Pursuant to the Law on Competition and Rewards dated December 26,, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP dated December 25, 2001;
Pursuant to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the Program to Quickly and Sustainably Reduce Poverty in 62 Poor Communes;
Pursuant to Resolution No. 90/NQ-CP dated December 29, 2012 at the regular meeting of the Government in December 2012;
Considering the proposal of the Minister of Labor, Invalids, and Social Affairs,
DECISION:
Article 1. Targeted support from the central budget for 23 communes with high poverty rates applying mechanisms and policies for infrastructure investment according to the provisions of Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the Program to Quickly and Sustainably Reduce Poverty in 62 Poor Communes, including:
1. Thach An District, Cao Bang Province;
2. Lam Binh District, Tuyen Quang Province;
3. Bat Xat District, Lao Cai Province;
4. Sa Pa District, Lao Cai Province;
5. Van Ban District, Lao Cai Province;
6. Binh Gia District, Lang Son Province;
7. Dinh Lap District, Lang Son Province;
8. Muong Cha District, Dien Bien Province;
9. Tuan Giai District, Dien Bien Province;
10. Da Bac District, Hoa Binh Province;
11. Kim Boi District, Hoa Binh Province;
12. Quy Chau District, Nghe An Province;
13. Dong Giang District, Quang Nam Province;
14. Nam Giang District, Quang Nam Province;

Article 2. Content of Support
1. At the district level: Investment in secondary schools; district-level boarding schools for ethnic minority students (including dormitories for students) with a scale sufficient to meet the educational needs of ethnic minority children in the area; district-level comprehensive vocational training centers (including dormitories for trainees); county-level irrigation works and inter-village projects; roads from the district center to villages and inter-village roads.
2. At the commune and sub-commune levels: Investment in essential infrastructure facilities in all communes within the district (excluding townships), including: Schools (classrooms, schools, including kindergartens, nursery classes, dormitories for boarders, teachers' housing); commune health stations meeting standards (including housing for medical staff); village-to-village roads, roads to economic and production areas (including bridges and culverts); irrigation works serving agricultural production (field ditches and small-scale irrigation works); electricity for production and daily life; water supply facilities (centralized or decentralized, wells, reservoirs).
Article 3. On the amount and duration of support
1. Support for development investment for each district shall be equal to 70% of the average level of districts under Resolution No. 30a/2008/NQ-CP from the central budget.
2. Duration of support: For five years (2013 - 2017).
In 2013 alone, allocate from the central budget reserve to implement important projects that have completed investment procedures as required.
Article 4. Organization of Implementation
1. The Ministry of Planning and Investment shall take the lead, in coordination with the Ministry of Finance and relevant ministries, to guide and direct the implementation of the poverty reduction programs of the districts, determine specific investment needs in accordance with budget balancing capabilities, organize the approval of the programs in accordance with regulations; balance and allocate targeted support funds for localities to implement from 2013 after the program has been approved by the competent authority.
2. People's Committees of provinces shall instruct districts to develop sustainable poverty reduction programs in their areas, determine investment needs in accordance with budget balancing capabilities, seek opinions from relevant ministries and agencies, and obtain the review opinion of the Ministry of Planning and Investment, and based on this, complete the program content, prioritize investment sequences, reasonably phase investments, and approve the program in accordance with regulations.
Article 5. Effective Date
1. This Decision shall take effect from the date of issuance.
2. The contents of the support shall be implemented from January 1, 2013.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces named above are responsible for implementing this Decision./.
