DECREE
Amending and supplementing certain articles of Decree No. 160/2007/NĐ-CP dated October 30, 2007 on Traditional Flag, Police Emblem, Rank Badge, Insignia, and Uniforms of the People's Police Force

||| Pursuant to the Law on Organization of the Government dated June 19, 2015;

1. The Deputy Minister of Public Security responsible for the traffic police force shall be the head of the Criminal Police Investigation Department under the Ministry of Public Security.

At the proposal of the Minister of Public Security,

The Government promulgates this Decree amending and supplementing certain articles of Decree No. 160/2007/NĐ-CP dated October 30, 2007 on Traditional Flag, Police Emblem, Rank Badge, Insignia, and Uniforms of the People's Police Force.

Article 1. Amending and supplementing certain articles of Decree No. 160/2007/NĐ-CP dated October 30, 2007 on Traditional Flag, Police Emblem, Rank Badge, Insignia, and Uniforms of the People's Police Force

1. Clause 2 shall be amended and supplemented as follows:

"Article 2. Police Emblem

The Police Emblem is circular with a diameter of 36 mm, featuring a five-pointed yellow star on a red background, surrounded by two golden rings, with two ears of yellow rice grains protruding on a dark green background between the two rings, below the star there is a half wheel with the interwoven letters "CA" in the center, both the wheel and the letters "CA" are yellow, outside the Police Emblem, there is a pair of golden pine branches encircling it to form a single block measuring 54 mm high and 64 mm wide.

2. Clause 4 shall be amended and supplemented as follows:

1. For regular uniforms

When wearing rank badges on the shoulders of the coat, officers, non-commissioned officers, soldiers, and students of the People's Police must wear a red insignia at the collar, with a Police Emblem with a diameter of 18 mm attached to the center of the insignia. For generals, the insignia has three edges in gold.

2. For ceremonial uniforms

When wearing rank badges on the shoulders of the coat, police officers must wear a single golden pine branch at the collar. For generals, there is an additional five-pointed yellow star within the pine branch.

3. Clause 1 of Article 6 is amended and supplemented as follows:

"1. Ceremonial uniform for police officers."

a) Color: Hat, spring and summer uniforms, autumn and winter uniforms are light pink;

b) Cap: Braided strap in gold. For general officers, the top of the cap visor is adorned with a golden pine branch;

c) Spring and summer uniforms

Coat: Made in veston style, with a K-shaped collar, short sleeves; the front of men's coats have four pockets, women's coats have two pockets sewn on the outside; a belt is worn under the shoulder rank badge on the right side;

Buttons are gold; the face of the buttons for general officers features a raised National Emblem; for colonels and majors, there is a raised five-pointed star between two ears of rice, below which are the interwoven letters "CA".

d) Autumn and winter uniforms:

Coat: Made in veston style, with a K-shaped collar, long sleeves, standing collar, the front of men's coats have four pockets, women's coats have two pockets sewn on the outside; white shirt with long sleeves and a collar; black vest; a belt is worn under the shoulder rank badge on the right side;

Buttons: Follow the provisions set out in Point c of Clause 1 of this Article;

d) Shoes and socks: Leather shoes, black color, low-cut; socks are light green.

4. Replace the phrase "white silver" with the phrase "gold" in Point b Clause 1 Article 3, Point c Clause 1 Article 3, Clause 1, Clause 2, Clause 3 Article 5, the phrase "5 mm" with the phrase "6 mm" in Point a Clause 1 Article 3, Point b Clause 2 Article 3, Clause 2 Article 5 and Clause 4 Article 5, the phrase "20 mm" with the phrase "21.5 mm" in Point c Clause 1 Article 3.

5. Clause 3 of Article 7 is amended and supplemented as follows:

"3. Strictly prohibit agencies, units, organizations, and individuals from producing, forging, storing, exchanging, buying, selling, or using improperly the Traditional Flag, Police Emblem, Rank Badge, Insignia, and Uniforms of the People's Police. Violators will be subject to disciplinary action, administrative penalties, or criminal prosecution according to the law depending on the nature and severity of the violation."

Article 2. Effectiveness and responsibility for implementation

1. This Decree takes effect from June 6, 2016.

2. The Minister of Public Security shall specify detailed regulations on the production and distribution of uniforms, insignias, and rank badges for the People's Police in accordance with this Decree, ensuring economy and effectiveness.

3. Entrust the Minister of Public Security to issue detailed regulations and supervise, inspect, and guide the implementation of this Decree.

Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairpersons of provincial and centrally-run city People's Committees are responsible for implementing this Decree./
