CIRCULAR

Guidelines for the annual inspection and evaluation process

Target National Poverty Reduction Program at all levels of localities

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;

Pursuant to Decision No. 42/2002/QĐ-TTg dated March 19, 2002 of the Prime Minister on management and implementation of Target National Programs;

Pursuant to Decision No. 20/2007/QĐ-TTg dated February 5, 2007 of the Prime Minister approving the Target National Poverty Reduction Program for the period 2006-2010.

The Ministry of Labor, Invalids and Social Affairs guides the process for inspecting and evaluating the Target National Poverty Reduction Program at all levels of localities as follows:

I. INSPECTION AND EVALUATION PROCEDURE

1. Developing the inspection and evaluation plan

a. Purpose:

- To assess the implementation and organization of the poverty reduction program at the locality;

- To assess the implementation of the annual poor household review process according to Circular No. 04/2007/TT-BLDTBXH dated February 28, 2007 of the Ministry of Labor, Invalids and Social Affairs guiding the annual poor household review process (referred to as Circular No. 04/2007/TT-BLDTBXH), thereby identifying any errors (if any);

- To assess the implementation of poverty reduction policies and projects in the locality;

- To propose solutions, measures, and recommendations from the locality in organizing the implementation.

b. Content of Inspection and Evaluation:

- Assess the guidance and organization of the poverty reduction program at the locality;

- Review the target group (once per year):

+ Inspect and evaluate the implementation of the annual poor household review process in accordance with Circular No. 04/2007/TT-BLDTBXH;

+ Inspect the beneficiaries of policies and projects;

- Evaluate the results of implementing poverty reduction policies and projects:

+ Collect documents guiding the implementation of policies and projects under the poverty reduction program;

+ Progress and results of implementing poverty reduction projects and policies compared to plans;

+ Results and extent of benefiting from poverty reduction policies and projects.

2. Methods and Tools for Inspection and Evaluation

a. Collecting directives and guidance documents from the locality regarding the implementation of the poverty reduction program.

b. Consulting village cadres: Party Committee, People's Council, People's Committee, members of the village poverty reduction board, village chiefs.

c. Consulting households as beneficiaries and participants in the program to assess their access and benefit from poverty reduction policies and projects.

d. Tools used: quick identification forms and income surveys for households according to Circular No. 04/2007/TT-BLDTBXH; questionnaires, consultation questions, and sample records (Form Nos. 1, 2, 3, 4, 5) attached to this Circular.

3. Method of Conducting Inspection and Evaluation

a. Provincial level:

- Notify the provincial poverty reduction program steering committee about the purpose and content of the inspection and evaluation;

- Collect information on directives and implementation of the poverty reduction program on the territory; results of implementation; results of conducting the poor household review;

- Coordinate with the provincial poverty reduction program steering committee to develop the inspection plan;

- Randomly select communes for inspection;

- Request the county to send representatives to join the inspection team;

- Conduct inspection and evaluation activities at the commune level as specified in Point c, Section 3 of this Circular.

b. County level:

- Notify the village poverty reduction boards about the purpose and content of the inspection and evaluation;

- Randomly select villages for inspection;

- Collect relevant materials;

- Request the commune to cooperate in inspecting the selected villages;

- Conduct inspections and evaluations at the village level and consult directly with some households.

c. Commune level:

- Listen to reports from poverty reduction board members on the situation and results of implementing the poverty reduction program in assigned areas;
- Collect relevant materials:
+ Results of implementing poverty reduction policies and projects;
+ Results of the poor household review;
+ Check the results of the poor household review; check the poor household tracking ledger; check the list of poor households;
- Consult poor households on their access and benefit from poverty reduction policies, understand their needs and assistance wishes;
- Conduct spot checks on some households that have escaped poverty, relapsed into poverty, or newly become poor (including households not listed as poor but potentially poor based on direct observation).

4. Reporting Inspection and Evaluation Results

a. Inspection and evaluation results must be reported to the competent authority as stipulated in Point 3, Section I of this Circular within ten days after completing the inspection.

b. Content of Inspection and Evaluation Reports:

- Administrative report;

- Report on the content and results of the inspection according to each item, including specific assessments:

+ Strengths and recognition of the locality's achievements;

+ Limitations, issues, and causes;

+ Recommendations for levels to address;

- Implementation reports of the poverty reduction program of the locality, related data;

- Inspection records, discussion records, consultations with cadres at various levels and households.

II. RESPONSIBILITIES OF LEVELS IN INSPECTION AND EVALUATION

1. Departments of Labor, Invalids and Social Affairs of provinces and centrally-administered cities (referred to as provincial level)

a. Propose to the provincial People's Committee the annual inspection and evaluation plan; complete tools and unify printing of inspection and evaluation forms on the territory.

b. Coordinate with relevant agencies to guide the implementation of inspection and evaluation at the district level.

c. Report to the provincial People's Committee the periodic inspection and evaluation results and report to the Government's Steering Committee for implementing poverty reduction programs.

2. District-level Departments of Labor, Invalids and Social Affairs (referred to as district level)

a. Propose to the district People's Committee the inspection and evaluation plan; coordinate with relevant agencies to organize the implementation of inspection and evaluation at the commune level.

b. Direct communes to develop periodic inspection and evaluation plans.

c. Report to the district People's Committee the periodic inspection and evaluation results on the territory and report to the provincial poverty reduction steering committee.

3. Village Poverty Reduction Boards (referred to as commune level)

a. Establish a plan for inspection, evaluation, and specific assignment of responsibilities to monitor the members of the commune poverty reduction board.

b. Directly carry out inspections and evaluations of poor households.

c. Report the results of inspections and evaluations to the Commune People's Committee and report to the county poverty reduction steering committee.

4. Time for conducting inspections and evaluations at local levels

a. Commune level: carried out regularly on the 25th of each month.

b. County level: conducted once every quarter starting from the 20th of the last month of the quarter.

c. Provincial level: conducted twice a year, carried out on June 15 and November 15 annually.

III. IMPLEMENTATION

1. This Circular takes effect 15 days after its publication in the Official Gazette.

2. In the course of implementation, if there are difficulties or obstacles, the provinces and centrally governed cities shall submit their comments to the Ministry of Labor, Invalids and Social Affairs for timely guidance and supplementation./.
