DECISION OF THE MINISTER OF AQUATIC RESOURCES

Regarding the establishment of the Steering Committee for the Program

 on Protection and Development of Aquatic Resources until 2010

MINISTER OF AQUATIC RESOURCES 

Pursuant to Decree No. 43/2003/NĐ-CP dated 2/5/2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;

Pursuant to Decision No. 131/2004/QĐ-TTg dated 16/7/2004 of the Prime Minister approving the Program on Protection and Development of Aquatic Resources until 2010;

Considering the proposal of the Director of the Directorate of Fishery Resource Exploitation and Protection;

At the proposal of the Director of the Personnel Department,

DECISION:

Article 1.

The Steering Committee for the Program on Protection and Development of Aquatic Resources until 2010 (hereinafter referred to as the Steering Committee) is hereby established.

The Steering Committee consists of the following persons:

1.  Mr. Luong Le Phuong, Deputy Minister of Fisheries, Chair,

2. Mr. Nguyen Van Chau, Director of the Fisheries Resource Exploitation and Protection Department, Vice-Chair in charge of day-to-day operations,

Standing Office,

3.  Mr. Ngo Anh Tuan, Director of the Planning and Finance Department, Vice-Chair,

4. Mr. Nguyen Xuan Ly, Director of the Science and Technology Department, Deputy Chairman,

5.  Mr. Tran Van Quynh, Director of the National Fisheries Promotion Center, Member,

6. Mr. Nguyen Chu Hoi, Deputy Director of the Institute of Fisheries Economics and Planning, Member.

7.  Mr. Do Van Huong, Director of the Fisheries Research Institute, Member,

8. Mr. Nguyen Van Hao, Deputy Director of the Institute of Aquaculture II, Member,

9.   Mr. Do Van Khuong, Director of the Fisheries Research Institute, Member,

Article 2:

Functions, Duties, and Authorities of the Steering Committee:

1. Functions:

The Steering Committee shall assist the Minister of Fisheries in researching, directing, and coordinating the implementation of the Program on Protection and Development of Aquatic Resources throughout the country.

2. Tasks:

Mr. Le Thanh Luu, Director of the Institute of Aquaculture I, Member.

Functions, tasks, and authorities of the Steering Committee:

Guide localities in developing the Program to protect and develop fisheries resources at each locality.

Guide and direct relevant agencies and units to implement the Program's contents concerning surveys and research; restoration and recovery of fisheries resources and ecosystems; forecasting and reporting fishing grounds; information and data provision; conservation of aquatic species and development of human resources for the Program.

Direct the construction and trial implementation of models for protecting and developing fisheries resources through a joint effort between the State and the people.

Direct the organization and implementation of training programs and capacity building for communication volunteers to protect fisheries resources and the living environment of aquatic species.

Guide and inspect the implementation of priority projects under the Program.

Organize annual mid-term and final reviews, promptly replicate successful models, and report to the Minister of Fisheries.

The Steering Committee shall use the seal of the Ministry and be allocated an annual operating budget from the State budget.

Members of the Steering Committee will be assigned responsibilities for specific activity groups. It is expected that there will be three main groups: Propaganda, mobilization, and funding for the Program; science and technology, administrative and legal affairs, guidance, and direction to localities and units implementing the Program's contents and projects.

Members of the Steering Committee will enjoy overtime allowances, meeting allowances, and travel allowances to localities and units according to current regulations.

Article 3:

The Steering Committee for the Program shall establish a permanent office and have its headquarters located at the Fisheries Resource Exploitation and Protection Department.

Article 4:

This Decision takes effect fifteen days from the date of publication in the Official Gazette.

The Heads of the Office, the Director of the Fisheries Resource Exploitation and Protection Department, the Heads of Departments, Inspectorate, Institutes, and participating agencies and units under the Program, and the named members in Article 1 are responsible for implementing this Decision.
