Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Telecommunications dated November 23, 2009;

WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Technical Standards and Regulations;

Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to the proposal of the Director of the Science and Technology Department,

The Minister of Information and Communications issues this Circular to stipulate the national technical regulation on electromagnetic compatibility for ground-based radio equipment in the aeronautical mobile service in the frequency band 117,975-137 MHz.

Article 1. Attached to this Circular is the national technical regulation on electromagnetic compatibility for ground-based radio equipment in the aeronautical mobile service in the frequency band 117,975-137 MHz (QCVN 106:2016/BTTTT).

Article 2. This Circular takes effect from July 1, 2017.

Article 3. The Heads of the Office, Department of Science and Technology, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications, and organizations and individuals related to this matter shall be responsible for implementing this Circular./.

Foreword

QCVN 106:2016/BTTTT is based on the European Telecommunications Standards Institute (ETSI) standard ETSI EN 301 489-22 V1.3.1 (2003-11).

QCVN 106:2016/BTTTT was drafted by the Telecommunications Administration, reviewed by the Department of Science and Technology, and issued by the Ministry of Information and Communications pursuant to Circular No. 29/2016/TT-BTTTT dated December 7, 2016.

National technical regulation on electromagnetic compatibility for ground-based aeronautical radio equipment operating in the frequency band 117,975 - 137 MHz

Chapter 1. GENERAL PROVISIONS

1.1. Scope of Application

This regulation sets forth requirements for electromagnetic compatibility (EMC), measurement conditions, evaluation criteria, and quality standards for ground-based base stations (including VDL Mode 2 and VDL Mode 4 base stations), mobile devices, handheld devices, portable devices, and associated auxiliary equipment used in the aeronautical mobile service on the ground within the VHF frequency band.

Equipment covered by this regulation has the following characteristics:

a) Operating in the frequency range from 117.975 MHz to 137 MHz with channel spacing of 8.33 kHz or 25 kHz;

b) Using double-sideband amplitude modulation (DSB AM), amplitude modulation A3E, Gaussian frequency shift keying (GFSK), or 8-level phase-shift keying differential encoding (D8PSK) modulation techniques.

Technical specifications related to antenna ports and emissions from the device housing are not within the scope of this regulation but are defined in the corresponding equipment technical standards.

1.2. Applicability

This regulation applies to organizations and individuals, both domestic and foreign, engaged in the production and business of equipment within the scope of this regulation on the territory of Vietnam.

1.4. Terms and Definitions

1.4.1 Base Station (base station)

Radio equipment used in the aeronautical mobile service, employing external antennas and located at fixed positions.

1.4.2 VDL Mode 2 Ground Base Station (VDL Mode 2 ground base station)

Data transmission equipment using D8PSK modulation and carrier sense multiple access (CSMA) technology.

1.4.3 VDL Mode 4 Ground Base Station (VDL Mode 4 ground base station)

Data transmission equipment using GFSK modulation and time division multiple access self-organizing channel (STDMA) technology.

1.4.4 Mobile Station (mobile station)

Radio equipment designed, installed, and operated either permanently or temporarily on vehicles, powered by DC, connected to external antennas, equipped with push-to-talk (PTT) buttons, microphones, speakers, and/or headphones.

1.4.5 Handheld (hand held)

Portable radio equipment powered by batteries, designed to be carried and operated by hand.

1.4.6 Portable Station (portable station)

Battery-powered radio equipment used independently and carried by hand.

1.4.7 Center Frequency (Fc) (centre frequency (Fc))

The frequency at the center of the necessary bandwidth of the transmitter.

1.4.8 Integral Antenna Equipment (integral antenna equipment)

Radio communication equipment with built-in antennas that do not require external connectors, and such antennas are considered part of the equipment.

NOTE: Built-in antennas may be mounted inside or outside the equipment. For such equipment, there must be a 50 Ω RF connection point for testing purposes.

1.4.9 Necessary Bandwidth (necessary bandwidth)

For each type of emission, the bandwidth must be sufficient to ensure information transmission at the required speed and quality under specified conditions (ITU Radio Regulations 2012).

1.4.10 Occupied Bandwidth (occupied bandwidth)

The width of the frequency band where the average power emitted at frequencies below the lower limit and above the upper limit of that band equals a predetermined percentage β/2 of the total average power of the emission.

Unless otherwise specified, the value of β/2 is selected as 0.5%.

1.4.11 Simplex (simplex)

One-way communication link at a given time.

1.4.12 Product Standard (product standard)

A standard specifying performance criteria for the frequency spectrum of the equipment.

1.4.13 Operational Frequency Range Outdoor radio transceivers with subscriber interfaces.

The continuous frequency range(s) of the radio equipment under test (EUT).

1.4.14 A3E

A type of emission characterized by:

A: Main carrier modulation type (double sideband)

- On a transmitter, measurements are performed at the highest rated power and in standby mode;

- A single tone or a bit stream is used to modulate the transmitter as specified in Section A.5 of Appendix A of this standard.

2.1.2. Specific Conditions

The immunity requirements for the radio equipment ports and/or related auxiliary equipment are specified in Table 4 of QCVN 18:2014/BTTTT.

Measurement conditions, evaluation criteria, and quality standards are defined respectively in Appendices A, B, and C of this standard.

The specific conditions presented below supplement and/or amend Sections 2.2.3, 2.2.5, 2.2.6, 2.2.8, and Section 2.2.9 of QCVN 18:2014/BTTTT.

- For AC and DC power ports, the transient test must be applied to all wires of the reference cable connected to ground. Source impedance is 50 Ω;

- When AC and DC power supplies are provided simultaneously, the DC power supply must be turned off.

- When testing DC power ports, the AC power supply must be turned off.

- The test level for telecommunications ports directly connected to the telecommunications network is 1 kV line-to-ground. In this case, the total output impedance of the overvoltage generator is 2 Ω;

- The test level for the main AC power port input is 2 kV line-to-ground and 1 kV line-to-line, with the overvoltage generator characteristics being 1.2/50 μs and 8/20 μs.

Radio equipment and related auxiliary equipment within the scope of regulation specified in Section 1.1 must comply with technical regulations stipulated in this standard.

Testing method

Test Signal Characteristics and Application:

Organizations and individuals related have the responsibility to implement conformity certification and announcement for equipment within the scope of regulation of this standard and are subject to state management agency inspection according to current regulations.

- The test level for the main AC power port input is 2 kV line-to-ground and 1 kV line-to-line, with the overvoltage generator characteristics being 1.2/50 μs and 8/20 μs.

The Telecommunications Administration and Provincial Departments of Information and Communications are responsible for guiding and organizing the implementation of management of equipment within the scope of regulation specified in Section 1.1 according to this standard.

In cases where the provisions set out in this standard are changed, supplemented, or replaced, they shall be implemented according to the new document./.

- The test level for the main AC power input port is 2 kV line-to-ground and 1 kV line-to-line, the characteristics of the overvoltage generator are 1,2/50 μs and 8/20 μs.

Signal test characteristics and application

- The test level for the main AC power port input is 2 kV line-to-ground and 1 kV line-to-line, with the overvoltage generator characteristics being 1.2/50 μs and 8/20 μs.

3. MANAGEMENT PROVISIONS

Radio devices and related auxiliary equipment within the scope regulated under Section 1.1 must comply with the technical regulations set forth in this standard.

4. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS

Relevant organizations and individuals are responsible for implementing certification and conformity declaration for devices within the scope regulated by this standard and are subject to inspection by state management authorities according to current regulations.

Chapter 5. ORGANIZATION OF IMPLEMENTATION

5.1. The Telecommunications Administration and Provincial Departments of Information and Communications are responsible for guiding and organizing the implementation of management for devices within the scope regulated under Section 1.1 in accordance with this standard.

5.2. In the event that the provisions set out in this standard are amended, supplemented, or replaced, they shall be implemented in accordance with the new document./.

 

A.1. Measurement Server

A.1. General Requirements

For emission and immunity measurements, information related to signal modulation for testing, test arrangement... is specifically detailed from Section A.2 to Section A.5 of this standard.

A.2. Test Signal Arrangement

Apply the provisions at Section A.2 of Appendix A of QCVN 18:2014/BTTTT with the following changes:

For radio communication equipment with built-in antennas, there must be a 50 Ω RF connection point for testing purposes.

A.2.1. Test Signal Arrangement at the Input of the Transmitter

Apply the provisions at Section A.2.1 of Appendix A of QCVN 18:2014/BTTTT with the following changes:

The transmitter must be modulated in normal test mode from an internal or external signal source capable of generating appropriate control signals.

A.2.2. Test Signal Arrangement at the Output of the Transmitter

Apply the provisions at Section A.2.2 of Appendix A of QCVN 18:2014/BTTTT with the following changes:

The transmitter must operate at the maximum rated RF output power level (PEP), or not less than -6 dB below the power level within the published temperature limits.

The RF output signal of the transmitter must be delivered to the measuring device via a protected cable such as coaxial cable. The measuring device includes a modulation analyzer and a sound distortion meter.

For transmitters with built-in antennas, there must be a 50 Ω RF connection point for testing purposes.

A.2.3. Test Signal Arrangement at the Input of the Receiver

Apply the provisions at Section A.2.3 of Appendix A of QCVN 18:2014/BTTTT with the following changes:

The desired RF signals fed into the receiver must be modulated in normal test mode (see Section A.5).

For receivers with built-in antennas, there must be a 50 Ω RF connection point for testing purposes.

A.2.4. Test Signal Arrangement at the Output of the Receiver

Apply the provisions at Section A.2.4 of Appendix A of QCVN 18:2014/BTTTT.

A.2.5. Test Arrangement for Transmitter and Receiver (as a System)

Apply the provisions at Section A.2.5 of Appendix A of QCVN 18:2014/BTTTT.

A.3. Exclusion Band

Apply the provisions at Section A.3 of Appendix A of QCVN 18:2014/BTTTT.

The operating frequencies of the equipment must be excluded from the immunity tests with RF radiation signals.

The test RF band exclusion is called the "Exclusion Band" and is detailed below for different cases.

A.3.1. Exclusion Band for Transmitter Emission Measurements

The exclusion band is applied when measuring the transmitter in operation mode. The exclusion band does not apply when measuring the transmitter in standby mode.

The exclusion bands for the transmitter are listed in Table A.1.

NOTE 1: The width of the exclusion band is determined by five times the receiver bandwidth plus twenty times the measurement bandwidth (i.e., 100 kHz, or 120 kHz) within the measurement range of 30 MHz to 1 GHz.

NOTE 2: The exclusion band width for the transmitter is expanded by twenty times the measurement bandwidth to accommodate the transition bandwidths of filters used in measuring devices. Narrower measurement bandwidths may be used. The exclusion bands and measurement bandwidths must be recorded in the test report.

A.3.2. Exclusion Band for Receiver Emission Measurements

The exclusion band is not applied for emission measurements of the receiver or auxiliary equipment.

A.3.3. Exclusion Band for Transmitter Immunity Tests

The width of the exclusion band is defined as ± 2 times the occupied bandwidth (BW) from the center frequency (Fc ± 2BW).

For equipment with channel spacing of 25 kHz, the exclusion band is ± 50 kHz from the center frequency; for equipment with channel spacing of 8.33 kHz, the exclusion band is ± 16.7 kHz from the center frequency (Fc).

A.3.4. Exclusion Band for Receiver Immunity Tests

The exclusion band is the operational frequency range, extended at each end by ± 5% of the center frequency (Fc).

Example: For a center frequency of 127.5 MHz, the exclusion band ranges from 111.625 MHz (i.e., 118 MHz minus 6.375 MHz) to 143.35 MHz (i.e., 136.975 MHz plus 6.375 MHz).

A.4. Narrow Band Response of the Receiver

The responses on the receiver occurring during immunity testing are defined in Section A.4 of Appendix A of QCVN 18:2014/BTTTT, they are considered narrow band responses and are specified in the false response suppression test of the corresponding technical standards.

A.5. Normal Test Modulation

Article 1 ||| Normal test measurement rules are detailed as follows:

- Analog telephone equipment:

+ The input signal to the receiver is set at the designated frequency, modulated with a 1 kHz sine wave audio tone at a modulation depth of 30%, with a SINAD ratio magnitude of 20 dB, measured at the receiver output using a sound network noise filter as described in ITU-T Recommendation P.53;

+ The transmitter must be modulated with a 1 kHz sine wave audio tone. The level of this audio signal is set so that the RF output signal achieves a modulation depth of at least 80%.

- VDL Mode 2 and VDL Mode 4 base station equipment:

+ The input signal to the receiver is set at the designated frequency of the receiver, modulated with a test signal indicated by the manufacturer, to describe normal operating conditions;

+ The transmitter must be modulated with a test signal indicated by the manufacturer, to describe normal operating conditions;

+ The manufacturer may provide modulation/demodulation devices for testing;

+ The test signal generator (modulated) must allow the creation of a continuous data stream or repeating message as appropriate;

+ In the case of data equipment, the test devices must allow the creation of:

▪ Displaying the value of BER with a continuous data stream; or

▪ Repeating message display or a data rate indicator in cases where the system has error correction capability.

 

ANNEX B

Product Name, Goods According to QCVN

Evaluation of criteria

B.1 General Requirements

Apply the provisions of Section B.1 of Appendix B of QCVN 18.2014/BTTTT, in which the manufacturer must provide additional information as follows:

- List of service or program connection ports;

- The user manual must contain detailed instructions on manual recovery mechanisms to bring the device back to normal operation;

- The software version of the EUT used in the tests.

B.2 Equipment Capable of Providing Continuous Information Connection

Apply the provisions of Section B.2 of Appendix B of QCVN 18:2014/BTTTT, with the following changes:

- For transmitter immunity tests, the transmitter must be modulated in normal test mode (see Section A.5). A continuous information connection is established at the start of testing and the quality criteria specified in Appendix C of this standard are applied.

- For receiver immunity tests, the desired RF signal at the receiver input must be normally modulated for testing (see Section A.5). A continuous information connection is established at the start of testing and the quality criteria specified in Appendix C of this standard are applied.

B.3 Equipment Unable to Provide Continuous Information Connection

For radio equipment unable to provide a continuous or periodic information connection, apply the provisions of Section B.3 of Appendix B and Section C.3 of Appendix C of QCVN 18:2014/BTTTT.

B.4 Auxiliary Equipment

Apply the provisions of Section B.4 of Appendix B of QCVN 18:2014/BTTTT.

B.5 Equipment Classification

Apply the provisions of Section B.5 of Appendix B of QCVN 18:2014/BTTTT.

 

APPENDIX C

Product Name, Goods According to QCVN

Quality Criteria

The EUT must meet the quality criteria outlined in Table C.1 including Notes 1, Note 2, and Note 3 related, detailed in Sections C.1, C.2, C.3, and C.4.

Quality criteria A, B, and C shown in Table C.1 are used as follows:

- Criterion A applies to immunity tests against continuous phenomena;

- Criterion B applies to immunity tests against sudden phenomena or at specific points defined in this standard;

- Criterion C applies to immunity tests against power interruptions.

NOTE 1: Quality degradation during testing is understood as degradation to a level not lower than the minimum quality level determined by the manufacturer to ensure proper operation of the equipment. In some cases, the minimum quality level may be replaced by an allowable quality degradation level.

NOTE 2: No quality degradation after testing is understood as no reduction below the minimum quality level determined by the manufacturer. In some cases, the minimum quality level may be replaced by an allowable quality degradation level. The test must not cause actual operational data or user recoverable data to change.

NOTE 3: The EUT together with its testing auxiliary devices must provide necessary indications for the operator to restore normal function of the equipment after EM impact. When such indications are present, detailed actions required for recovery and symptoms of the EUT must be recorded in the test report.

C.1 Quality Criterion A for Continuous Phenomena Applied to Transmitters and Receivers

Establish a connection at the input during testing, maintained throughout the test period, and evaluate recovered information signals, for example, an audio signal will be used as a criterion to ensure that essential functions of the EUT are evaluated both during and after testing.

Criterion A detailed in Table C.1 must be applied.

If during RF immunity testing, an unwanted signal causes degradation at the receiver output resulting in a SINAD ratio reduced to 14 dB or less, or causing data output errors, this phenomenon is considered an EMC issue and the tested equipment fails.

If during RF immunity testing, an unwanted signal causes degradation at the transmitter output resulting in received audio distortion exceeding 10%, or causing transmitted data errors, this phenomenon is considered an EMC issue and the tested equipment fails.

In the case where the EUT is only a transmitter, the test must be repeated with the EUT in standby mode. The transmitter must not operate unintentionally during the test.

In the case where the EUT is a transceiver, the transmitter must not operate unintentionally throughout the entire testing process.

C.2. Quality Criterion B for the phenomenon of voltage surge applicable to the transmitter and receiver.

Quality Criterion B detailed in Table C.1 shall be applied.

In the case where the EUT is only a transmitter, the test must be repeated with the EUT in standby mode. The transmitter must not operate unintentionally during the test.

In the case where the EUT is a transceiver, the transmitter must not operate unintentionally throughout the entire testing process.

C.3. Quality Criterion C for tests with power interruption.

Criterion C applies to the interruption of supply voltage corresponding to a reduction of more than 95% for 5 seconds:

- During the EMC testing process:

+ Information connection may be lost and one or more functions may be lost;

+ There must be no unintended transmission during the test.

- After the EMC testing:

+ Information connection must be restored automatically or by user control as published by the manufacturer;

+ The sound quality level must return to a level no lower than that specified by the manufacturer and/or the parameter must return to its nominal value;

+ There must be no unintended transmission.

C.4. Quality Criteria for equipment that does not provide information connection or continuous operation cycle.

Apply the provisions set forth in Section C.3 of Appendix C of QCVN 18:2014/BTTTT.

C.5. Quality Criteria for auxiliary equipment tested independently.

Apply the provisions set forth in Section C.4 of Appendix C of QCVN 18:2014/BTTTT.
