Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government stipulating the tasks, powers, and responsibilities of State management of ministries and ministerial-level agencies;
Pursuant to Decree No. 15/CP dated March 4, 1994 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to Decree No. 38/1998/NĐ-CP dated June 9, 1998 of the Government detailing the implementation of the Decree on Thrift and Anti-Waste issued together with Presidential Decree No. 02/CTN dated March 9, 1998;

Article 3: This "Standard Allowances for Repair Work in Basic Construction" shall be uniformly applied throughout the country and take effect from January 1, 2001.
