CIRCULAR
ISSUING TWO NATIONAL TECHNICAL REGULATIONS
ON RAILWAY TRAFFIC EQUIPMENT

At the proposal of the Director of the Personnel Organization Department and the Director of the Vietnam Registration Bureau;
BASED ON THE LAW ON PRODUCT AND COMMODITY QUALITY NO. 05/2007/QH12 dated November 21, 2007;
Pursuant to the Law on Construction number 50/2014/QH13 amended and supplemented by Law number 03/2016/QH14, Law number 35/2018/QH14, Law number 40/2019/QH14 and Law number 62/2020/QH14;
Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Science and Technology Department and the Director of the Vietnam Vehicle Inspection Agency;
THE MINISTER OF TRANSPORTATION ISSUES THE NATIONAL TECHNICAL REGULATIONS ON RAILWAY TRAFFIC EQUIPMENT.
Article 1. ATTACHED TO THIS CIRCULAR ARE TWO NATIONAL TECHNICAL REGULATIONS ON RAILWAY TRAFFIC EQUIPMENT AS FOLLOWS:
1. NATIONAL TECHNICAL REGULATION ON SAFETY AND ENVIRONMENTAL PROTECTION REQUIREMENTS FOR RAILWAY TRAFFIC EQUIPMENT DURING PERIODIC INSPECTION
REGULATION NUMBER: QCVN 15 : 2018/BGTVT.
2. NATIONAL TECHNICAL REGULATION ON TESTING AND ACCEPTANCE OF RAILWAY CARS DURING PRODUCTION, ASSEMBLY, AND IMPORT
REGULATION NUMBER: QCVN 18 : 2018/BGTVT.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM JULY 1, 2018 AND REVOKE CLAUSE 1 AND CLAUSE 3 OF ARTICLE 1 OF CIRCULAR NO. 67/2011/TT-BGTVT DATED DECEMBER 29, 2011 ISSUED BY THE MINISTER OF TRANSPORTATION ON THE ISSUE OF THREE NATIONAL TECHNICAL REGULATIONS ON RAILWAY TRAFFIC EQUIPMENT.
Article 3. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTORATE, THE DIRECTORS OF THE DEPARTMENTS AND BUREAUS, THE DIRECTOR OF THE VIETNAM MOTOR VEHICLE INSPECTION AGENCY, THE DIRECTOR OF THE VIETNAM RAILWAY ADMINISTRATION, THE HEADS OF THE ORGANIZATIONS AND INDIVIDUALS CONCERNED SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
