DECISION
Regarding the issuance of cost standards for the preparation, review, and adjustment of master plans
and sectoral plansfor socio-economic development,
industry plans,and key product plans

THE MINISTER OF PLANNING AND INVESTMENT
Pursuant to Decree No. 61/2003/NĐ-CP dated June 6, 2003 of the Government stipulating the tasks, powers, and organizational structure of the Ministry of Planning and Investment;
Pursuant to Article 9 of Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of master plans for socio-economic development;
At the proposal of the Director of the Institute for Strategy and Development.
DECISION:
Article 1. The cost standards for the preparation, review, and adjustment of master plans for socio-economic development, sectoral plans, and key product plans are hereby promulgated along with this Decision. These cost standards shall serve as the basis for the preparation, review, approval, selection of consulting services for plan construction, signing of economic contracts according to the content of the plans, and payment of costs for the preparation, review, and approval of projects for master plans for socio-economic development, sectoral plans, and key product plans using state budget funds and other sources.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall supersede Decision No. 519/2002/QĐ-BKH dated August 26, 2002 of the Minister of Planning and Investment on the temporary framework of pricing and cost standards for the construction of master plans for socio-economic development, industries, and territories.
Article 3. Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, and municipal People's Committees directly under the central government are responsible for implementing this Decision./.
