DIRECTIVE

DECISION NO. 306/TTG DATED NOVEMBER 18, 1980 OF THE PRIME MINISTER ON THE IMPLEMENTATION OF THE POLICY TO ASSIGN TASKS FOR WORKERS, OFFICIALS, STUDENTS AND NON-AGRICULTURAL CITIZENS TO SELF-SUFFICE PART OF THEIR RICE CONSUMPTION.
REGARDING WORKERS, OFFICIALS, STUDENTS AND OTHER NON-AGRICULTURAL CITIZENS
TO SELF-SUFFICE PART OF THEIR RICE CONSUMPTION

To implement Resolution No. 25-NQ/TW dated April 1, 1980 of the Political Bureau and Resolution No. 9-CP dated January 9, 1980 of the Council of Ministers on assigning tasks for workers, officials and non-agricultural citizens to self-suffice part of their rice consumption, drawing lessons from practical experiences carried out in various places over the past period, the Prime Minister clarifies further and draws attention to relevant Ministries, People's Committees of provinces, cities, and centrally-run special zones on the following points.

1. It is necessary to make everyone clearly understand that in the current situation where the country still faces many difficulties in rice supply, alongside promoting rice production at state-owned, collective, and individual agricultural establishments, it is essential to educate, motivate, and organize workers, officials, and other non-agricultural laborers to fully utilize their labor capacity and land to produce enough rice for one to three months of consumption, thereby reducing the portion of rice that the State must provide. This is an extremely urgent matter. All sectors, levels, and organizations of the Party and mass organizations must pay close attention to leading and directing the implementation of this self-sufficiency production task strictly.

However, the circumstances of each type of agency, enterprise, construction site, in each sector, level, and locality are different. The obligation to self-suffice rice is not uniformly imposed on all units but must be determined based on the actual conditions of each unit to ensure accuracy... At the same time, while organizing the implementation, relevant sectors and localities must have specific plans and measures regarding preparation for production conditions, technical guidance on production, organization management, helping production units achieve tangible results.

2. It is necessary to clearly define which subjects are assigned the task or exempted from the task of self-sufficing rice.

a. The following subjects have the task of self-sufficing part of their rice consumption.

- Workers and officials in administrative and service agencies, enterprises, construction sites, agricultural farms, forestry farms, and other non-agricultural laborers in towns and townships, cadres and students in universities and vocational schools, technical workers in places with available land nearby or near the unit, should arrange labor to ensure both production and work, as well as self-sufficing part of their rice consumption.

- Agencies, enterprises, cooperatives in cities with insufficient regular employment, excess labor, or labor receiving 70% salary during downtime, need to rearrange labor, separating a part to engage in rice production under the following forms:

Borrowing land from agricultural farms, agricultural cooperatives, production groups that cannot cultivate the entire area to bring people to work, there may be a dedicated labor force or seasonal labor force to produce.

Undertaking contracts with agricultural farms, cooperatives during busy seasons, using labor equivalent to rice to self-suffice.

AT If conditions permit, some enterprises can allocate a number of workers and technical staff to repair machinery and tools, assist in promoting agricultural production, and use labor equivalent to rice to self-suffice.

If conditions allow, they can organize forces to produce export goods outside the plan, hand them over to foreign trade for export, and exchange for the portion of rice that the unit needs to self-suffice.

Relevant agencies, units, enterprises... must not arbitrarily use cash or materials managed by the State, or products produced according to the plan to purchase or exchange for rice, substituting for the portion of rice that must be self-sufficed.

b. The following subjects are exempted from the task of self-sufficing rice consumption:

- Workers and officials in enterprises, construction sites, agencies, hospitals, scientific research institutes who are currently engaged in production, construction, and continuous work without excess labor;

- Cadres and students in schools in places without conditions for production;

- Those working in mobile jobs regularly;

- Elderly, disabled, sick, women with young children... who do not have conditions to participate in production.

These subjects, if they have conditions to produce part of their rice, will only be for self-improvement and will not be deducted from the allocated rice distribution.

c. The Ministry of Food and Foodstuffs shall guide the People's Committees of provinces and centrally-run cities to base on the above regulations to direct the Departments of Food and Foodstuffs and the People's Committees of districts, urban areas, and streets together with trade unions and related sectors in the locality to determine which subjects have tasks and which are exempted from the task of self-sufficing part of their rice consumption. For agencies, enterprises, construction sites, agricultural farms, forestry farms, and schools directly under the central government located in the locality, the provincial, city, and centrally-run special zone People's Committees shall discuss specifically with the heads and trade unions of relevant units to decide. In case of differing opinions, the People's Committee shall report to the Ministry of Food and Foodstuffs and the relevant ministries for joint consideration and decision-making. When assigning the task of self-sufficing, it is calculated based on the individuals of workers and officials who have the conditions to participate in production, not including those who eat along.

For units with the task of self-sufficing part of their rice consumption, the People's Committee of the province or city needs to direct the Departments of Food and Foodstuffs to closely coordinate with the Federation of Trade Unions to negotiate and agree with the heads of agencies and enterprises, based on the actual conditions of the locality and each unit, to accurately determine the self-sufficiency production targets, the amount of rice that the State will deduct annually from its supply, as well as the method and timing of rice deduction after harvest, avoiding inconvenience and difficulties in the lives of workers and officials.

3. Regarding some specific provisions related to production, capital, labor, wages, prices, and rewards and penalties.

a. Regarding production land.

Firstly, agencies and enterprises need to make full use of existing land near their units, or directly contact agricultural farms or agricultural cooperatives with suitable conditions to borrow land. In cases where they cannot resolve the issue themselves, local agricultural agencies shall be responsible for assisting in resolving it.

The farmland allocated to agencies and enterprises for self-sufficient production must be unexploited or abandoned land, or land that can be used for winter crops but has not been included in the planting plans of cooperatives or farms. Farmland currently being cultivated by cooperatives or farms shall not be taken to allocate to agencies or enterprises for cultivation.

b. Regarding labor and wages.

Units must rearrange their workforce reasonably within their own units to ensure both regular work activities and sufficient labor force for food production. During the period of food production, officials, workers, and staff will continue to receive wages and other benefits as if they were working at agencies or enterprises. The wages and allowances (excluding accommodation allowances) of these individuals will be included in the unit's wage fund.

c. Regarding capital, tools, seeds, and fertilizers.

Agencies and enterprises may allocate welfare funds and union funds and encourage workers and staff to take care of tools, seeds, etc., on their own. Local agricultural agencies should reserve some seeds, fertilizers, etc., to provide to agencies and units tasked with self-sufficient production.

Each unit needs to carefully calculate the practical effectiveness of production and must not arbitrarily use state materials, equipment, vehicles, fuel, etc., for labor production.

d. Regarding pricing for the self-sufficient food produced by workers and staff.

To cover production costs, the amount of self-sufficient food produced by enterprises and agencies will be paid by the food agency at a reasonable price. Any excess production beyond the specified quota can be used for additional consumption or sold to the state at an agreed price.

4. Regarding organization and implementation guidance.

1. Supplementing Point 6a following Article 6 of Circular No. 02/2019/TT-BVHTTDL dated July 5, 2019 of the Minister of Culture, Sports and Tourism on the procedures for legal expertise regarding copyright and related rights as follows: AT Central level: The Ministry of Agriculture is responsible for guiding local agricultural agencies to assist and support agencies and enterprises in promptly addressing difficulties related to land, seeds, fertilizers, pesticides, and production techniques.

The Ministry of Food and Commodities is responsible for guiding the calculation of purchase prices and methods for deducting self-sufficient food produced by agencies and enterprises after harvest.

Ministries and sectoral General Departments are responsible for directing, inspecting, urging, and providing practical assistance to subordinate units within their sectors to implement the directive.

The Vietnam General Confederation of Labor directs trade unions and grassroots trade unions to cooperate with administrative authorities to motivate, educate, and organize workers and staff to implement the directive.

b. AT At the local level: People's Committees of provinces, cities, districts, and wards directly guide this matter. Food and agricultural agencies, along with trade unions, have the responsibility to monitor, guide, assist, and urge the implementation in agencies and enterprises.

c. AT For units and bases, the organization and implementation shall be the responsibility of the heads of the agencies and enterprises together with the grassroots trade unions.

Upon receipt of this directive, ministries, general departments, and agencies equivalent to ministries at the central level, and relevant sectors, People's Committees of provinces, cities, and centrally-administered municipalities need to review the implementation of the policy of partial self-sufficient food production in their respective sectors and regions over the past period, develop specific plans to direct agencies, enterprises, etc., to intensify self-sufficient production in 1981 starting from the 1980 winter crop, and report the results to the Prime Minister's Office before December 15, 1980, and send copies to the Ministry of Agriculture and the Ministry of Food and Commodities.
