Regulations on standards for veterinary officers at commune, ward, and town levels

Pursuant to the Law on Veterinary Medicine dated June 19, 2015;

Pursuant to Decree No. 35/2016/NĐ-CP dated May 15, 2016 of the Government detailing implementation of certain provisions of the Law on Veterinary Medicine;

Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Animal Health Department,

The Minister of Agriculture and Rural Development issues this Circular prescribing standards for veterinary officers at commune, ward, and town levels.

Article 1. Scope of Regulation

This Circular prescribes standards for veterinary officers at commune, ward, and town levels (hereinafter referred to as veterinary officers at commune level).

Article 2. Applicability

This Circular applies to agencies, organizations, and individuals related to the recruitment and management of veterinary officers at commune level.

Article 3. Standards for veterinary officers at commune level

1. Educational qualifications

a) Having a college degree or higher in one of the following majors: Veterinary Medicine, Livestock Veterinary Medicine, Livestock Raising, Aquatic Animal Pathology, Aquaculture;

b) Having a secondary school degree or higher in one of the majors specified in point a of this clause for communes located in mountainous areas, border regions, islands, remote areas, ethnic minority regions, and regions with particularly difficult socio-economic conditions.

2. Professional and vocational competence

a) Understanding and complying with laws and regulations on veterinary medicine and other relevant laws;

b) Grasping and assessing the development situation of livestock raising and aquaculture under their jurisdiction;

c) Possessing knowledge to recognize animal diseases in their jurisdiction;

d) Having advisory, organizational, and implementation capabilities for veterinary work;

e) Having skills to disseminate information and mobilize the public to comply with laws on veterinary medicine;

f) Having a sense of responsibility and a spirit of continuous learning to improve professional and vocational skills to fulfill assigned tasks;

g) Being evaluated as having completed tasks annually.

3. Having sufficient health to perform duties as prescribed.

4. Ensuring age requirements as stipulated by labor laws.

Article 4. Organization of Implementation

1. Based on the standards prescribed in Article 3 of this Circular, the provincial specialized veterinary management agency or the competent local authority shall take the lead and coordinate in organizing the recruitment and management of veterinary officers at commune level.

2. The provincial specialized veterinary management agency shall take the lead and coordinate with the competent local authority in organizing training, capacity building, and evaluation of veterinary officers at commune level.

Article 5. Transitional Provisions

Within five years from the date this Circular takes effect, veterinary officers at commune level who have been recruited must meet the educational qualifications prescribed in Clause 1 of Article 3 of this Circular.

Article 6. Effectiveness

1. This Circular takes effect from September 19, 2016.

2. In case difficulties or obstacles arise during implementation, they should be promptly reported to the Ministry of Agriculture and Rural Development for coordination and resolution./.
