DIRECTIVE
On Strengthening Capacity and Reforming Statistical Work
___________________
In recent times, the system of statistics and economic information in the Agriculture and Rural Development sector has made efforts to meet management requirements, guidance, and operational activities of the Ministry. However, for a long time, the statistical system of the sector has not been adequately strengthened and improved, thus revealing many shortcomings and inadequacies that have not kept up with the increasingly high demands in management and operational work of the Ministry, especially under conditions of accelerating industrialization, modernization of agriculture and rural areas, and international economic integration.
On June 26, 2003, the President issued Decree No. 13/2003/CT-NQ to promulgate the Law on Statistics. The Government issued Decree No. 40/2004/NĐ-CP on February 13, 2004, detailing and guiding the implementation of certain provisions of the Law on Statistics.
To implement the Government's Decree; to strengthen capacity and reform statistical work to meet new management requirements of the sector, the Minister of Agriculture and Rural Development requests the following tasks be carried out:
1. Information Technology and Statistics Center:
a) Take the lead and coordinate with Departments, Bureaus, and subordinate agencies of the Ministry to complete the development of the following documents in the second quarter of 2006:
- A set of specialized agricultural and rural development statistical indicators;
- A basic statistical reporting system to collect information for national statistical indicators assigned to the Ministry of Agriculture and Rural Development and other statistical indicators within the sector's management scope;
- An aggregated statistical reporting system applicable to provincial Departments of Agriculture and Rural Development, districts, towns, and cities under provinces regarding statistical indicators within the sector's management scope.
b) Complete the training of statistical staff according to newly issued forms in the fourth quarter of 2006.
2. Functional Departments and Bureaus:
a) Complete the development of the following documents in the second quarter of 2006:
- A set of specialized statistical indicators within their respective fields of responsibility;
- A basic statistical reporting system to collect information for statistical indicators within the field assigned by the Ministry.
b) Complete the organization of specialized statistical training according to their respective fields of responsibility in the fourth quarter of 2006.
3. Planning Department shall take the lead and consolidate the documents mentioned in point a, Clause 1 and Clause 2 above for submission to the Ministry for issuance in the third quarter of 2006.
4. Improve the organizational structure for statistical work
a) Information Technology and Statistics Center:
- Complete the development of organizational structure and staffing plans for statistical units under the Information Technology and Statistics Center, to be submitted to the Ministry in the second quarter of 2006;
- Urgently select and supplement competent professionals to ensure the quality of statistical work meets the needs of the sector;
- Conduct an assessment of the current state of the sector's statistical system; develop plans to enhance the capacity of the entire system, particularly in terms of organization and personnel; ensuring the quality of operations aligns with new management requirements.
b) Departments, Bureaus, enterprises, and subordinate agencies of the Ministry and Provincial Departments of Agriculture and Rural Development should review their statistical work, promptly adjust organizational structures and staffing; ensure sufficient personnel for statistical work; depending on job requirements, they may assign full-time or part-time staff in planning departments or offices. Units already having statistical sections or dedicated staff should assess their capabilities and plan for supplementation or further training.
5. Enhance equipment and working tools
Heads of units should review the status of equipment and tools serving statistical work; develop plans for adjustment, procurement, and supplementation to meet the requirements of modernizing statistical work; effectively utilize international aid sources and integrate programs and projects to enhance equipment and working tools.
6. Implement the sector's statistical reporting system
The Information Technology and Statistics Center is the central agency responsible for collecting, processing, consolidating, analyzing, and forecasting sector-wide statistics; preparing comprehensive reports on investment activities, production and business situations in agriculture, forestry, water resources, and rural development; serving the information management requirements of the Ministry, while also implementing the reporting system to the General Statistics Office. The Center is tasked with building a sectoral statistical database and website to meet the information needs of organizations and individuals both inside and outside the sector.
Departments, Bureaus, State-owned Enterprises, Centers, Institutes, Schools, Project Management Boards, Hospitals under the Ministry, and Provincial Departments of Agriculture and Rural Development must strictly adhere to the statistical reporting system established by the Ministry.
The Ministry of Agriculture and Rural Development requires heads of subordinate units and Directors of Provincial Departments of Agriculture and Rural Development directly to oversee the implementation of this directive./.
