OF THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
NUMBER 29B ON MARCH 16, 1947
CHAIRMAN OF THE GOVERNMENT
Pursuant to Decree No. 13/SL dated February 3, 1947 prohibiting import and export throughout the entire territory of Vietnam;
Considering the necessity to establish basic regulations for implementing Decree No. 13/SL;
After the Government Council and the Standing Committee of the National Assembly reached an agreement,
ISSUES THE DECREE:
Article 1
The Government directly controls foreign trade.
Goods imported and exported at customs ports and border posts shall be divided into two categories;
a) The first category includes goods prohibited from import and export and goods for which the Government directly handles import and export,
b) The second category includes goods that private individuals may import and export under government supervision.
Article 2
Establish within the Ministry of Economy a central agency for managing foreign trade called the "Foreign Trade Bureau".
The Foreign Trade Bureau shall have a management board consisting of four official representatives and four alternate representatives from the Ministries of Economy, Finance, National Defense, and Interior.
One representative from the Ministry of Economy shall serve as Director

Article 3
The management board shall have the following responsibilities:
1- Determining policies and programs regarding foreign trade.
2- Utilizing the budget of the Foreign Trade Bureau.
The Director shall be responsible for implementing the resolutions of the management board.
Article 4
At customs ports and border posts where import and export take place, a branch of the Foreign Trade Bureau shall be established to act as a representative of the Foreign Trade Bureau, responsible for import and export activities.
Each branch of the Foreign Trade Bureau shall have a management team consisting of:
1 representative from the Ministry of Economy: branch director
1 - Finance: Treasurer
1 - National Defense: Inspector

Article 5
The Foreign Trade Bureau shall have a separate operating fund established by a decree. The method of using, supervising, and settling the budget shall be stipulated by a joint ministerial decree of the Ministries of Economy and Finance upon the proposal of the Foreign Trade Bureau.
Article 6
Personnel of the Foreign Trade Bureau and its branches shall be appointed by the Minister of Economy upon the recommendation of the Director.
The status of such personnel shall be determined by a joint ministerial decree of the Ministries of Economy, Finance, and Interior to be issued later.

Acts contrary to Decree No. 13/SL, this decree, and implementing decrees for the two aforementioned decrees shall be punished as follows:
- Imprisonment from one month to two years and a fine of from 500 to 100,000 dong.
- Or one of these penalties.
Goods imported and exported illegally shall be confiscated and turned over to the public treasury.
Article 8
A joint ministerial decree of the Ministries of Economy and Finance shall specify the organization and implementation regulations for this decree, based on the proposal of the management board.
Article 9
All provisions and regulations conflicting with this decree shall be abolished.
Article 10
The Ministers of Interior, Finance, National Defense, Justice, and Economy shall implement this decree.
