REGULATIONS ON QUALITY ASSESSMENT CRITERIA FOR PUBLIC SERVICE SERVICES IN THE FIELD OF CONSTRUCTION OF DATABASES AND APPLICATION SOFTWARE IN THE NATURAL RESOURCES AND ENVIRONMENT SECTOR
DATABASES AND APPLICATION SOFTWARE

Pursuant to Decree No. 16/2015/NĐ-CP dated February 14, 2015 of the Government stipulating the self-management mechanism of public service units;

On the basis of Decision No. 36/2017/NĐ-CP dated April 4, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director of the Science and Technology Department, the Director of the Legal Department;

The Minister of Natural Resources and Environment issues this Circularconcerning the classification and determination of state management authority in the field of crop production stipulating quality criteria"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation." for assessing the quality of public service services using state budget funds for the construction of databases and application software in the natural resources and environment sector.June 2024; This Circular stipulates quality assessment criteria for public service services using state budget funds for the construction of databases and application software in the natural resources and environment sector (hereinafter referred to as database and software construction services).

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular applies to state management agencies in the field of natural resources and environment; public service units and organizations and individuals related to the provision of database and software construction services.

Article 2. Applicability

Article 1. Quality assessment criteria are contents and requirements that the service provider must meet to satisfy customer expectations. Each criterion has evaluation indicators according to specific requirements and conditions in a particular aspect.

Article 3. Explanation of Terms

Article 2. Evaluation indicators include evaluation indicators and quality evaluation methods according to certain characteristics and requirements. Evaluation indicators have weight values indicating the importance of those indicators.

Article 3. Evaluation indicators are tools for measuring a specific aspect of an indicator expressed in numbers, ratios, rates.

Article 4. Evaluation weights are quantities used to compare the importance of evaluation criteria.

Article 5. Evaluation methods are measurements aimed at evaluating according to a specific criterion.

Article 5. Evaluation indicators of quality assessment criteria for database construction services

1. Evaluation indicators of Criterion 1:

a) Database server system - weight is 4;

b) Original software system - weight is 4;

c) Network infrastructure - weight is 4;

d) Information security and safety - weight is 6.

2. Evaluation indicators of Criterion 2:

a) Management and operation human resources - weight is 6;

b) Database administration human resources - weight is 6;

c) Human resources serving data exploitation and provision - weight is 3.

3. Evaluation indicators of Criterion 3:

a) Compliance with industry data content framework standards - weight is 8;

b) Data completeness level - weight is 8;

c) Data accuracy - weight is 8;

d) Data readiness - weight is 8;

e) Data provision capability - weight is 6;

f) Compliance with data provision procedures and processes - weight is 5;

g) Online public service provision - weight is 3;

h) Satisfaction level of data receiving units - weight is 9.

4. Evaluation indicators of Criterion 4:

a) Inspection and supervision plan - weight is 1;

b) Inspection and supervision process - weight is 2;

c) Implementation of inspection and supervision - weight is 2.

5. Evaluation indicators of Criterion 5:

a) Compliance with warranty regulations - weight is 4;

b) Compliance with maintenance regulations - weight is 3.

Article 6. Evaluation Indices for Quality Service Standards in Database Construction

The evaluation indices of the quality service standards as stipulated in Article 5 shall be detailed in Appendix 1 attached hereto.

Article 8. Evaluation Indices for Quality Service Standards in Software Construction

b) Original software system - weight is 4;

a) Database management personnel - weight is 2;

b) System management and operation personnel - weight is 3;

c) System development personnel - weight is 2;

d) Technical and operational support personnel - weight is 3.

b) Data completeness level - weight is 8;

a) In cases where application software interacts with databases or data from databases, the evaluation index shall be implemented according to Clause 3, Article 5 of this Circular.

b) In cases where application software does not interact with databases, the evaluation under this criterion shall not be carried out.

a) Compliance with information technology technical standards - weight is 6;

b) Compliance with specialized technical standards - weight is 6;

c) Functional suitability - weight is 8;

d) Efficiency - weight is 7;

e) Productivity - weight is 7;

f) Safety - weight is 7;

g) User satisfaction - weight is 10.

5. Evaluation Index for Criterion 6:

c) Implementation of inspection and supervision - weight is 2.

5. Evaluation indicators of Criterion 5:

d) Implementation of inspection and supervision - weight is 2;

6. Evaluation Index for Criterion 7:

a) Compliance with warranty regulations - weight is 5;

b) Compliance with maintenance regulations - weight is 5.

Article 9. Evaluation Index for Quality Service in Software Construction

The evaluation index of the criteria specified in Article 8 of this Circular shall be detailed in Appendix 2 attached hereto.

Article 10. Method for Scoring Quality Service in Database and Application Software Construction

1. Method for Evaluating and Scoring Evaluation Indices: The evaluation and scoring for each evaluation index shall be conducted according to the indices specified in Appendices 1 and 2 attached hereto.

2. Method for Evaluating and Scoring Evaluation Criteria:

a) The evaluation and scoring for an evaluation criterion can only be carried out once all indices of that evaluation criterion have been completed.

b) The formula for scoring an evaluation criterion is as follows:

Xj: score of the jth evaluation index.

N: total number of evaluation indices of the ith evaluation criterion.

3. Method for Evaluating and Scoring Evaluation Criteria:

a) The evaluation and scoring for an evaluation criterion can only be carried out once all indices within that evaluation criterion group have been completed.

b) The formula for scoring an evaluation criterion is as follows:

wj: weight of the jth evaluation index.

M: total number of evaluation indices of the ith evaluation criterion.

4. Method for Overall Evaluation and Scoring for Database and Application Software Construction Services:

a) The overall evaluation and scoring for database and application software construction services can only be carried out once all evaluation criteria have been evaluated.

b) The formula for overall scoring for database and application software construction services is as follows:

P: score of the database and application software construction service.

NTCi: score of the ith evaluation criterion.

K: total number of evaluation criteria.

Article 11. Evaluation of the quality of services for building databases and application software

1. The evaluation of the quality of services for building databases and application software shall be conducted through scoring. The evaluation scale is 100 points. The specific evaluation scale is determined for each criterion and index and detailed in the Appendices issued together with this Circular.

2. The quality of services for building databases and application software is evaluated at four levels:

a) Excellent when the total score is 80 points or higher;

b) Good when the total score is from 70 to under 80 points;

c) Satisfactory when the total score is from 50 to under 70 points;

d) Unsatisfactory when the total score is under 50 points.

Chapter III
IMPLEMENTING PROVISIONS

Article 12. Effective Date

This Circular takes effect from November 1, 2017.

Article 13. Implementation Organization

1. The Science and Technology Department is responsible for organizing guidance, implementation, and monitoring the execution of this Circular.

2. Units under the Ministry and relevant organizations and individuals are responsible for implementing this Circular.

3. During implementation, if difficulties arise, agencies, organizations, and individuals are advised to promptly report them to the Ministry of Natural Resources and Environment for research, consideration, and resolution.
