Regarding the delegation of jurisdiction to hear criminal cases as stipulated in Clause 1 of Article 170 of the Criminal Procedure Code and the jurisdiction to resolve civil matters as provided for in Article 33 of the Civil Procedure Code to the People's Courts at district, urban district, town, and provincial city levels.

Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992 as amended and supplemented by Resolution No. 51/2001/QH10;
