DIRECTIVE

Regarding the training and improvement of teachers for citizenship education subjects at junior high schools,

Secondary General Education - Specialized Secondary Schools

Continuing to implement Resolution No. 2 of the 8th Central Committee of the Party on the goal of developing education and training until 2000, which is "to implement comprehensive moral, intellectual, and physical education at all levels. Highly value political, ideological, character, creative thinking ability, and practical skills education..." aiming to "maintain socialist goals in educational content and methods," contributing effectively to the country's industrialization and modernization efforts.

The Citizenship Education subject at secondary general education schools holds a top position in guiding the development of students' personalities through providing basic knowledge systems about ethical values - humanistic values, major policies and guidelines of the Party and State, laws, inheriting national moral traditions and cultural identity; being loyal to the ideals of national independence and socialism; absorbing excellent values from humanity and the contemporary era.

In recent years, the work of training and improving teachers for Citizenship Education subjects at secondary general education schools has made many efforts and achieved some results, but still reveals many shortcomings; the current teaching staff is weak in expertise and professional skills and severely lacks in quantity. Facing heavy tasks serving the country's industrialization and modernization, the education and training sector must truly prioritize caring for and building a team of Citizenship Education teachers including all three aspects of training, improvement, and utilization. In 1998 and subsequent years, the work of training and improving Citizenship Education teachers needs to strive to achieve the highest quality and effectiveness in the following tasks:

I. REQUIREMENTS:

1. To leverage achievements in teacher training and improvement in Citizenship Education over the past years, address shortcomings and weaknesses, consolidate and strengthen management work; gradually expand the scale of training to fundamentally address the shortage of Citizenship Education teachers at secondary general education schools; implement the 1997-2000 regular training program for Citizenship Education and Philosophy teachers in junior high schools and secondary general education - specialized secondary schools with quality and effectiveness.

2. Management levels of Education and Training from the Ministry to localities need to correctly recognize the role, position, and training objectives of the Citizenship Education subject at the secondary general education level, have plans and proactive solutions to continuously improve the quality of teacher training and improvement, while strengthening guidance work to ensure teaching quality, moral and legal education in secondary general education schools, meeting the requirement of "teaching people and teaching literacy, teaching trades, where the goal of teaching people is the most important," serving the country's industrialization and modernization efforts.

1. Medical treatment.

1. Tasks of universities and teacher colleges training Citizenship Education teachers:

a. Universities of education under national and regional universities, Vinh University of Education, Quy Nhon University of Education urgently consolidate Political Education Departments in terms of material infrastructure, equipment, especially consolidating and supplementing qualified teaching staff to fulfill the task of training and improving Citizenship Education - Philosophy teachers for secondary general education - specialized secondary schools and provide teaching staff for teacher colleges, conducting research to contribute to renewing the content and methods of teaching Citizenship Education in secondary general education schools.

Coordinate with the National Academy of Politics named after Ho Chi Minh, Philosophy Departments of Social Sciences and Humanities University, Political Education Departments at Hanoi University of Education - Hanoi National University to organize training of teaching staff with postgraduate qualifications in Marxism-Leninism for universities, colleges, vocational secondary schools - vocational training schools, particularly for Political Education - Citizenship Education Departments at universities and teacher colleges.

Coordinate with the Ministry of Justice, Hanoi Law University to organize training of teaching staff with a second bachelor's degree in Law for universities and teacher colleges and issue certificates for Citizenship Education teachers in secondary general education schools.

b. Build and consolidate Citizenship Education teacher training departments in teacher colleges to fulfill the task of training and improving Citizenship Education teachers for junior high schools according to the program issued in Decision No. 3637/QD dated August 30, 1996 of the Ministry regarding the plan and curriculum of subjects for training junior high school teachers with college-level qualifications. For provinces without multi-system teacher colleges, it is necessary to collaborate with universities (departments) of education or other provincial teacher colleges to ensure the implementation of the training and improvement plan for Citizenship Education teachers in junior high schools.

c. Reasonably expand the scale of training of Citizenship Education Departments (universities of education, teacher colleges) corresponding to material conditions and staffing.

d. Citizenship Education Departments of teacher colleges organize teaching staff to implement the regular training program for Citizenship Education teachers in junior high schools according to the Ministry's directives and the plans of provincial Departments of Education and Training.

2. Provincial Departments of Education and Training have the following tasks:

a. Conduct surveys and classify the quality of Citizenship Education teachers in junior high schools and secondary general education schools based on which develop specific planning and plans for new training, retraining, and improving the local Citizenship Education teacher workforce.

b. Closely coordinate with universities of education, direct provincial teacher colleges to gradually meet the required number and ensure the quality of Citizenship Education teachers, meeting the requirements of continuously improving the quality and effectiveness of teaching and learning in this subject.

Develop supplementary student recruitment plans starting from the 1998-1999 academic year to ensure by 2005 there will be sufficient subject teachers for civic education at all secondary schools. Select and assign some secondary school teachers with good moral character and teaching abilities to teach civic education at high schools according to the plan of the Ministry.

c. Direct the District Education and Training Departments, general high schools, and secondary schools to organize and ensure the quality and effectiveness of regular training courses for civic education teachers. Strictly, objectively, and fairly conduct examinations and evaluations to assess the quality of training, thereby creating motivation to improve the quality of teaching and learning in the civic education subject and promote self-study and self-improvement among civic education teachers at general schools.

d. Invest funds and implement incentive measures and awards to encourage civic education teachers and teaching staff to achieve good results in teaching and learning, as well as in regular training activities.

3. Relevant functional agencies of the Ministry:

a. The Cadre and Civil Servant Department shall cooperate with the Teacher Department and the University Department to establish a Civic Education Department, and develop a plan in the 1998-1999 academic year to strengthen and supplement the faculty of qualified lecturers for political education departments at teacher training universities, while formulating policies to attract students to study in Civic Education teacher training programs.

b. The Planning and Finance Department shall work with the Teacher Department to set training quotas for full-time and part-time programs to meet the quantity requirements for civic education teachers needed for general education, and develop plans to enhance equipment and infrastructure so that Civic Education departments have the capacity to effectively fulfill their training, development, and scientific research tasks.

c. The General Secondary School Department shall develop diverse and rich activities to improve the quality of teaching and learning in the Civic Education subject. Actively prepare conditions to include Civic Education as a graduation examination subject for general secondary schools and specialized high schools.

d. The Institute of Educational Science shall intensify research and summarize experiences, innovate content and methods of teaching Civic Education in general secondary schools.

đ. The Teacher Department shall intensify regular training activities to help teachers improve their qualifications and update their scientific and professional knowledge, and serve as the lead agency to assist the Minister in developing and implementing plans for training and developing Civic Education teachers at general secondary schools. Guide the assessment of teacher training at teacher training universities and colleges following the program issued by the Ministry.

e. The University Department shall cooperate with the Teacher Department in establishing majors for training Civic Education teachers at teacher training colleges and universities.

To successfully complete the task of training and developing Civic Education teachers at secondary schools and Philosophy teachers at general high schools and specialized high schools, the Minister of Education and Training requests:

- Directors of provincial and municipal Education and Training Departments, Principals of teacher training universities and colleges, implement the contents of this Directive effectively.

- Heads of Departments and heads of units under the Ministry, within their functions and responsibilities, shall assist the Minister in guiding and urging the effective implementation of this Directive./.
