

The Institute of International Relations is part of the national system of Institutes and enjoys all systems and policies issued by the State for Institutes. The Institute is directly managed by the Ministry of Foreign Affairs and simultaneously directed professionally by the Ministry of Education and Training.

2. The Institute of International Relations has legal personality, its own seal, and is entitled to open accounts at banks and state treasuries.

3. The international trade name in English is: THE INSTITUTE FOR INTERNATIONAL RELATIONS

Abbreviation: IIR

4. The headquarters of the Institute of International Relations is located at No. 69, Chu La Street, Lang Thuong Ward, Dong Da District, Hanoi.

Article 2. Tasks and Powers

The Institute of International Relations has the following tasks and powers:

1. Teaching programs for undergraduate and postgraduate degrees in international relations; coordinating the organization of courses to enhance diplomatic knowledge for civil servants of the Ministry of Foreign Affairs and localities throughout the country;

2. Organizing strategic research on international relations and foreign policy of countries, contributing to assisting the Ministry of Foreign Affairs in formulating foreign policy for the Party and the State;

3. Serving as the main advisory body for the leadership of the Ministry of Foreign Affairs in organizing and managing scientific activities of the Ministry of Foreign Affairs;

4. Coordinating the organization and cooperation in research and teaching on international relations with universities, institutes, academies, research centers, and governmental and non-governmental organizations both domestically and internationally. Participating in channel II diplomacy activities of research institutions and scholars;

5. Participating in the implementation of propaganda work on the foreign policy guidelines and policies of the Party and the State.

Article 3. Organizational Structure

1. Leadership of the Institute:

The leadership of the Institute consists of the Director and three Deputy Directors. Additionally, there are Deputy Heads of Departments responsible for tasks assigned by the Director.

2. Units subordinate to the Institute of International Relations include:

- Office;

- Science Management Department;

- Training Department;

- Organization and Cadre Department;

- Administration and Finance Department;

- Foreign Language Department;

- Postgraduate Training and Enhancement Department;

- International Economics Department;

- International Law Department;

- International Politics and Vietnam Diplomacy Department;

- Department of Marxism-Leninism and Ho Chi Minh Thought;

- French Translation and Interpretation Training Center;

- English Translation and Interpretation Training Center;

- Northeast Asia Research Center;

- Southeast Asia Research Center;

- Europe-America Research Center;

- Information and Library Center.

3. The Director of the Institute is responsible for drafting the Charter on the organization and operation of the Institute and implementing it upon approval by the Minister.

Article 4. This Decision takes effect 15 days after its publication in the Official Gazette and replaces Decision No. 797/QĐ dated September 21, 1992 of the Minister of Foreign Affairs stipulating the functions, tasks, and organizational structure of the Institute of International Relations and previous regulations that conflict with this Decision.

Article 5. The Director of the Institute of International Relations, the Head of the Cadre and Organization Department, and the Heads of related units are responsible for implementing this Decision./.
