Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities of ministries and ministerial-level agencies in managing state affairs;

Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to the Education Law dated December 2, 1998;

Pursuant to Directive No. 29/2000/CT-BGD&ĐT dated July 25, 2000 of the Minister of Education and Training on central tasks for the entire sector during the 2000-2001 academic year;

Based on the proposal of the Director of the Office,

 

DECISION:

Article 1The opening day, the commencement day, the start and end dates of each semester, the completion date of the teaching-learning program, the end date of the academic year, examination periods, holiday breaks, and summer vacation (collectively referred to as the academic year schedule) for the 2000-2001 academic year for preschools, primary schools, lower secondary schools, upper secondary schools, adult literacy centers, continuing education centers, and teacher training institutions are hereby stipulated as follows:

Article 2Delegates the Chairman of the People's Committee of provinces and centrally governed cities to prescribe the academic year schedule for schools located in areas with difficult natural conditions, ensuring that students can participate in graduation examinations and national student talent competitions as stipulated in Article 1.

The time and format of admission (entrance examination, assessment, or a combination of both) for first-grade classes; primary school student talent competition, lower secondary school student talent competition, adult literacy graduation examination, and adult literacy student talent competition.

Special cases of school closures.

Entrusts the Director of the Department of Education and Training to decide on:

Article 3Group educational activities based on themes;

Vocational examination dates in general education (to be completed before April 1, 2001);

School closures due to severe weather conditions (below 10°C for primary schools, below 7°C for lower secondary schools);

Summer vacation for principals and teachers within their scope of responsibility, ensuring a two-month vacation period.0 Reporting deadlines are as follows:0A quick report on the preparation for the new academic year and the organization of the opening ceremony: before September 15, 2000;

A preliminary report on the first semester: before January 31, 2001;

Article 4An initial evaluation report on the implementation of the academic year tasks: before May 30, 2001.

A comprehensive final report on the academic year and the achievement of 11 competitive indicators: before June 20, 2001.

This Decision takes effect 15 days after the date of signature.

The Chairmen of the People's Committees of provinces and centrally governed cities, Directors of Departments of Education and Training, Directors of Offices, Heads of units under the Ministry of Education and Training shall be responsible for implementing this Decision./.

Report on the academic year's summary and report on the implementation of 11 competitive targets before June 20, 2001.

Article 5This Decision shall take effect fifteen days after the date of signature.

Article 6The Chairmen of the People's Committees of provinces and centrally governed cities; Directors of Departments of Education and Training; Heads of the Office; and Heads of units under the Ministry of Education and Training related to this Decision are responsible for its implementation./.
