Based on Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Based on Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Based on Directive No. 38/2004/CT-TTg dated November 9, 2004 of the Prime Minister on accelerating the training and development of ethnic minority languages for officials and civil servants working in ethnic minority and mountainous regions;
Pursuant to the conclusion of the review board on the Cham Language Program for training Cham language teachers for officials and civil servants working in ethnic minority and mountainous regions dated February 11, 2006;
Pursuant to the proposal of the Director of the Department of Continuing Education.
This Decision promulgates the Cham Language Program for training Cham language teachers for officials and civil servants working in ethnic minority and mountainous regions.

Article 1. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Cham Language Program attached to this Decision serves as the basis for compiling textbooks and materials for training Cham language teachers for officials and civil servants working in ethnic minority and mountainous regions.
Article 2. The Heads of the Office, Directors of the Department of Continuing Education, Heads of relevant units under the Ministry of Education and Training, Directors of provincial education and training departments, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
