CIRCULAR
ISSUING THREE NATIONAL TECHNICAL REGULATIONS ON RAILWAY TRAFFIC EQUIPMENT
Based on the Law on Animal Husbandry 2018;
BASED ON THE LAW ON PRODUCT QUALITY 2007;
Pursuant to the Railway Law 2017;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
At the proposal of the Director of the Science, Technology and Environment Department and the Director of the Vietnam Vehicle Inspection Agency,
The Minister of Transport issues this Circular on the issuance of three National Technical Regulations on railway traffic equipment.
Article 1. Attached to this Circular are the following three National Technical Regulations:
1. National Technical Regulation on technical safety requirements and environmental protection for railway traffic equipment during operation and use.
Number: QCVN 15:2023/BGTVT.
2. National Technical Regulation on technical requirements and inspection procedures for diesel locomotives and self-propelled special-purpose vehicles during production, assembly, and import.
Number: QCVN 16:2023/BGTVT.
3. National Technical Regulation on inspection of non-self-propelled special-purpose vehicles and carriages during production, assembly, and import.
Number: QCVN 18:2023/BGTVT.
Article 2. This Circular shall take effect from December 21, 2023, and revoke Circular No. 67/2011/TT-BGTVT dated December 29, 2011, issued by the Minister of Transport on the issuance of three National Technical Regulations on railway traffic equipment, and Circular No. 30/2018/TT-BGTVT dated May 14, 2018, issued by the Minister of Transport on the issuance of two National Technical Regulations on railway traffic equipment.
Article 3. The Heads of the Ministry's Office, the Inspectorate, the Directors of Departments, the Director of the Vietnam Vehicle Inspection Agency, the Director of the Vietnam Railways Administration, and the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
