Regulations on teacher and lecturer standards for vocational training

Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to the Education Law dated June 14, 2005 and the Law amending and supplementing certain articles of the Education Law dated November 25, 2009;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;
Pursuant to Decree No. 70/2009/NĐ-CP dated August 21, 2009 of the Government stipulating the responsibilities for state management of vocational training;
Pursuant to Decision No. 09/2005/QĐ-TTg dated January 11, 2005 of the Prime Minister approving the Project "Building and Improving the Quality of the Teaching Staff and Educational Management Cadres for the 2005-2010 period";
The Ministry of Labor, Invalids and Social Affairs hereby stipulates the standards for teachers and lecturers in vocational training as follows:
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
Article 1. This Circular stipulates the standards for teachers and lecturers in vocational training, including requirements regarding political integrity, ethics, lifestyle, and professional competence.
Article 2. This Circular applies to teachers and lecturers in vocational training at vocational college schools, vocational secondary schools, vocational training centers, and other institutions involved in vocational training activities.
This Circular does not apply to teachers and lecturers teaching common subjects and cultural subjects at vocational college and vocational secondary schools.
Article 2. Purpose of issuing the standards for teachers and lecturers in vocational training
1. To serve as a basis for establishing training objectives, training programs, and capacity building aimed at improving the quality of teachers and lecturers in vocational training.
2. To assist teachers and lecturers in vocational training to self-assess their political integrity, ethics, lifestyle, and professional competence, thereby formulating plans for learning and self-improvement to enhance their moral character, professional qualifications, and expertise.
3. To serve as a basis for annual evaluation of teachers and lecturers in vocational training, supporting planning, utilization, training, and capacity building of this workforce.
4. To serve as a basis for developing policies and benefits for teachers and lecturers in vocational training.
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. “Teacher and lecturer standards for vocational training"are a system of basic requirements concerning political integrity, ethics, lifestyle, and professional competence that teachers and lecturers in vocational training must achieve to meet the goals of vocational training."
2. “Criteria"is a field within the standards, comprising requirements related to the content reflecting the competence of teachers and lecturers in that field. Each criterion includes several standards."
3. “Basic standard"are specific requirements of each criterion. Each standard includes assessment indicators."
4. “Teachers and lecturers in vocational training"refer to primary vocational level teachers (hereinafter referred to as primary vocational level teachers), intermediate vocational level teachers (hereinafter referred to as intermediate vocational level teachers), and college vocational level teachers and lecturers (hereinafter referred to as college vocational level teachers and lecturers)."
Chapter II
STANDARDS FOR TEACHERS AND LECTURERS IN VOCATIONAL TRAINING
Article 4. Criterion 1: Political Integrity, Professional Ethics, and Lifestyle
Clause 1. Standard 1: Political Integrity
a) Strictly comply with the Party's guidelines and policies, and the State's laws and regulations;
b) Continuously study to enhance political awareness;
c) Have a sense of organizational discipline; have a sense of teamwork, striving for the common good; combat and prevent violations of laws and professional regulations;
d) Set a good example in fulfilling civic duties, actively participating in political and social activities.
Clause 2. Standard 2: Professional Ethics
a) Love the profession, be passionate about it; maintain the integrity, honor, reputation, and conscience of a teacher; cooperate and collaborate with colleagues, fostering a good team spirit to achieve vocational training goals; care for and respect students, helping them overcome difficulties in learning and training, protecting their legitimate rights and interests;
b) Be dedicated to work; strictly adhere to the charter, rules, and regulations of the unit, institution, and industry;
c) Be fair in teaching and education, objective in evaluating students' abilities; practice thrift, oppose corruption, waste, and the pursuit of achievements at all costs;
d) Regularly and seriously implement criticism and self-criticism.
Clause 3. Standard 3: Lifestyle and Work Style
a) Live with ideals, purpose, and determination to strive continuously with pure motives and creative thinking; practice diligence, thrift, honesty, integrity, and impartiality according to President Ho Chi Minh's moral example;
b) Lead a healthy, civilized lifestyle consistent with national identity and societal progress; support and encourage positive lifestyles and criticize outdated, selfish behaviors;
c) Adopt a scientific work style; dress appropriately, neatly, and respectfully when performing duties, avoiding distractions to students; behave civilly, politely, and properly in social interactions, communication with colleagues, students, parents, and the public; handle matters objectively, attentively, and thoroughly;
d) Build a cultured family; show concern for those around them; follow public cultural practices.
Article 5. Criterion 2: Professional Competence
1. Standard 1: Professional Knowledge
a) For primary vocational teachers
- Hold a diploma from a vocational college or specialized secondary school or higher; have at least level A computer proficiency;
- Master the knowledge of the assigned subject or module;
- Possess knowledge related to other subjects or modules;
- Understand practical production activities of the trade.
b) For intermediate vocational teachers
- Hold a bachelor's degree or a bachelor's degree in technical education or higher, in a relevant field; have at least level B proficiency in a common foreign language and at least level A computer proficiency;
- Master the knowledge of the assigned trade;
- Possess knowledge related to other trades;
- Understand practical production activities and new scientific and technological advancements in the trade.
c) For higher vocational teachers and lecturers
- Hold a bachelor's degree or a bachelor's degree in technical education or higher, in a relevant field; have at least level B proficiency in a common foreign language and at least level B computer proficiency;
- Master the knowledge of the assigned trade;
- Possess knowledge related to other trades;
- Understand practical production activities and new scientific and technological advancements in the trade.
2. Standard 2: Occupational Skills
a) For primary vocational teachers
- Have occupational skills equivalent to the intermediate vocational level or grade 3/7, grade 2/6, or be a provincial-level artisan or higher;
- Proficiently perform the occupational skills specified in the assigned subject or module curriculum;
- Know how to organize labor production and services for the assigned trade;
- Master occupational safety and hygiene techniques of the trade.
b) For intermediate vocational teachers
- Have occupational skills equivalent to the higher vocational level or grade 4/7, grade 3/6 or higher, or be a national-level artisan;
- Proficiently perform the occupational skills of the assigned trade;
- Proficiently organize labor production and services for the assigned trade;
- Master occupational safety and hygiene techniques of the trade.
c) For higher vocational teachers and lecturers
- Have occupational skills equivalent to the higher vocational level or grade 5/7, grade 4/6 or higher, or be a national-level artisan;
- Proficiently perform the occupational skills of the assigned trade;
- Proficiently organize labor production and services for the assigned trade;
- Master occupational safety and hygiene techniques of the trade.
Article 6. Criterion 3: Pedagogical Competence in Vocational Teaching
1. Standard 1: Vocational Pedagogical Qualification, Time Engaged in Teaching
a) Hold a bachelor's degree in technical education or a higher vocational teacher training college degree or possess a vocational teaching qualification certificate appropriate to the level of training or equivalent;
b) Have at least six months of teaching experience for primary vocational teachers, twelve months for intermediate vocational teachers, and higher vocational teachers and lecturers.
2. Standard 2: Preparation for Teaching Activities
a) Develop a teaching plan for the assigned subject or module based on the overall training program and schedule;
b) Prepare lesson plans according to regulations, demonstrating teaching and learning activities;
c) Select appropriate teaching methods for each lesson of the assigned subject or module;
d) Prepare all necessary teaching aids, vocational equipment, raw materials for practical exercises; be able to make common types of teaching aids.
For intermediate vocational teachers, higher vocational teachers, and lecturers, in addition to the above requirements, they must also lead or participate in designing and arranging teaching equipment suitable for the assigned trade's program.
3. Standard 3: Implementation of Teaching Activities
a) Organize teaching activities suitable for the training profession and the specific student groups; fully implement the teaching schedule, adhering to the program and content;
b) Conduct theoretical, practical, and integrated lessons according to the lesson plan, ensuring the prescribed standards of knowledge, skills, and attitudes;
c) Apply and coordinate various teaching methods to promote students'积极性和创新能力,发展自学能力;
d) Skillfully use teaching aids and vocational equipment to enhance teaching effectiveness, ensure the quality of vocational teaching, and apply information technology in teaching.
4. Standard 4: Evaluation of Students' Learning Outcomes
a) Select and design evaluation tools for students' learning outcomes regarding knowledge, skills, and attitudes, suitable for the assigned subject or module;
b) Conduct comprehensive, accurate, educational evaluations in accordance with regulations.
5. Standard 5: Management of Teaching Records
a) Fully comply with regulations on the use of forms, ledgers, and teaching records;
b) Store, archive, and use teaching records according to regulations.
6. Standard 6: Development of Programs, Compilation of Textbooks, and Teaching Materials
a) For primary vocational teachers
- Understand the basis, principles, requirements, and procedures for developing primary vocational training programs;
- Possess the ability to participate in compiling and revising primary vocational training programs, supplementary training programs consistent with the development principles and objectives; participate in compiling textbooks and teaching materials for primary vocational training.
b) For intermediate vocational teachers
- Understand the basis, principles, requirements, and procedures for developing intermediate vocational training programs;
- Possess the ability to lead or participate in compiling and revising intermediate vocational training programs, supplementary training programs consistent with the development principles and objectives; lead or participate in compiling textbooks and teaching materials for intermediate vocational training.
c) For higher vocational teachers and lecturers
- Understand the basis, principles, requirements, and procedures for developing higher vocational training programs;
- Possess the ability to lead or participate in compiling and revising higher vocational training programs, supplementary training programs consistent with the development principles and objectives; lead or participate in compiling textbooks and teaching materials for higher vocational training.
7. Standard 7: Development of Educational Plans and Implementation of Educational Activities
a) Develop educational plans for students through teaching and other activities;
b) Implement professional ethics and attitude education through teaching subjects and modules according to the established plan;
c) Apply psychological and educational knowledge to carry out educational activities for students at vocational training institutions;
d) Accurately, fairly, and effectively evaluate students' moral development results according to regulations.
8. Standard 8: Student Management, Construction of Educational and Learning Environment
a) Manage information related to students and utilize such information effectively for education, teaching, and student management;
b) Create a healthy, convenient, democratic, and cooperative educational environment;
9. Standard 9: Social activities
a) Coordinate with the families of students and the community to encourage, support, and supervise students' learning and training; contribute to mobilizing social resources to build and develop vocational training facilities;
b) Participate in social activities both within and outside vocational training facilities, establish relationships between vocational training facilities and enterprises to promote the development of vocational training facilities, communities, and foster a vocational learning and entrepreneurship movement in society;
Article 7. Criterion 4: Professional Development and Scientific Research Capabilities
1. Standard 1: Experience Exchange, Learning, Training, and Refinement
a) Regularly observe classes and exchange teaching and educational experiences with colleagues; actively participate in teaching competitions at various levels;
b) Participate in training colleagues according to the development requirements of departments and specialized teams;
For secondary vocational school teachers, college vocational instructors: Must participate in advanced training and skill enhancement for outstanding students and trainees;
c) Continuously engage in self-study, training, and refinement to improve professional knowledge, skills, and occupational ethics;
d) Participate in courses aimed at enhancing qualifications, updating knowledge, skills, technology, and teaching methods to meet the demands of vocational training;
2. Standard 2: Scientific Research
Applies only to secondary vocational school teachers, college vocational instructors.
a) Possess basic knowledge and skills in scientific research and technology;
b) Lead or participate in scientific research projects at the facility level or higher;
Chapter III
IMPLEMENTATION
Article 8. Responsibilities of the Ministry of Labor, Invalids and Social Affairs
1. Guide the evaluation and classification of vocational instructors according to the standards set forth in this Circular;
2. Develop policies to motivate and encourage vocational instructors to achieve the standards;
3. Assign the Vocational Training General Department to compile annual evaluation and classification results of vocational instructors; based on these results, develop plans to enhance the quality of the vocational instructor workforce;
Article 9. Responsibilities of Ministries, Sectoral Agencies, Central Agencies of Political and Social Organizations, and Provincial/Municipal People's Committees
Ministries, agencies equivalent to ministries, government agencies, central agencies of political and social organizations, provincial/municipal people's committees shall direct and inspect the implementation of vocational instructor evaluations and classifications according to the guidelines of the Ministry of Labor, Invalids, and Social Affairs and the provisions of this Circular for vocational training facilities under their jurisdiction; report the results to the Ministry of Labor, Invalids, and Social Affairs (Vocational Training General Department); based on the evaluation results, develop training and upgrading plans to standardize and improve the quality of the vocational instructor workforce in facilities under their jurisdiction;
Article 10. Responsibilities of Vocational Training Facilities
Vocational training facilities shall organize evaluations and classifications of instructors according to the guidelines of the Ministry of Labor, Invalids, and Social Affairs and the provisions of this Circular, report the results to higher-level management agencies; based on the evaluation results, develop training and upgrading plans or propose appropriate solutions to higher-level management agencies to improve the quality of the vocational instructor workforce.
Article 11. Responsibilities of training and retraining institutions for vocational teachers and lecturers
Based on the standards for vocational teachers and lecturers stipulated in this Circular, training and retraining institutions for vocational teachers shall establish objectives, contents, and training programs suitable to ensure the quality of the vocational teacher workforce meeting practical requirements.
Chapter IV
IMPLEMENTING PROVISIONS
Article 12. Effective Date
This Circular takes effect from November 16, 2010.
During implementation, if there are any difficulties, please report them to the Ministry of Labor, Invalids and Social Affairs for consideration and resolution./.
