Issuing the List of Sectors and Fields Eligible for Preferential Interest Rates when Borrowing Back Official Development Assistance (ODA) Loans from the Government

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Public Debt Management dated June 17, 2009;
Pursuant to Decree No. 78/2010/ND-CP dated July 14, 2010 of the Government guiding the lending back of foreign loans from the Government;
Considering the proposal of the Minister of Finance,
DECISION:
Article 1. The List of Sectors and Fields Eligible for Preferential Interest Rates when Borrowing Back ODA Loans from the Government (hereinafter referred to as the List) accompanying this Decision shall guide the implementation of Point c Clause 2 Article 7 of Decree No. 78/2010/ND-CP dated July 14, 2010 of the Government on lending back foreign loans from the Government.
Article 2.
1. This Decision takes effect from July 20, 2011.
2. For programs and projects borrowing back ODA loans where the conditions for borrowing back have been determined by competent authorities before the effective date of this Decision, such approved conditions shall continue to be applied. In case of necessity, the Minister of Finance shall report
Article 3. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
