Pursuant to the Law on Public Servants dated November 15, 2010 and the Law Amending and Supplementing Certain Provisions of the Law on Cadres and Civil Servants and the Law on Public Servants dated November 25, 2019;
Based on the proposal of the Director of the Cadre and Civil Servant Department;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the salary system for civil servants, public officials, and members of the armed forces, and Decree No. 17/2013/NĐ-CP dated February 19, 2013 of the Government amending and supplementing certain provisions of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the salary system for civil servants, public officials, and members of the armed forces;
Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

The Minister of Information and Communications issues this Circular guiding the appointment and salary classification for positions and professions of sound technicians, announcers, film editing technicians, and cameramen in the Information and Communications sector.
Article 1. Scope of Regulation
This Circular guides the implementation of the appointment and salary classification for positions and professions of sound technicians, announcers, film editing technicians, and cameramen in the Information and Communications sector in public service units as stipulated in Circular No. 46/2017/TT-BTTTT dated December 29, 2017 of the Minister of Information and Communications on the criteria for positions and professions of sound technicians, announcers, film editing technicians, and cameramen in the Information and Communications sector (hereinafter referred to as Circular No. 46/2017/TT-BTTTT) and Circular No. 05/2018/TT-BNV dated May 9, 2018 of the Minister of Home Affairs on the job code for positions and professions of sound technicians, announcers, film editing technicians, and cameramen in the Information and Communications sector (hereinafter referred to as Circular No. 05/2018/TT-BNV).
Article 2. Applicability
This Circular applies to sound technicians, announcers, film editing technicians, and cameramen in the Information and Communications sector in public service units and other organizations and individuals related thereto.
Article 3. Principles for Appointment and Salary Classification According to Positions and Professions
1. The appointment to positions and professions of sound technicians, announcers, film editing technicians, and cameramen in the Information and Communications sector as stipulated in Circular No. 46/2017/TT-BTTTT and Circular No. 05/2018/TT-BNV must be based on the job position, responsibilities, tasks, and professional qualifications currently held and must fully meet the prescribed standards.
2. When appointing public officials from their current rank to the positions and professions of sound technicians, announcers, film editing technicians, and cameramen in the Information and Communications sector, it shall not combine with increasing salary grade or upgrading the position and profession of public officials.
Article 4. Appointment to Positions and Professions
Public officials who have been appointed to the ranks of sound technician, announcer, film editor, and cameraman as stipulated in Decision No. 428/TCCP-vc dated June 2, 1993 of the Minister - Head of the Civil Service Organization Board of the Government on the standards for civil servants and public officials in the Culture and Information sector, Decision No. 78/2004/QĐ-BNV dated November 3, 2004 of the Minister of Home Affairs on the list of civil servant ranks and public official ranks, and Decision No. 61/2005/QĐ-BNV dated June 15, 2005 of the Minister of Home Affairs on temporarily establishing the position and code of some public official ranks in the Education and Training sector, Culture and Information sector, or public officials currently holding other ranks or positions and professions now appointed to the positions and professions of sound technicians, announcers, film editing technicians, and cameramen in the Information and Communications sector as stipulated in Circular No. 46/2017/TT-BTTTT and Circular No. 05/2018/TT-BNV, specifically as follows:
1. For the group of sound technician positions
a) Appoint to the position of sound technician level I (code V11.09.23) for public officials currently holding the senior sound technician rank (code 17a.191);
b) Appoint to the position of sound technician level II (code V11.09.24) for public officials currently holding the principal sound technician rank (code 17a.192);
c) Appoint to the position of sound technician level III (code VI 1.09.25) for public officials currently holding the sound technician rank (code 17a.193);
d) Appoint to the position of sound technician level IV (code V11.09.26) for public officials performing sound technician duties currently holding the staff or employee rank or other equivalent positions and professions.
2. For the group of announcer positions
a) Appoint to the position of announcer level I (code VI 1.10.27) for public officials currently holding the senior announcer rank (code 17.145);
b) Appoint to the position of announcer level II (code VI 1.10.28) for public officials currently holding the principal announcer rank (code 17.146);
c) Appoint to the position of announcer level III (code VI 1.10.29) for public officials with a bachelor's degree currently holding the announcer rank (code 17.147);
d) Appoint to the position of announcer level IV (code VI 1.10.30) for public officials currently holding the college-level announcer rank (code 17a.211) and announcers who have not met the standard (have not reached the college level) (code 17c.214).
3. For the group of film editing technician positions
a) Appoint to the position of film editing technician level I (code V11.11.31) for public officials performing film editing technician duties currently holding the equivalent rank or position and profession of senior specialist;
b) Appoint to the position of film editing technician level II (code V11.11.32) for public officials currently holding the senior film editing technician rank (code 17.151);
c) Appoint to the position of film editing technician level III (code V11.11.33) for public officials currently holding the principal film editing technician rank (code 17.152);
d) Appoint to the position of film editing technician level IV (code V11.11.34) for public officials currently holding the film editing technician rank (code 17.153);
4. For the group of cameraman positions
a) Appoint to the position of cameraman level I (code V11.12.35) for public officials currently holding the senior cameraman rank (code 17.148);
b) Appoint to the position of cameraman level II (code V11.12.36) for public officials currently holding the principal cameraman rank (code 17.149);
c) Appoint to the position of cinematographer grade III (code V11.12.37) for officials currently holding the rank of cinematographer (code 17.150);
d) Appoint to the position of cinematographer grade IV (code V11.12.38) for officials currently holding the rank of college-level cinematographer (code 17a.212) and cinematographer not meeting the standard (not having reached college level) (code 17c.215).
Article 5. Application of salary scale for occupational positions
The occupational positions of sound technician, announcer, film editing technician, cinematographer in the Information and Communications sector as stipulated in Circular No. 46/2017/TT-BTTTT and Circular No. 05/2018/TT-BNV shall apply the Salary Scale for Professional and Technical Staff in State-Owned Units (Scale 3) issued together with Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the wage system for cadres, civil servants, officials, and armed forces personnel (hereinafter referred to as Decree No. 204/2004/NĐ-CP), specifically as follows:
1. The occupational position of sound technician grade I (code VI 1.09.23), announcer grade I (code VI 1.10.27), film editing technician grade I (code VI 1.11.31), cinematographer grade I (code VI 1.12.35) shall apply the salary coefficient of type A3, group 2 (A3.2) with 6 levels, from salary coefficient 5.75 to salary coefficient 7.55.
2. The occupational position of sound technician grade II (code VI 1.09.24), announcer grade II (code VI 1.10.28), film editing technician grade II (code VI 1.11.32), cinematographer grade II (code VI 1.12.36) shall apply the salary coefficient of type A2, group 2 (A2.2) with 8 levels, from salary coefficient 4.00 to salary coefficient 6.38.
3. The occupational position of sound technician grade III (code VI 1.09.25), announcer grade III (code VI 1.10.29), film editing technician grade III (code VI 1.11.33), cinematographer grade III (code VI 1.12.37) shall apply the salary coefficient of type AI with 9 levels, from salary coefficient 2.34 to salary coefficient 4.98.
4. The occupational position of sound technician grade IV (code VI 1.09.26), announcer grade IV (code VI 1.10.30), film editing technician grade IV (code VI 1.11.34), cinematographer grade IV (code VI 1.12.38) shall apply the salary coefficient of type B with 12 levels, from salary coefficient 1.86 to salary coefficient 4.06.
Article 6. Method of Salary Classification
1. The classification of salaries for officials currently holding the ranks of sound technician, announcer, film editor, cinematographer, and other ranks and occupational positions transitioning to the occupational positions of sound technician, announcer, film editing technician, cinematographer in the Information and Communications sector as stipulated in Circular No. 46/2017/TT-BTTTT and Circular No. 05/2018/TT-BNV shall be implemented according to the guidelines set forth in Clause 2, Part II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding the classification of salaries when upgrading ranks, transferring ranks, and changing types of civil servants and officials (hereinafter referred to as Circular No. 02/2007/TT-BNV).
2. The classification of salaries upon recruitment, completion of the probationary period, and appointment to occupational positions
After recruitment, upon completion of the probationary period as prescribed, and upon decision by the competent authority to appoint to the occupational positions of sound technician, announcer, film editing technician, cinematographer in the Information and Communications sector, the following salary classification shall be implemented based on the appointed occupational position:
a) In cases where the recruited official has a doctoral degree in a relevant field corresponding to the job position, they shall be classified at level 3 with a salary coefficient of 3.00 on the salary scale for type A1 officials;
b) In cases where the recruited official has a master's degree in a relevant field corresponding to the job position, they shall be classified at level 2 with a salary coefficient of 2.67 on the salary scale for type A1 officials;
c) In cases where the recruited official has a bachelor's degree in a relevant field corresponding to the job position, they shall be classified at level 1 with a salary coefficient of 2.34 on the salary scale for type A1 officials;
d) In cases of appointment to the occupational positions of sound technician grade IV, announcer grade IV, film editing technician grade IV, cinematographer grade IV: If the recruited official has a college degree in a relevant field corresponding to the job position, they shall be classified at level 2 with a salary coefficient of 2.06; if they have a secondary vocational degree in a relevant field corresponding to the job position, they shall be classified at level 1 with a salary coefficient of 1.86 on the salary scale for type B officials.
3. In cases where officials recruited with a college degree were classified under type AO officials according to the provisions of Decree No. 204/2004/NĐ-CP, and are now appointed to the occupational positions of sound technician grade IV, announcer grade IV, film editing technician grade IV, cinematographer grade IV, the classification of salary levels shall be based on the time of compulsory social insurance contributions according to the state-prescribed salary scale (excluding probationary and trial periods), as follows:
Starting from level 2 on the salary scale for type B officials, every two years (24 months) they will be promoted to the next salary level (if there is non-continuous work experience without social insurance benefits, it will be accumulated). In cases where the promotion of salary levels is delayed due to failure to complete assigned tasks or disciplinary actions as prescribed by law, the delay in regular salary promotions will be extended accordingly. In cases where the promotion of salary levels is advanced due to outstanding achievements in task performance, the time of advanced promotion will be counted towards the next higher salary level. After converting the working time to the salary level of the appointed occupational position, if there is less than 24 months remaining, this time will be considered for the next salary level promotion or for the consideration of additional seniority allowances (if applicable).
After transferring the salary grade to the profession title of Sound Technician Grade IV, Radio Announcer Grade IV, Film Editing Technician Grade IV, Cinematographer Grade IV, if the salary coefficient assigned to these profession titles plus any seniority allowance exceeding the ceiling (if applicable) is lower than the salary coefficient enjoyed at the previous rank or profession title, then the difference coefficient shall be retained for the duration of the salary grade at the profession title of Sound Technician Grade IV, Radio Announcer Grade IV, Film Editing Technician Grade IV, Cinematographer Grade IV. This retained difference coefficient shall be enjoyed throughout the period during which the civil servant is assigned a salary grade at the profession title of Sound Technician Grade IV, Radio Announcer Grade IV, Film Editing Technician Grade IV, Cinematographer Grade IV. Subsequently, if the civil servant is promoted to a higher profession title, this retained difference coefficient shall be added to the current salary coefficient (including any seniority allowance exceeding the ceiling, if applicable) to determine the salary grade for the newly appointed profession title upon promotion, and the retention of the difference coefficient shall cease from the date the new profession title salary is effective.
4. The promotion to a higher profession title for civil servants in the positions of Sound Technician, Radio Announcer, Film Editing Technician, Cinematographer within the Information and Communications specialty shall be carried out after they have been appointed and assigned a salary grade according to the provisions of this Circular and implemented in accordance with the guidance provided in Clause 1, Section II of Circular No. 02/2007/TT-BNV.
Article 7. Implementation organization
1. The heads of units directly managing and using civil servants shall be responsible for reviewing the job positions of their units, compiling lists of civil servants appointed and assigned a salary grade for the profession titles of Sound Technician, Radio Announcer, Film Editing Technician, Cinematographer within the Information and Communications specialty under their management authority, submitting them for consideration and decision by the competent authority or deciding according to the delegated authority.
2. Ministries, agencies equivalent to ministries, government agencies, provincial people's committees, municipal people's committees directly under the central government shall be responsible for:
a) Directing subordinate units under their management to implement the appointment and assignment of a salary grade for the profession titles of Sound Technician, Radio Announcer, Film Editing Technician, Cinematographer within the Information and Communications specialty in accordance with the regulations;
b) Deciding or delegating authority for the appointment and assignment of a salary grade for the profession titles of Sound Technician, Radio Announcer, Film Editing Technician, Cinematographer within the Information and Communications specialty for civil servants under their management authority. In cases of appointing profession titles at Grade I, prior agreement from the Ministry of Home Affairs must be obtained before making the decision.
Article 8. Effective Date
This Circular takes effect from December 12, 2020.
Article 9. Transitional Provisions
Civil servants who have been appointed to the ranks of Sound Technician, Radio Announcer, Film Editor, Cinematographer as stipulated in Decision No. 428/TCCP-vc dated June 2, 1993 of the Minister - Head of the Government Organizational Cadre Department on issuing the standards for civil servants and officials in the Culture and Information sector; Decision No. 78/2004/QD-BNV dated November 3, 2004 of the Minister of Home Affairs on the list of civil service ranks and official ranks; Decision No. 61/2005/QD-BNV dated June 15, 2005 of the Minister of Home Affairs on temporarily issuing the profession titles and rank codes for some official ranks in the Education and Training and Culture and Information sectors, or those currently holding other ranks or profession titles who are now appointed to the profession titles of Sound Technician, Radio Announcer, Film Editing Technician, Cinematographer within the Information and Communications specialty as stipulated in Circular No. 46/2017/TT-BTTTT and Circular No. 05/2018/TT-BNV, the management and usage authorities of such civil servants shall be responsible for creating conditions for them to meet any remaining criteria required for the appointed profession title.
Article 10. Responsibility for Implementation
1. The Ministers, Heads of agencies equivalent to ministries, Heads of government agencies, Chairmen of provincial people's committees, municipal people's committees directly under the central government, and related organizations, individuals shall be responsible for implementing this Circular.
2. During the implementation process, if there are difficulties or obstacles, organizations and individuals are advised to report to the Ministry of Information and Communications for examination and resolution./.
