CIRCULAR
Amending and supplementing some articles of Circular No. 12/2011/TT-BGTVT dated March 30, 2011 of the Minister of Transportetermining on issuing and revoking Insurance Certificate or Financial Security under the International Convention on Civil Liability for Oil Pollution Damage 1992

Pursuant to the Maritime Code of Vietnam dated November 25, 2015;
"1. List of pairs of international border gates between Vietnam and Cambodia implementing the Vietnam-Cambodia Road Transport Agreement.
On the basis of the International Convention on Civil Liability for Oil Pollution Damage 1992 to which Vietnam is a member;
At the proposal of the Director of the Legal Department and the Director General of the Vietnam Maritime Administration;
The Minister of Transport hereby issues this Circular amending and supplementing some articles of Circular No. 12/2011/TT-BGTVT dated March 30, 2011 of the Minister of Transport stipulating on issuing and revoking Insurance Certificate or Financial Security under the International Convention on Civil Liability for Oil Pollution Damage 1992.
Article 1. Amending and supplementing some articles of Circular No. 12/2011/TT-BGTVT dated March 30, 2011 of the Minister of Transport stipulating on issuing and revoking Insurance Certificate or Financial Security under the International Convention on Civil Liability for Oil Pollution Damage 1992
Clause 1, Article 3 is amended and supplemented as follows:
"1. The Insurance Certificate or Financial Security regarding civil liability for oil pollution damage (hereinafter referred to as the Certificate) issued by the Vietnam Maritime Administration or the Branch Maritime Administration, Port Maritime Office authorized by the Vietnam Maritime Administration to perform ship registration work (hereinafter collectively referred to as the Ship Registration Authority) to confirm the insurance or financial security for ships in effect, meeting the requirements set forth in Article VII of the CLC 1992 Convention."
Article 2. Repealing Article 10.
Article 3. Effectiveness
This Circular shall take effect from October 1, 2019.
Article 4. Organization of Implementation
The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments, the Director of the Vietnam Maritime Administration, and the Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.
