CIRCULAR
REGULATING NATIONAL TECHNICAL REGULATIONS ON MOTORCYCLE AND MOTOR VEHICLE EMISSIONS PRODUCED, ASSEMBLED, AND IMPORTED NEW

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
The Minister of Science and Technology hereby promulgates the regulations on the application of technical standards and regulations for nuclear safety in site selection, design, construction, operation, and decommissioning of nuclear power plants.
Pursuant to the Law on Issuing Legal Regulatory Documents dated June 3, 2008;
BASED ON THE GOVERNMENT DECREE NO. 24/2009/NĐ-CP OF MARCH 5, 2009 DETAILING AND GUIDING THE IMPLEMENTATION OF THE LAW ON ENACTING LEGAL DOCUMENTS;
BASED ON THE GOVERNMENT DECREE NO. 51/2008/NĐ-CP OF APRIL 22, 2008 REGULATING THE FUNCTIONS, DUTIES, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF TRANSPORTATION;
THE MINISTER OF TRANSPORTATION REGULATES NATIONAL TECHNICAL REGULATIONS ON MOTORCYCLE AND MOTOR VEHICLE EMISSIONS PRODUCED, ASSEMBLED, AND IMPORTED NEW AS FOLLOWS:
Article 1. NATIONAL TECHNICAL REGULATION ON MOTORCYCLE AND MOTOR VEHICLE EMISSIONS PRODUCED, ASSEMBLED, AND IMPORTED NEW, CODE QCVN 04: 2009/BGTVT IS ISSUED TOGETHER WITH THIS CIRCULAR.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT SIX MONTHS FROM THE DATE OF ISSUE.
REGARDING THE FUEL EVAPORATION TEST MENTIONED IN CLAUSE 3.3.4, ARTICLE 3.3, SECTION 3 OF THE NATIONAL TECHNICAL REGULATION ISSUED TOGETHER WITH THIS CIRCULAR, THE APPLICATION TIME IS AS FOLLOWS:
(A) FOR NEW IMPORTED VEHICLES AND NEW MANUFACTURED AND REGISTERED VEHICLE MODELS: APPLY TWO YEARS AFTER THE EFFECTIVE DATE OF THIS CIRCULAR;
(B) FOR VEHICLE MODELS THAT HAVE BEEN CERTIFIED BEFORE THE EFFECTIVE DATE OF THIS CIRCULAR: APPLY THREE YEARS AFTER THE EFFECTIVE DATE OF THIS CIRCULAR.
Article 3. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTION DEPARTMENT, THE DIRECTORS OF THE MINISTRY’S DEPARTMENTS, THE DIRECTORS OF THE MINISTRY’S BUREAUS, THE HEADS OF ORGANIZATIONS AND INDIVIDUALS ASSOCIATED WITH THIS CIRCULAR ARE RESPONSIBLE FOR ITS IMPLEMENTATION./.
