THE MINISTER OF FINANCE
Pursuant to Resolution No. 78/2014/QH13 dated November 10, 2014 of the Thirteenth National Assembly, eighth session on the state budget plan for 2015;
Pursuant to Resolution No. 79/2014/QH13 dated November 14, 2014 of the Thirteenth National Assembly, eighth session on the central budget allocation for 2015;
Pursuant to Decision No. 2138/QD-TTg dated November 28, 2014 of the Prime Minister on the allocation of the state budget plan for 2015;
At the proposal of the Director of the State Budget Department,
DECISION:
Article 1. Allocate to the provinces and centrally governed cities the state budget revenue plan on their respective territories and local budget expenditure plan for 2015 (as attached).
Article 2. Based on the allocated state budget plan for 2015, the provinces and centrally governed cities shall allocate resources to implement the salary reform in 2015 as follows:
- Utilize 50% of the increase in local state budget revenue (including both the projected amount and actual implementation).
- Implement savings of 10% of regular expenditure (excluding salaries and allowances with salary-like characteristics).
- For agencies and units that have income from fees and charges, retain at least 40% of the retained revenue according to the regulations for 2015 (except for the health sector which must retain at least 35%, after deducting costs for medicines, blood, transfusions, chemicals, consumable supplies, expendable materials, subsidies for permanent duty, surgical allowances, procedural allowances if already included in service prices, medical examination and treatment fees).
For some provinces facing difficulties, with low self-balancing ratios from local revenues, small annual revenue increases, and difficulties in implementing salary reforms due to the inability to reallocate revenue increases among different levels of the provincial budget, the Ministry of Finance will consider specifically when reviewing the need and sources for salary reform, thereby determining the additional amount required from the central budget to implement the basic salary in 2015 and report this to the Prime Minister.
Article 3. The state budget revenue and expenditure plan for 2015 shall be submitted by the People's Committees of the provinces and centrally governed cities to the respective People's Councils for decision before December 10, 2014, and implemented in accordance with the provisions of the State Budget Law. Within five days of the People's Council's decision on the local budget, the People's Committees of the provinces and centrally governed cities shall report to the Ministry of Finance on the results of the decision and the allocation of the 2015 state budget plan for the localities.
Article 4. This Decision takes effect from the date of issuance. The Chairmen of the People's Committees of the provinces and centrally governed cities and the Heads of relevant units are responsible for its implementation./.
