The Government issues this Decree detailing the implementation of Resolution No. November 29, 2023 of the National Assembly on specialized supervision regarding "Implementation of the National Assembly's Resolutions on Target Programs for New Rural Areas Development during 2021-2025, Sustainable Poverty Reduction during 2021-2025, and Socio-Economic Development in Ethnic Minority and Mountainous Areas during 2021-2030";At the proposal of the Minister of Labor, Invalids and Social Affairs;

"1. This Decree stipulates criteria for measuring multidimensional poverty; multidimensional poverty standards for households, near-poor households, and households with average living standards; criteria and procedures for reviewing and identifying low-income workers under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025, and responsibilities for organizing the implementation of poverty reduction work during the period 2021-2025."
1. Amending and supplementing Clause 1 of Article 1 as follows:
"a) Households, individuals."

3. Amending and supplementing Point d and Point đ Clause 2 Article 3 as follows:
- In rural areas: having an average monthly income per capita of VND 2,250,000 or less.
- In urban areas: having an average monthly income per capita of VND 3,000,000 or less."
"đ) The multidimensional poverty standards for poor households, near-poor households, households with average living standards, and criteria for identifying low-income workers under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 stipulated in Clause 2 of this Article serve as a basis for measuring and monitoring the degree of income and basic social service deficiencies among the population; they form the foundation for determining target groups for poverty reduction policies, social security policies, and other socio-economic policies for the period 2022-2025."
4. Supplementing Point đ Clause 7 Article 4 as follows:
2. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees, and related organizations, institutions, and individuals shall be responsible for implementing this Decree./.
Article 2. Implementation clause
1. This Decree takes effect from the date of issuance.
