of the Politburo on strengthening Party leadership over crime prevention and suppression work in the new situation

On October 22, 2010, the Politburo (Xth tenure) issued Directive No. 48-CT/TW on strengthening Party leadership over crime prevention and suppression work in the new situation. This is a very important directive for the entire Party and people, serving as guidance to effectively implement the goals, requirements, and tasks set forth in crime prevention and suppression work, ensuring security and order in accordance with the new situation. The Prime Minister issues the Implementation Plan for Directive No. 48-CT/TW dated October 22, 2010 of the Politburo and continues to implement Resolution No. 09/NQ-CP, the National Program on Crime Prevention and Suppression as follows:

I. OBJECTIVES AND REQUIREMENTS

1. Objectives

a) Institutionalizing the Party's policy leadership on crime prevention and suppression work; ensuring absolute, direct Party leadership and enhancing the effectiveness of state management over security and order, contributing to perfecting the system of mechanisms and policies on crime prevention and suppression in the new situation.

b) Enhancing awareness of compliance with and respect for the law and public understanding actively participating in the struggle against crime, building a healthy living environment, and effectively serving the task of economic and social development towards the goal of a wealthy people, a strong country, a fair, democratic, and civilized society.

c) Proactively preventing and curbing the causes and conditions for the emergence and development of crimes, gradually controlling and reducing various types of crimes, especially new crimes and serious crimes.

Socializing crime prevention and suppression work, mobilizing the comprehensive strength of the entire political system and the whole people to participate in crime prevention and suppression work.

2. Requirements

a) Organizing research, dissemination, and thorough implementation of the contents of Directive No. 48-CT/TW dated October 22, 2010 of the Politburo among ministries, sectors, agencies, units, and the people to further enhance the understanding and responsibility of party committees at all levels, authorities, social organizations, cadres, party members, and the people regarding crime prevention and suppression work; creating changes in leadership and direction by party committees and authorities at all levels and mobilizing the comprehensive strength of all strata of the people for this work.

b) Based on a correct and comprehensive assessment of the current situation of crime, achievements made, reasons for existing shortcomings and limitations, lessons learned from 12 years of implementing Government Resolution No. 09/NQ-CP on strengthening crime prevention and suppression work in the new situation and Decision No. 138/1998/QĐ-TTg dated July 31, 1998 of the Prime Minister approving the National Program on Crime Prevention and Suppression, continue to effectively implement Programs I, III, IV, projects approved by the Prime Minister. At the same time, implement new urgent and breakthrough projects in 2011 and the period 2011-2015.

c) Strengthening propaganda efforts to raise awareness among agencies, organizations, local authorities, and the entire population about the causes and conditions for the emergence of crimes, the consequences caused by crimes, and the necessity to strengthen crime prevention and suppression work in the new situation; enhancing the role and responsibility of propaganda, education, and crime prevention agencies.

Enhancing the effectiveness of state management over security and order; the effectiveness of crime prevention. Concentrating on investigating, solving, and promptly and strictly handling various types of crimes, especially crimes endangering national security, corruption crimes, organized crimes, drug-related crimes, human trafficking, large-scale fraud...

II. KEY TASKS

1. Organizing extensive implementation of the contents of Directive No. 48-CT/TW dated October 22, 2010 of the Politburo among central and local agencies, sectors, and units to unify understanding and action. Directing the effective implementation of crime prevention and suppression programs and plans issued by the Government; monitoring, urging, inspecting, supervising, and resolving difficulties and obstacles during the implementation process at agencies, organizations, units, and localities; effectively performing state management over security and order, promptly addressing weaknesses to prevent criminals from exploiting them.

2. Strengthening state management over business and service activities prone to violations such as online game services, violent video games, nightclubs, cultural services, pornographic video discs. Concentrating on preventing and combating certain types of crimes that are trending upwards such as transnational crimes, high-tech crimes, socially motivated crimes, drug-related crimes, corruption, environmental crimes, juvenile delinquency, human trafficking, armed robbery... Accelerating the progress of investigations and timely handling of major cases of public concern, effectively performing crime statistics work.

3. Institutionalizing the Party's viewpoint on fighting crime prevention and suppression.

Accelerate the progress of building and perfecting the legal system for crime prevention and control; focus on researching, drafting, amending, and submitting to competent authorities for prompt issuance of legal documents to meet the requirements and demands of crime prevention and control work in the new situation. Institutionalize the Party's viewpoint on combating crime. Continue to vigorously reform the judiciary: improve the effectiveness and quality of investigation, prosecution, trial, enforcement of criminal judgments, and judicial support to proactively prevent, detect, promptly stop, and strictly handle all acts of law violation, without letting any crime go unpunished and without wrongfully convicting innocent people.

4. Strengthen the organizational structure and enhance the forces for crime prevention and control at all levels to effectively perform their advisory, inspection, and combat functions against crime; supplement sufficient staffing for crime prevention and control forces at all levels, especially at the grassroots level; develop plans to invest in specialized equipment and means for specialized crime prevention and control forces; strengthen and enhance the leadership role from the central to the grassroots level at the Central Committee for Crime Prevention and Control; the Central Committee for Combating Trafficking in Women and Children; the National Committee for HIV/AIDS Prevention and Control and Drug Abuse and Prostitution Prevention, led by a Deputy Prime Minister, with the Ministry of Public Security leading, and other ministries, sectors, and social organizations as members.

The responsibility of ministries, sectors, agencies, and social organizations is to actively prevent, detect, promptly stop, and strictly handle any civil servants or party members who cover up or tolerate crimes or exhibit negative behavior in carrying out crime prevention and control tasks.

5. Recognize crime prevention and control as a significant task that needs priority implementation in local socio-economic development strategies down to the grassroots level such as villages, communes, wards, and community clusters; link the implementation of the National Program on Crime Prevention and Control with other socio-economic target programs such as poverty eradication, job creation, building new cultural lifestyles in communities, drug prevention, etc., to contribute to eliminating the causes of crime; enhance the effectiveness of social prevention in this area. Specifically outline the contents of work and solutions to concentrate on leading and directing crime prevention and control efforts.

6. Vigorously implement the socialization of crime prevention and control work, innovate the content and methods of propaganda and education for various strata of the population regarding morality, lifestyle, respect for the law, and active participation in the fight against crime. Establish and perfect policies to motivate and reward collectives and individuals with outstanding achievements in detecting and investigating crimes; protect individuals and families of those involved in crime prevention and control work. Develop appropriate policies for collectives and individuals injured, sacrificed, or suffered property losses while participating in crime prevention and control activities.

7. Annually, the Government will have plans to appropriately invest from the state budget according to the National Target Program on Crime Prevention and Control, particularly in grassroots areas and key zones, sensitive economic sectors, and simultaneously plan to seek and mobilize international aid and legitimate contributions from organizations, businesses, and individuals for crime prevention and control work. Establish a Crime Prevention and Control Fund to effectively support this work.

8. Promote scientific research and mid-term and final evaluations of crime prevention and control work. Apply advanced achievements in science and technology in crime prevention and control work.

9. Expand cooperation with countries and international organizations in the field of crime prevention and control to effectively cooperate in fighting various types of crime, especially organized transnational crime, based on mutual legal assistance treaties, international conventions, and domestic laws, while seeking technical assistance to improve the institutional capacity and capabilities of law enforcement officials.

III. ASSIGNMENT OF RESPONSIBILITIES

1. Ministry of Public Security

a) Take the lead and coordinate with relevant ministries, sectors, and provincial/municipal People's Committees to continue effectively implementing Resolution No. 09/NQ-CP, the National Program on Crime Prevention and Control, and the National Target Program on Drug Prevention and Control for the 2011-2015 period, and the Action Plan on Combating Human Trafficking for the 2011-2015 period; guide ministries, sectors, and social organizations in building, reviewing, approving detailed contents of each project under the National Target Program on Crime Prevention and Control; ensure consistency among projects within the program; inspect, urge, consolidate, evaluate, and report results of the program's implementation to the Prime Minister.

b) Take the lead and coordinate with relevant agencies to study and build proposals for the Government to issue policies and measures for crime prevention and control in each phase; build and submit to the Prime Minister for approval the National Target Program on Crime Prevention and Control for the 2011-2015 period.

c) Take the lead and coordinate with the Ministry of Justice, the Supreme People's Procuracy, the Supreme People's Court, and related ministries and sectors to build and perfect legal regulations on crime prevention and control. In the short term, draft and submit to the National Assembly for promulgation the Law on Counter-Terrorism; the Law on the Use of Weapons and Auxiliary Tools in Crime Prevention and Control; the Law on Witness Protection; draft and promulgate legal regulations guiding the implementation of the Law Amending and Supplementing Certain Articles of the Criminal Code, the Criminal Procedure Code, the Regulation on National Security Assessment, Maintaining Social Order and Safety for Economic and Social Development Projects; policies protecting individuals and families of those involved in crime prevention and control work; coordinate in building and perfecting legal regulations on crime prevention and control led by other ministries and sectors.

d) To take the lead and coordinate with ministries, agencies, and localities to intensify social prevention work, gradually eliminate causes and conditions for the emergence and development of criminal activities, focusing on combating and suppressing various types of crimes, especially organized crime, transnational crime, crimes involving foreign elements, high-tech crimes, environmental crimes, and crimes among juveniles; closely cooperate in detecting, investigating, prosecuting, and strictly handling violations of the law.

đ) To direct public security forces at all levels to strengthen their work in understanding criminal situations, basic investigative work, enhancing the effectiveness of state management over national security and public order, strictly controlling population movements within their jurisdictions to prevent criminals from exploiting such activities, promoting administrative reform; coordinating with enterprises, families, schools, and society to widely mobilize the participation of mass organizations and the people in preventing and combating crime. Continuously enhance the effectiveness of the nationwide movement to protect national security; consolidate and continue building the people's security foundation and the people's security posture, particularly in key areas, sectors, and fields. Mobilize the people to actively participate in offensive and suppression activities against crime, and in capturing fugitives. Develop joint plans to coordinate in preventing and combating crime among juveniles, students, and college students; invest in building material facilities to serve management, education, and rehabilitation of offenders, those under temporary detention, and those serving decisions to be placed in educational institutions.

e) To build a strong and specialized force focused on combating various types of crime, especially organized crime, transnational crime, serious crimes, and extremely serious crimes... To take the lead in summarizing Project III "Struggle against Organized Crime and Dangerous Criminal Activities and International Crimes" and Project IV "Struggle against Crimes Harmful to Children and Juvenile Offenders"; to study and develop projects for approval by the Government to meet current and future requirements for crime prevention and suppression work.

g) To provide specific guidance on the consolidation and integration of Committees for Crime Prevention and Suppression, Drug Control, and Social Evils at provincial and centrally-administered city levels into a single Committee to ensure centralized and unified leadership, avoiding overlapping responsibilities.

h) To coordinate with the Vietnam Fatherland Front and mass organizations to mobilize the people's active participation in crime prevention and suppression; to summarize and promote exemplary models and advanced practices in crime prevention and suppression work.

i) To take the lead and coordinate with the Ministries of Labor, Invalids and Social Affairs, Health, Education and Training to effectively organize educational and vocational training programs for individuals serving sentences in prisons and those executing compulsory decisions in educational centers and juvenile correctional schools; to organize summaries and evaluations of vocational training models and to widely implement effective models; to draft and issue documents on policies and benefits for collectives and individuals injured, killed, or suffering property losses while participating in crime prevention and suppression activities.

k) To direct public security forces at all levels to closely coordinate with functional forces of the Ministry of National Defense (Border Guard, Coast Guard) in combating crime in border areas, at sea; to continue implementing cooperation mechanisms for tasks signed by the two Ministries.

Directing and guiding functional agencies to coordinate with the Environmental Crime Prevention Police Force

a) To direct Border Guard and Coast Guard forces to take the lead and coordinate with public security forces and other relevant departments to carry out crime prevention and suppression tasks as prescribed by law; to enhance the effectiveness of preventive and suppressive activities against various types of crime, especially organized crime, dangerous criminal activities, illegal drug trafficking, human trafficking, smuggling in assigned areas, border regions, and at sea; to innovate propaganda and mobilization work to raise public awareness and compliance with the law, and to actively participate in crime prevention and suppression in these areas.

b) To coordinate with ministries, agencies, and provincial and centrally-administered municipal People's Committees to implement economic and social development projects, stabilize and improve the material and spiritual lives of ethnic groups in border areas, at sea, and on islands.

e) To build a strong and specialized force focused on combating various types of crime, especially organized crime, transnational crime, serious crimes, and extremely serious crimes... To take the lead in summarizing Project III "Struggle against Organized Crime and Dangerous Criminal Activities and International Crimes" and Project IV "Struggle against Crimes Harmful to Children and Juvenile Offenders"; to study and develop projects for approval by the Government to meet current and future requirements for crime prevention and suppression work.

a) Direct the Border Guard Force, Coast Guard to lead and coordinate with the Police and relevant agencies to carry out tasks of combating crime as prescribed by law; enhance the effectiveness of preventive activities and combat various types of crimes, especially organized crime, dangerous criminal offenses, illegal drug trafficking, human trafficking, smuggling in assigned areas, border regions, at sea and on islands; innovate cooperation in propaganda and mobilization to raise public awareness and compliance with the law, actively participating in crime prevention and control in these areas.

b) To coordinate with ministries, agencies, and provincial and centrally-administered municipal People's Committees to implement economic and social development projects, stabilize and improve the material and spiritual lives of ethnic groups in border areas, at sea, and on islands.

3. Ministry of Labor, Invalids and Social Affairs

a) Lead and coordinate with the Ministry of Public Security, the Ministry of Health and related ministries and sectors to organize vocational training, rehabilitation, and recovery for individuals undergoing detoxification at Education-Labor-Social Welfare Centers and medical facilities.

b) Organize the summary and evaluation of effective domestic vocational training models and promote their widespread implementation; coordinate with levels and sectors to address employment issues and reduce unemployment rates, particularly among young people.

c) Lead and coordinate with the Ministry of Public Security to develop and submit to the Government for issuance regulations and policies supporting collectives and individuals who are injured, sacrificed, or suffered property losses while participating in crime prevention and control operations.

d) Lead and coordinate with relevant ministries and sectors to perform other assigned tasks related to crime prevention and control.

đ) Lead and coordinate with the Ministry of Agriculture and Rural Development, the National Ethnic Minorities Commission, related ministries and sectors, and provincial People's Committees to build and effectively implement poverty reduction programs.

4. The Ministry of Planning and Investment

a) Lead and coordinate with the Ministry of Finance to propose annual investment budget plans (capital investment and recurrent expenditure) for the National Target Program on Crime Prevention and Control to be reported to the Prime Minister for consideration and decision.

b) Lead and coordinate with relevant ministries and sectors to mobilize domestic and international resources to serve crime prevention and control efforts.

c) Coordinate with the Ministry of Public Security to guide ministries and sectors in building, reviewing, approving, and implementing projects under the National Target Program on Crime Prevention and Control for the period 2011-2015; monitor, inspect, and evaluate the implementation of the program.

5. The Ministry of Finance

a) Lead and coordinate with the Ministry of Planning and Investment to propose annual budget allocations (recurrent expenditure) for the National Target Program on Crime Prevention and Control.

b) Lead and coordinate with relevant ministries and sectors to guide the implementation of appropriate financial management mechanisms, while monitoring and reporting to the Prime Minister on the use of funds for crime prevention and control.

c) Direct the General Customs Department to implement inspection and control measures to detect, prevent, and apprehend criminals in areas managed and controlled by customs forces.

d) Lead and coordinate with the Ministry of Public Security and related ministries and sectors to develop and submit to the Prime Minister for issuance a Decision establishing a Crime Prevention and Control Fund; guide the management and use of Crime Prevention and Control Fund resources.

6. The Ministry of Education and Training

a) Lead and coordinate with relevant ministries and sectors to develop and implement coordinated plans and regulations for managing students, teachers in educational institutions to prevent legal violations and involvement in social evils; simultaneously intensify education and promotion of healthy moral values, crime prevention, and violence control in schools, creating a healthy educational environment.

b) Strengthen the integration of education on crime prevention and social evils into curricula, uniformly across all educational levels and training programs for the period 2011-2015.

7. The Ministry of Justice

a) Coordinate with the Ministry of Public Security, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related ministries and sectors to continue developing and perfecting legal regulatory documents on crime prevention and control; lead and coordinate to develop and perfect the draft Law on Combating Trafficking in Persons for submission to the National Assembly for approval, and develop guiding documents for the amended Criminal Code as assigned.

b) Implement the standing responsibility of the Government's Popularization and Legal Education Council; coordinate with the Ministry of Public Security and related ministries and sectors to organize legal education and dissemination to all regions and social groups, particularly remote areas, individuals with past criminal records, or those involved in crime.

8. The Ministry of Agriculture and Rural Development

a) Lead and coordinate with the Ministry of Labor, Invalids and Social Affairs, the National Ethnic Minorities Commission, related ministries and sectors, and provincial People's Committees to develop and effectively implement programs, plans, and projects for agricultural, forestry, and fisheries development, new rural construction, and crop and livestock structure adjustment in areas where residents previously cultivated opium-producing plants, aiming to stabilize and improve the living standards of ethnic minorities in highland, deep inland, and remote areas.

b) Coordinate with the Ministry of Labor, Invalids and Social Affairs, the National Ethnic Minorities Commission, related ministries and sectors, and provincial People's Committees to develop and effectively implement poverty reduction programs.

9. The Ministry of Health

a) Lead and coordinate with the Ministry of Public Security and the Ministry of Labor, Invalids and Social Affairs to prevent and combat prostitution; proactively develop and submit to the Government for issuance guiding documents on detoxification procedures for drug addicts, particularly those addicted to synthetic drugs.

b) Organize the summary and evaluation of drug detoxification treatment protocols; research, verify, and guide the use of various types of medications to support detoxification from different types of drugs.

c) Coordinate with related ministries and sectors to provide medical care for prisoners and individuals undergoing drug detoxification at medical facilities, educational centers, and juvenile correctional schools.

10. The Ministry of Industry and Trade

a) Proactively prevent, detect, and combat violations of laws in export and import activities, trade fraud; ensure product quality, protect consumer rights, and prevent violations of industrial property rights in production and processing.

b) Study solutions to ensure benefits for Vietnamese enterprises in economic and trade integration activities internationally in accordance with international law and partners.

c) Chair and coordinate with the Ministry of Agriculture and Rural Development, relevant ministries and sectors, provincial People's Committees to organize well services for the consumption, processing of products produced by ethnic minorities after implementing Programs and Projects on crop and livestock diversification.

11. Ministry of Information and Communications

a) Direct the consolidation and development of specialized journalists and editors covering law in central and local mass media agencies: increase broadcasting time on crime prevention of Television Stations, Central Radio and local stations; regularly train knowledge of law and journalism skills to ensure accurate propaganda of Party guidelines and State policies on crime prevention. Guide information orientation and direct the construction, consolidation, and maintenance of special pages and columns on law dissemination regarding crime prevention serving cadres and people on newspapers, radio stations, and online news sites.

b) Chair and coordinate with the Ministry of Public Security and relevant ministries and sectors to strictly and effectively control information on the internet; coordinate to ensure information security and implement measures to prevent actions exploiting the internet environment that affect national security and social order.

12. Ministry of Construction

a) Prevent negative phenomena and corruption in basic construction and urban development planning; strictly handle violations in this field.

b) Coordinate well with the Ministry of Public Security in drafting and implementing Regulations on review for national security protection and maintaining social order and safety with socio-economic development projects.

13. Ministry of Culture, Sports and Tourism

Chair and coordinate with relevant ministries and sectors, the Vietnam Fatherland Front Central Committee, and related organizations to promote the organization of cultural, artistic, physical education, sports, and tourism activities combined with building a civilized lifestyle in agencies, organizations, units, schools, residential areas, and families to contribute to crime prevention and other social evils; direct to strengthen management, inspection, and strict supervision of cultural service activities to prevent criminal offenses and social evils from occurring.

14. Ministry of Transport

a) Propagate laws and crime prevention work for workers, officials-laborers in the transport industry and related industries and professions involved in transport activities, citizens participating in traffic or residing around station, wharf, port areas...

b) Proactively detect and coordinate with public security forces to patrol and supervise at wharf, port, key traffic routes to promptly discover and prevent criminal acts exploiting transport activities.

c) Research and scientifically organize implementation of traffic signal rules, especially in urban areas and key locations to prevent crimes in transport activities.

d) Regularly closely coordinate with public security forces to detect, combat, and dismantle criminal acts exploiting transport means, routes, and locations where transport activities take place, focusing on national railway lines, main roadways, large sea ports, air routes.

15. Committee for Ethnic Minority Affairs

Coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Justice to research and propose and implement policies on crop substitution suitable for high economic efficiency; coordinate with relevant ministries and sectors and provincial People's Committees to intensify propaganda and legal education on crime prevention, drug addiction, and social evils in ethnic minority and mountainous regions.

16. Ministry of Home Affairs

a) Chair and coordinate with the Ministries of Public Security, Defense, Finance, Labor-Invalids and Social Affairs, Government Inspectorate to establish regulations on disciplinary action against civil servants and employees related to criminal acts or according to the degree of association with their spouses (or husbands), children who are criminally prosecuted.

b) Coordinate with the Ministries of Public Security, Defense, Finance... to review and allocate sufficient staff directly participating in crime prevention work.

c) Coordinate with the Ministries of Public Security, Defense, Finance, Labor-Invalids and Social Affairs to guide ministries, sectors, provinces, centrally-administered cities to improve organizational structure, strengthen staff monitoring and implementing crime prevention work at all levels, particularly in key and complex communes, wards, towns regarding various types of crimes according to the management level of civil servants.

17. Ministry of Science and Technology

Chair and coordinate with relevant ministries and sectors, provincial People's Committees to intensify scientific research and apply advanced technological and scientific achievements in crime fighting and prevention work, focusing on areas such as combating various types of crimes, especially intellectual property rights, standards, measurement, quality, atomic energy, radiation and nuclear safety according to legal provisions.

18. Ministry of Foreign Affairs

Coordinate with the Ministry of Public Security, the Ministry of National Defense, and related ministries and sectors, provincial People's Committees to develop foreign activity programs, expand cooperation with countries and international organizations in crime prevention, especially with neighboring countries, countries with many Vietnamese residents, countries with rich experience in crime fighting to enhance coordination in combating transnational crimes, extraditing international fugitives, and enhancing judicial cooperation and extradition of criminals.

19. Ministry of Natural Resources and Environment

a) Participate in building strategies and policies related to defense, security, diplomacy concerning sovereignty, sovereign rights, and jurisdictional rights of Vietnam over seas and islands.

b) Proactively coordinate with the Ministry of Public Security to prevent, detect, and stop violations of laws related to natural resource exploitation, mineral resources, marine products, land management, and environmental protection and ecological conservation.

20. Office of the Government

Take the lead in coordinating with the Ministry of Public Security and other member ministries and sectors to guide, direct, inspect, urge, and monitor the implementation at agencies, organizations, and localities; propose the integration and coordination of programs, plans, and resource utilization for crime prevention and suppression according to common requirements and goals; assist the Government's Directive 138 Committee in directing the cooperation of activities among ministries, sectors, organizations, and mass organizations, and compile crime prevention and suppression work to report to the Prime Minister.

21. State Audit Office of Vietnam

Shall be responsible for organizing effective inspection, examination, prevention, and stopping of law violations; in preventing and combating corruption, smuggling, and other law violations. Focus on auditing key industries and fields prone to criminal offenses, especially corruption. Coordinate with the Ministry of Public Security and other law enforcement agencies to organize inspections and examinations of compliance with laws by ministries, sectors, and localities.

22. The State Bank of Vietnam

Take the lead in researching and drafting guiding documents for the entire system; coordinate with the Ministry of Public Security, relevant ministries, and localities to research, approve, and implement projects to prevent and combat crimes in the banking credit sector; coordinate with the Ministry of Public Security and the Ministry of Finance to carry out preventive tasks against crimes in financial management, credit, banking, and illegal money laundering.

23. People's Committees of provinces and centrally governed cities

a) Advise provincial party committees and municipal party committees to build and issue Resolutions and Directives of the Provincial Party Committee and Municipal Party Committee to implement Directive 48-CT/TW at the local level; have specific action programs or plans to implement the program and resolutions of the provincial party committee and municipal party committee; instruct People's Committees at all levels to advise and assist their respective party committees in strictly implementing Directive No. 48-CT/TW of the Political Bureau and the directives of the provincial party committee and municipal party committee.

b) Specificize the contents and tasks of crime prevention and suppression in Directive No. 48-CT/TW and the Government's Implementation Plan into the annual socio-economic development plan and each phase of the locality; consider crime prevention and suppression as one of the important tasks in the socio-economic development strategy and security-defense strategy of the locality.

c) Instruct departments, sectors, and People's Committees at all levels to hold political study sessions to learn, understand, and develop plans to implement Directive No. 48-CT/TW of the Political Bureau.

d) Coordinate with relevant ministries and sectors to effectively implement projects and programs under the National Target Program on Crime Prevention and Suppression until 2015 and subsequent phases; integrate with programs, resources, and projects managed by the locality; organize the mobilization of local resources to supplement the implementation of the Program.

đ) Seriously implement the provisions regarding the responsibilities of cadres and party members in crime prevention and suppression, and handle the joint responsibility of cadres and party members in crime prevention and suppression as stipulated in Directive No. 48-CT/TW of the Political Bureau.

24. Propose the Supreme People's Procuracy and the Supreme People's Court to develop plans to implement the Regulation on Cooperation between the Government and the Supreme People's Court, the Supreme People's Procuracy (annexed to Joint Resolution No. 15/NQLT/CP-TANDTC-VKSNDTC dated March 31, 2010) in building and perfecting legal regulations on crime prevention and suppression, submit to the Standing Committee of the National Assembly for legal interpretation; actively guide the application of criminal and criminal procedure laws in investigative, prosecution, and trial activities; closely coordinate with the Ministry of Public Security and government functional agencies to promote crime prevention and suppression efforts, especially in investigative, prosecutorial, and trial activities of various types of crimes to ensure promptness and severity.

25. Propose the Vietnam Fatherland Front Central Committee and its member organizations to build action programs, expand models and exemplary cases in the movement to prevent and suppress crime. Continue to effectively implement crime prevention and suppression work linked to the nationwide campaign for unity in building a civilized community life.

Political and social organizations, mass organizations actively participate in coordinating with ministries, sectors, and localities to effectively implement the contents, requirements, and tasks set forth in Directive No. 48-CT/TW.

The Central Association of Vietnamese Veterans:

Direct levels of the Association to actively participate in coordinating with specialized forces in crime prevention and suppression, with mass organizations in propaganda and prevention of crime; simultaneously actively rehabilitate and support those who have erred to reintegrate into society. Summarize and widely disseminate advanced models and examples within the Association in crime prevention and suppression work, contributing to maintaining public security and social safety in residential areas.

- The Central Committee of the Vietnam Women's Union:

Actively participate in crime prevention and suppression activities, detect and report crimes; continue to coordinate in implementing Joint Resolution No. 01 between the Ministry of Public Security and the Vietnam Women's Union on managing and educating children in families not to commit crimes or fall into social vices with diverse and appropriate forms; actively support women in economic development, building happy, equal, and prosperous families.

- The Central Committee of the Vietnam Farmers' Union:

Promote propaganda and mobilize cadres and members to actively participate in the work of combating crime, detecting and reporting criminal activities; encourage offenders to surrender themselves; manage, educate, and reform wrongdoers within the community to become law-abiding and socially beneficial individuals, maintaining security and order in rural areas; promptly identify and resolve internal conflicts among rural residents; mobilize farmers to actively compete in production excellence, unite to help each other eliminate poverty and become legitimately wealthy, and promote the movement to "build cultural farmer families at grassroots levels."

- The General Confederation of Labor of Vietnam:

Educate and raise awareness for cadres, workers, civil servants, and employees not to violate the law; organize commitments and competition agreements to build safe and orderly organizations, units, and enterprises.

- The Central Committee of the Ho Chi Minh Communist Youth Union:

Develop proposals to enhance the effectiveness of legal education, moral education, style, and lifestyle among young people; effectively organize youth volunteer groups to directly participate in crime prevention activities; implement Resolution No. 02 jointly issued by the Ministry of Public Security and the Central Committee of the Ho Chi Minh Communist Youth Union on preventing and curbing crimes and social evils among young people.

- The Vietnam Association of the Elderly:

Continue to implement the coordinated action program against crime signed with the Ministry of Public Security; guide the organization of effective crime prevention activities for all levels of the Association.

26. The Voice of Vietnam Radio, Vietnam Television, and news agencies and press organs should intensify their propaganda efforts with diverse and rich methods that have a broad impact on all strata of the population. Coordinate with competent authorities to develop propaganda programs, broadcast news, reports, and documentaries on legal education; crime prevention work; highlight exemplary models, outstanding models, and effective experiences in crime prevention; warn of dangers and prevent the methods and tricks used by criminals. Organize nationwide radio and television report contests; film and radio festivals on crime prevention and social evils.

IV. IMPLEMENTATION

1. Ministries, ministerial-level agencies, government-affiliated agencies, and People's Committees of provinces and centrally-administered cities shall be responsible for directing the implementation of the goals, requirements, tasks, and contents assigned in this Plan, regularly (every six months and annually) summarizing and concluding, and submitting reports to the Ministry of Public Security for consolidation and reporting to the Prime Minister.

2. Ministries, sectors, and leading agencies of projects and programs under the National Target Program on Crime Prevention and Control from 2011 to 2015 shall cooperate with related ministries, sectors, and provincial People's Committees to develop, review, approve, and effectively implement these projects and programs; regularly report progress and results to the Ministry of Public Security - the central agency for crime prevention and control for consolidation and reporting to the Prime Minister.

3. Ministries, ministerial-level agencies, and government-affiliated agencies shall proactively implement measures to prevent and control crime within their agencies and units based on their functions and responsibilities, while planning to coordinate with relevant agencies to strictly implement Directive No. 48-CT/TW of the Politburo, Resolution No. 09/NQ-CP, and the National Program on Crime Prevention and Control of the Government.

4. The Ministry of Public Security shall lead and coordinate with ministries, sectors, and centrally-administered cities to implement this Plan; organize regular and phase-wise summaries and conclusions; consolidate and report results to the Prime Minister. Lead and coordinate with the Government Office and related ministries and sectors to establish and issue the functions and duties of the Permanent Inter-sectoral Steering Committee assisting the Prime Minister, the National Steering Committee on Crime Prevention and Control; prevention and control of trafficking in women and children; monitor, inspect, urge, and direct the implementation of the Politburo's directives and the contents assigned in this Plan.

5. The government's funding for directing and organizing the implementation of this Plan shall be allocated from the annual crime prevention and control budget of ministries, sectors, and localities./.
