Pursuant to Decree No. 7861/2007/ND-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 63/2010/NĐ-CP dated June 8, 2010 of the Government on administrative procedure control;
Pursuant to Circular No. 46/2011/TT-BCT dated December 31, 2010 of the Ministry of Industry and Trade on the management of activities of e-commerce websites selling goods or providing services;
Upon the proposal of the Director of the E-Commerce and Information Technology Department,
DECISION:
Article 1. Announce along with this Decision the procedure for registering the provision of e-commerce trading platform services.
Article 2. This Decision shall take effect from the date of signing.
Article 3. The Head of the Ministry’s Office, the Director of the E-Commerce and Information Technology Department, and the Heads of related units shall be responsible for implementing this Decision.

PART II. CONTENTS OF THE NEW ADMINISTRATIVE PROCEDURE

(Procedure for confirming registration of e-commerce trading platform service provision)
Implementation process:
1. - To submit the application dossier, traders and organizations access the e-commerce trading platform registration system at the Ministry of Industry and Trade's website at
www.moit.gov.vn After completing all required information, traders and organizations proceed to submit the registration dossier online to the Ministry of Industry and Trade.- Upon receipt of the registration dossier, the Ministry of Industry and Trade will review the dossier and notify the trader or organization to supplement the dossier within three working days or confirm that the dossier is complete and valid.
- After receiving confirmation that the dossier is complete and valid, the trader or organization sends the paper version of the registration dossier to the Ministry of Industry and Trade.
- Within five working days from the date of receipt of the paper version of the registration dossier, the Ministry of Industry and Trade confirms the registration by affixing a registration icon on the homepage of the e-commerce trading platform and publicly announcing the information about the registered e-commerce trading platform on the Ministry of Industry and Trade's website (including: Registered name and trading name of the trader or organization; Headquarters address; Telephone number, email address; Domain name of the e-commerce trading platform; Business field).
Method of implementation:
2. The acceptance and processing of dossiers for registering the provision of e-commerce trading platform services are conducted online through the e-commerce website management system on the Ministry of Industry and Trade's website.
- Traders and organizations report information online via the Internet (using the e-commerce website management system on the Ministry of Industry and Trade's website)
- Traders and organizations send the paper version of the dossier via postal mail to the Ministry of Industry and Trade for verification and storage.
- Traders and organizations monitor the status of dossier processing via email or their login account provided to update and modify information as requested.

- Component 1: Application for registering the provision of e-commerce trading platform services (original).
Component 2: Establishment decision (for organizations), business registration certificate, investment certification or investment permit (for traders) (certified copy).
- Component 3: Management regulations for activities on the e-commerce trading platform (copy).
- Component 4: Sample service contract or cooperation agreement between the trader or organization providing e-commerce trading platform services and other traders, organizations, or individuals participating in selling goods or providing services on the platform (sample contract/agreement).
