- Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;
- Pursuant to Decree No. 86/CP dated December 8, 1995 of the Government on the delegation of responsibilities for managing the quality of goods;
- Considering the evaluation opinions on quick testing methods for food safety hygiene from the Preventive Medical Centers of provinces/cities directly under the central government and the proposal of the Evaluation Council of quick testing kits for food safety hygiene produced in Thailand held on August 4, 2004;
- At the request of: The Director of the Department of Science and Training, The Director of the Department of Legal Affairs, The Director of the Food Safety and Hygiene Inspection Agency - Ministry of Health,

Article 1. Permit the use of 12 quick testing methods for chemical contamination in food produced in Thailand (Annexed List attached hereto)
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. Repeal Decision No. 1928/2003/QĐ-BYT dated June 6, 2003 and Decision No. 4527/2003/QĐ-BYT dated August 27, 2003 of the Minister of Health.
Article 4. The Heads of the Office, Directors of the Department of Science and Training, Directors of the Department of Legal Affairs, Directors of the Food Safety and Hygiene Inspection Agency, Directors of Provincial Health Departments, Heads of units directly under the Ministry of Health, and Heads of health departments of relevant sectors are responsible for implementing this Decision./.
