DECISION OF THE PRIME MINISTER
Regarding the establishment of the Management Board for Industrial Zones of Gia Lai Province
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 36/CP dated April 24, 1997 of the Government promulgating the Regulations on Industrial Zones, Export Processing Zones, and High-Tech Zones;
At the request of the Chairman of the People's Committee of Gia Lai Province and the Minister of Home Affairs,
DECISION:
Article 1. The Management Board for Industrial Zones of Gia Lai Province is established under the People's Committee of Gia Lai Province to manage industrial zones within the territory of Gia Lai Province.
The Management Board for Industrial Zones of Gia Lai Province shall have legal personality, bank accounts, office premises, and a seal with the national emblem; it shall be the focal point for budget planning of the People's Committee of Gia Lai Province, and its construction investment capital from the state budget shall be allocated separately. The staffing and operating expenses of the Management Board shall be included in the staffing and state budget allocated to Gia Lai Province.
Article 2. Tasks and Powers
The Management Board for Industrial Zones of Gia Lai Province shall be responsible for performing tasks and exercising powers related to managing industrial zones as stipulated in Article 27 of the Regulation on Industrial Zones, Export Processing Zones, and High-Tech Zones issued together with Decree No. 36/CP dated April 24, 1997 of the Government.
Article 3. Organizational Structure and Staffing

a) The Management Board for Industrial Zones of Gia Lai Province shall have a Director appointed by
b) The Management Board for Industrial Zones of Gia Lai Province shall have an administrative apparatus as specified in Article 28 of the Regulation on Industrial Zones, Export Processing Zones, and High-Tech Zones issued together with Decree No. 36/CP dated April 24, 1997 of the Government, specifically including: - Office; - Inspectorate; - Specialized Departments.
c) An infrastructure development company for industrial zones of Gia Lai Province (operating under the mechanism of a service unit with income). Depending on the specific requirements for developing industrial zones in each phase, the Director of the Management Board for Industrial Zones of Gia Lai Province shall submit organizational structure proposals to the Chairman of the People's Committee of Gia Lai Province for decision within their authority.
2. Staffing: The staffing of the Management Board for Industrial Zones of Gia Lai Province includes the Director, Deputy Directors specializing in management, and the staffing of the Office, Inspectorate, and specialized departments, which are civil service management staff. The staffing of the Management Board for Industrial Zones of Gia Lai Province shall be decided by the Chairman of the People's Committee of Gia Lai Province in accordance with Decree No. 71/2003/NĐ-CP dated June 19, 2003 of the Government on decentralization of civil service management and Decree No. 112/2004/NĐ-CP dated April 8, 2004 of the Government on the mechanism for managing staffing for state-owned service units.
Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, the Chairman of the People's Committee of Gia Lai Province, and the Director of the Management Board for Industrial Zones of Gia Lai Province are responsible for implementing this Decision./.
