Decree No. 303/2025/NĐ-CP stipulates the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies.

DECREE

Issuing the Model Regulation on Work Procedures of the People's Committee of the province,

 and the centrally governed municipality

Pursuant to the Law on Government Organization No. 63/2025/QH15;

Pursuant to the Law on Local Administration Organization No. 72/2025/QH15;

||| Based on the proposal of the Minister of Home Affairs;

The Government issues the Decree on the Model Regulation on Work Procedures of the People's Committee of the province, and the centrally governed municipality.

Clause 4 of Article 6This Decree promulgates the Model Regulation on Work Procedures of the People's Committee of the province, and the centrally governed municipality.

Article 2. Effective Date

1. This Decree takes effect from December 8, 2025.

2. Decision No. 53/2006/QĐ-TTg dated March 8, 2006 of the Prime Minister regarding the Model Regulation on Work Procedures of the People's Committee of the province, and the centrally governed municipality shall cease to be effective from the date this Decree takes effect.

3. Abolish the provisions related to meetings of the People's Committee of the province, and the centrally governed municipality, and specialized agencies under the People's Committee of the province, and the centrally governed municipality stipulated in Decision No. 45/2018/QĐ-TTg dated November 9, 2018 of the Prime Minister concerning meeting systems in administrative management activities of state administrative agencies.

Article 3. Responsibility for Implementation

1. The People's Committee of the province, and the centrally governed municipality shall issue work regulations in accordance with the Model Regulation on Work Procedures of the People's Committee of the province, and the centrally governed municipality attached to this Decree.

For the People's Committee of the province, and the centrally governed municipality that have issued work regulations ensuring compliance with the provisions of the Law on Organization of Local Administration No. 72/2025/QH15, they shall continue to implement them. In case of necessity, based on the characteristics and practical circumstances of the locality, legal provisions, and to ensure better operation and functioning of the local government machinery, the People's Committee of the province, and the centrally governed municipality shall refer to the provisions of this Decree to adjust and supplement accordingly.

2. The Chairman of the People's Committee of the province, and the centrally governed municipality, and relevant agencies, organizations, and individuals shall be responsible for implementing this Decree.
