Issuing Regulations on Standards for Principals of Secondary Schools, High Schools, and General Education Schools with Multiple Levels

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 116/2003/NĐ-CP dated October 10, 2003 of the Government on the recruitment, utilization, and management of officials and civil servants in state-run units;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decision No. 09/2005/QĐ-TTg dated January 11, 2005 of the Prime Minister approving the Project "Building and Improving the Quality of the Teaching Staff and Educational Management Cadres for the Period 2005-2010";

At the proposal of the Director of the Teacher and School Management Officer Department,

The Minister of Education and Training hereby promulgates the Standards for Principals of Secondary Schools, High Schools, and General Education Schools with Multiple Levels:

Article 1. These Regulations on Standards for Principals of Secondary Schools, High Schools, and General Education Schools with Multiple Levels are issued together with this Circular.

Article 2. This Circular takes effect from December 10, 2009.

Article 3. The Director of the Office, the Director of the Department of Teachers and School Administrators, the Heads of relevant units under the Ministry of Education and Training; People's Committees of provinces and centrally-administered cities; Directors of Departments of Education and Training, Principals of secondary schools, high schools, and general education schools with multiple levels, related organizations and individuals are responsible for implementing this Circular./.
