PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on the Organization of People's Councils and People's Committees dated November 26, 2003; of the National Assembly; adopted by the National Assembly on November 26, 2003;

To implement Decision No. 169/2003/QĐ-TTg dated August 12, 2003 of the Prime Minister approving the Reform Program for Management Methods and Modernization of Administrative Offices in the First Phase;

Considering the proposal of the Minister, Chairman of the Government Office

Pursuant to …;

Article 1. This Decision hereby promulgates the Model Regulation on Operation of Provincial People's Committees and Municipal People's Committees under Central Government Administration.

Article 2. Provincial People's Committees and Municipal People's Committees under Central Government Administration shall issue their own Regulations on Operation in accordance with this Model Regulation.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

The Minister, Chairman of the Government Office shall urge and inspect the implementation of this Decision./.
