Circular No. 30/2024/TT-BCT promulgates the National Technical Regulation on safety for industrial explosive products - Ammonium Nitrate AD1.

CIRCULAR

ISSUING TECHNICAL REGULATIONS ON NATIONAL TECHNICAL SAFETY STANDARDS FOR INDUSTRIAL EXPLOSIVE MATERIAL PRODUCTS - AMMONITE AD1 EXPLOSIVES

On the basis of Law on Standards and Technical Regulations June 29, 2006;

On the basis of Law on Management and Use of Weapons, Explosive Materials, and Supporting Tools dated June 20, 2017;

On the basis of Law on Product Quality on November 21, 2007;

Decree No. 96/2022/NĐ-CP dated November 29, 2022, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade; Decree No. 105/2024/NĐ-CP dated August 1, 2024, of the Government amending and supplementing some articles of Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade and Decree No. 26/2018/NĐ-CP dated February 26, 2018 of the Government on the Charter of Organization and Operation of Vietnam Electricity Corporation;

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

The Minister of Industry and Trade issues this Circular to promulgate National Technical Safety Standards for Industrial Explosive Material Products - Ammonite AD1 Explosives.

Article 1. Issuance of the National Technical Regulation

Attached to this Circular are National Technical Safety Standards for Industrial Explosive Material Products - Ammonite AD1 Explosives.

Designation: QCVN 12-23:2024/BCT.

Article 2. Effective Date

This Circular takes effect from July 1, 2025 and replaces Circular No. 19/2015/TT-BCT dated June 22, 2015 issued by the Minister of Industry and Trade on National Technical Standards for Ammonite AD1 Explosives.

Article 3. Implementation Organization

The Director of the Ministry's Office, Heads of Departments: Industrial Safety and Environment, Chemicals; Head of the Department of Science and Technology; Directors of Provincial Departments of Industry and Trade under central cities and provinces; Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
