CIRCULAR
Regulations on the Model of the Graduation Certificate for National Defense and Security Knowledge Training
Pursuant to the Law on Legislative Documents of 2008;
Pursuant to Decision No. 257/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating regulations on frequency band allocation for economic and social purposes, national defense, and security;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
CONSIDERING the proposal of the General Staff;
The Minister of National Defense issues this Circular to regulate the model of the Graduation Certificate for National Defense and Security Knowledge Training.
Article 1. Specifies the model of the Graduation Certificate for National Defense and Security Knowledge Training. (Attached is an appendix detailing the content to be recorded on the certificate).
The Graduation Certificate consists of 4 (four) pages, each page measuring 21 cm x 14.5 cm.
Page 1 and Page 4 have a dark red background; Page 1 features the State Emblem, with all text on Page 1 in gold color; Page 2 and Page 3 have a light yellow background, with border patterns in orange-yellow, the Vietnamese text of the certificate in red, and other text in black; a sunken bronze drum image is centered on Page 2, a sunken Khuê Văn Arch image is centered on Page 3, and the State Emblem is raised at the top third center of Page 2.
Article 2. This Circular takes effect from May 22, 2012.
Article 3. The Chief of General Staff, heads of agencies, units, and individuals concerned are responsible for implementing this Circular.
