On the basis of Government Decree No. 24/2014/NĐ-CP dated April 4, 2014 of the Government stipulating organization specialized agencies under of the National Assembly; provincial people's committees - Government Portal; Official Gazette;
On the basis of Government Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development b) To take the lead or coordinate with relevant agencies and units in developing plans for statistical surveys, using administrative data within the scope of management of the Ministry to collect and compile information under the agricultural and rural development statistical indicator system; Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Technical Standards Law;
On the basis of Government Decree No. Decision No. 16/2015/NĐ-CP dated February 14, 2015 of the Government stipulating mechanisms for self-management of public service units;
Pursuant to Circular Joint Circular No. 14/2015/TTLT-BNNPTNT-BNV dated March 25, 2015 of the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs guiding the functions, tasks, powers, and organizational structure of specialized agencies on agriculture and rural development under the People's Committees of provinces, ||| districts;

Article 1. "Article 9. Tasks of other public service organizations directly under the Department of Agriculture and Rural Development
1. Tasks of the Rural Water Supply and Sanitation Center:
a) Proposing to the Director of the Department of Agriculture and Rural Development policies, strategies, long-term plans, five-year plans, medium-term plans, and annual plans for rural water supply and sanitation; management methods, models for managing rural water supply and sanitation at the provincial level according to the provisions of the law.
b) Building and submitting to the Director of the Department of Agriculture and Rural Development annual work plans and medium-term plans, investment construction plans, and development strategies for the Center; programs and projects on rural water supply and sanitation; component programs and projects on rural water supply and sanitation within the National Target Program on New Rural Areas at the local level. Implementing after approval by the competent authority.
c) Conducting analysis, testing, inspection; certification (as required by state management agencies) of water quality according to the provisions of the law.
d) Producing, supplying, and consuming rural clean water; managing, protecting, using, and exploiting centralized rural clean water facilities assigned; organizing construction, repair, maintenance, and upgrading of rural clean water facilities in accordance with the Center's capacity as prescribed by law.
đ) Performing the tasks and powers of the project investor for rural water supply and sanitation programs and projects assigned by the competent authority as prescribed by law. Performing the task of assisting the Steering Committee for rural water supply and sanitation programs and projects as assigned by the Director of the Department of Agriculture and Rural Development.
e) Organizing communication, dissemination, education, mobilization, and guidance to the people to protect water supply facilities, use clean water economically, and maintain rural environmental hygiene at the local level according to the provisions of the law.
g) Building programs, materials, and conducting training and seminars on rural water supply and sanitation techniques, expertise, and vocational skills for individuals and organizations as needed, in accordance with the Center's professional capacity; organizing or participating in organizing competitions, conferences, seminars, exhibitions, forums, study tours, and experience exchanges on rural water supply and sanitation according to the provisions of the law.
h) Implementing international cooperation, transferring advanced technology and techniques on rural water supply and sanitation according to the provisions of the law.
i) Consulting, providing services; joint ventures, joint operations for the provision of public services; exporting and importing equipment, materials, products, and technology related to rural water supply and sanitation in accordance with the Center's professional capacity and business fields as prescribed by law.
k) Participating in disaster prevention and control, disease prevention and control activities at the local level; participating in drafting normative legal documents, standards, technical regulations, economic and technical norms, statistical surveys on rural water supply and sanitation as assigned by the Director of the Department of Agriculture and Rural Development and as prescribed by law.
l) Collecting, building, managing, utilizing databases on rural water supply and sanitation to serve state management as prescribed by law. Reporting the results of tasks performed; the results of rural water supply and sanitation programs and projects assigned to the National Rural Water Supply and Sanitation Center, the Department of Agriculture and Rural Development as prescribed.
m) Performing other tasks as prescribed by law and assigned by the Director of the Department of Agriculture and Rural Development.
2. Tasks of other public service organizations, including: Seed Centers (crops, livestock, aquaculture); Fish Port Management Board; Specialized Forest Management Board; Protective Forest Management Board directly under the Department shall be specified by the Director of the Department of Agriculture and Rural Development in accordance with the law."
1. This Circular takes effect from October 12, 2016.
Article 2. Implementation Provisions
2. The Director of the Department of Agriculture and Rural Development shall specify the specific tasks of the Rural Water Supply and Sanitation Center based on the guidelines of this Circular and the actual situation at the locality.
