Issuing the overall program for administrative reform of the state for the period 2011-2020 Issuing the overall program for administrative reform of the state for the period 2011-2020 (hereinafter referred to as the Program).

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Home Affairs,
RESOLUTION:
Article 1. Objectives of the Program
Article 2. 1. Building and perfecting the system of institutions for a socialist-oriented market economy to liberate productive forces, mobilize and utilize all resources effectively for national development.
2. Creating a fair, transparent, convenient, and clear business environment to reduce time and financial costs for businesses of all economic sectors in complying with administrative procedures.
3. Building a smooth, clean, strong, modern, effective, and efficient system of state administrative agencies from central to local levels, enhancing democracy and rule of law in the management activities of the Government and state administrative agencies.
4. Ensuring in practice the democratic rights of the people, protecting human rights, linking human rights with the rights and interests of the nation and the country.
5. Building a cadre, civil servant, and public officer workforce with sufficient quality, capacity, and qualifications to meet the requirements of serving the people and the country's development.
The focus of administrative reform over the next ten years is: Institutional reform; building and improving the quality of the cadre, civil servant, and public officer workforce, prioritizing salary policy reform to create genuine motivation for cadres, civil servants, and public officers to perform their duties with high quality and effectiveness; improving the quality of administrative services and public services.
Tasks of the Program
Article 3. a) Building and perfecting the legal system based on the amended 1992 Constitution;
1. Institutional reform:
b) Reforming and improving the quality of legislative work, primarily the process of drafting, promulgating laws, ordinances, decrees, decisions, circulars, and regulatory documents of local authorities to ensure the constitutionality, legality, consistency, specificity, and feasibility of regulatory documents;
c) Continuing to build and perfect the institutional, mechanism, and policy systems, primarily the institutional system for a socialist-oriented market economy, ensuring fairness in the distribution of the results of reform and socio-economic development;
d) Perfecting the ownership system, affirming the objective and long-term existence of various forms of ownership, primarily state ownership, collective ownership, and private ownership, ensuring the legitimate rights and interests of different owners in the economy; amending the current ownership system, clearly defining property rights and land use rights, ensuring the rights of land users;
đ) Continuing to reform the state-owned enterprise system, focusing on clarifying the role of state management as the owner of state assets and capital; separating the function of state asset and capital ownership from the business management function of state-owned enterprises; perfecting the system for organizing and managing state capital;
e) Amending and supplementing legal provisions on socialization towards clearly defining the responsibilities of the State in ensuring the material and spiritual life of the people; encouraging all economic sectors to participate in providing services in a fair and healthy competitive environment;
g) Continuing to build and perfect the institutional system for the organization and operation of state administrative agencies; amending, supplementing, and perfecting regulatory documents on the organization and operation of the Government, People's Councils, and People's Committees at all levels;
h) Building and perfecting legal provisions on the relationship between the State and the people, focusing on ensuring and promoting the people's right to self-governance, soliciting the people's opinions before deciding important policies and the people's supervisory rights over the activities of state administrative agencies.
a) Reducing and improving the quality of administrative procedures in all areas of state management, especially those related to citizens and businesses;
2. Administrative procedure reform:
b) During the period 2011-2015, implementing administrative procedure reform to continue improving the business environment, releasing all social resources, and enhancing national competitiveness, ensuring conditions for the country's economy to develop rapidly and sustainably. Key areas that need to be focused on include: Investment; land; construction; housing ownership; tax; customs; export and import; health; education; labor; insurance; science and technology, and other areas determined by the Prime Minister according to the requirements of reform in each phase;
c) Reforming administrative procedures among state administrative agencies, sectors, and levels, and within each state administrative agency;
d) Strictly controlling the issuance of new administrative procedures in accordance with the law;
đ) Publicizing and making all administrative procedures transparent through practical and appropriate methods; uniformly calculating the costs individuals and organizations must bear when handling administrative procedures at state administrative agencies; maintaining and updating the national database on administrative procedures;
e) Requiring administrative procedure reform during the process of building institutions, summarizing practical experiences, and strengthening dialogue between the State and businesses and the people; expanding democracy, and enhancing the role of independent organizations and experts in building institutional standards and national norms for administrative procedures; significantly reducing existing administrative procedures; publicizing standards and regulations for the people to monitor implementation;
g) Receiving and processing feedback and suggestions from individuals and organizations regarding administrative regulations to support the improvement of the quality of administrative regulations and supervise the implementation of administrative procedures by state administrative agencies at all levels.
3. Reforming the organizational structure of the state administrative apparatus:
3. Administrative reform of the state apparatus:
a) Conduct a comprehensive review of the positions, functions, tasks, authorities, organizational structure, and staffing of the Ministries, ministerial-level agencies, government agencies, People's Committees at all levels, specialized agencies under provincial and district People's Committees, and other administrative state machinery entities at central and local levels (including state-owned service units); on this basis, adjust the functions, tasks, authorities, and reorganize the agencies and units to eliminate overlapping, gaps, or duplication in functions, tasks, and authorities; transfer tasks that the state administrative agencies should not undertake or perform inefficiently to society, social organizations, and non-governmental organizations.
b) Summarize and evaluate the organizational models and operational quality of local governments to establish appropriate organizational models ensuring correct division of functions, tasks, and authorities, closely aligned with reality, effectiveness, and efficiency; develop urban and rural government models suitable for each context.
Improve the decentralization mechanism to ensure unified management over national resources and minerals; planning and development orientation; strengthen supervision, inspection, and auditing; while emphasizing the proactive role, sense of responsibility, and enhancing the capacity of each level and sector.
c) Continue to reform the working methods of state administrative agencies; implement uniformly and improve the quality of the single-window mechanism, centralized at the unit receiving and issuing results under the People's Council Office and People's Committee at the district level; ensure that individuals and organizations are satisfied with the services provided by state administrative agencies at a rate above 80% by 2020.
d) Reform and widely implement the self-management and self-responsibility mechanism of public service units; gradually improve the quality of public services, especially in education and healthcare sectors; ensure that individuals are satisfied with the services provided by public service units in education and healthcare sectors at a rate above 80% by 2020.
4. Build and enhance the quality of cadres, civil servants, and public officials:
a) By 2020, the cadre, civil servant, and public official workforce will have a reasonable number and structure, sufficient qualifications and capabilities to perform official duties, serve the people, and support the country's development.
b) Build a cadre, civil servant, and public official workforce with good moral character, political resolve, high capability, professionalism, and dedication to serving the people through appropriate and effective training and development programs.
c) Develop, supplement, and perfect legal regulations on job titles, professional standards for cadres, civil servants, and public officials, including leading and managerial cadres and civil servants.
d) Based on clearly defined functions and tasks of each agency and unit, build a reasonable cadre, civil servant, and public official structure linked to job positions.
đ) Perfect legal provisions regarding recruitment, assignment, and task allocation according to the qualifications, capabilities, and specialties of recruited civil servants and public officials; implement a competitive promotion examination system; conduct competitive examinations for appointment to leadership and managerial positions from deputy director-general level and equivalent (at central level) down to department director level and equivalent (at local level).
e) Perfect legal provisions regarding the evaluation of cadres, civil servants, and public officials based on their performance outcomes; implement a removal mechanism for those who fail to complete their tasks, violate discipline, or lose public trust; clearly define the responsibilities and legal sanctions for violations of laws, discipline, and professional ethics by cadres, civil servants, and public officials.
g) Reform the content and program of training and development for cadres, civil servants, and public officials; implement training and development through various forms: guidance during probationary period; training and development according to civil servant and public official rank standards; training and development according to leadership and managerial position standards; mandatory pre-appointment knowledge and skill training and annual training.
h) Focus resources on reforming salary policies, social insurance systems, and benefits for meritorious persons; by 2020, the salaries of cadres, civil servants, and public officials will be fundamentally reformed, ensuring a decent standard of living for them and their families.
Amend and supplement regulations on additional allowances outside salaries based on ranks, grades, professional levels, and working conditions that are difficult, dangerous, or harmful.
Reform legal provisions on rewards for cadres, civil servants, and public officials in performing official duties and establish a reasonable bonus system for those who excel in their duties.
i) Enhance the sense of responsibility, administrative discipline, and professional ethics of cadres, civil servants, and public officials.
5. Financial Reform:
a) Reasonably motivate, distribute, and effectively utilize all resources for economic and social development; continue to perfect fiscal policies and tax systems, income policies, salary, and wage policies; actively balance the budget, ensuring a reasonable accumulation ratio for investment and development; allocate resources for human capital, particularly salary policy reforms and social security; strive to reduce the budget deficit.
b) Continue to reform financial mechanisms and policies for state-owned enterprises, especially economic groups and holding companies; strictly manage foreign borrowing and repayment; maintain government debt, national debt, and public debt within safe limits.
c) Fundamentally reform the mechanism for using state funds and the mechanism for building and implementing scientific and technological tasks, prioritizing application goals and effectiveness; shift scientific and technological public service units to a self-management and self-responsibility mechanism; develop scientific and technological enterprises, technology innovation funds, and venture capital funds; develop a comprehensive policy for training, attracting, valuing, and rewarding scientific and technological talents.
d) Reform the budget allocation mechanism for state administrative agencies, moving towards eliminating the system of funding based on the number of staff positions, and replacing it with a budget allocation mechanism based on results and the quality of operations, focusing on output control, expenditure quality according to the objectives and tasks of state administrative agencies;
đ) The State increases investment while promoting socialization and mobilizing the entire society to care for the development of education, training, healthcare, population-family planning, physical culture, and sports;
Reform the operation mechanisms, especially the financial mechanisms of public service units; gradually implement price adjustment policies for public services in line with actual conditions; focus on reforming the financial mechanisms of public educational, training, and healthcare institutions towards autonomy, transparency, and openness. Standardize the quality of educational, training, and healthcare services; improve the quality of educational, training, and medical examination and treatment facilities, gradually approaching regional and international standards. Reform and comprehensively perfect health insurance policies, medical examinations, and treatments; establish a roadmap for implementing universal health insurance;
6. Modernize administration:
a) Complete and promote the operation of the Government's Administrative Electronic Information Network on the Internet. Vigorously apply information and communication technology in the activities of state administrative agencies so that by 2020: 90% of official documents exchanged between state administrative agencies are conducted electronically; civil servants regularly use email systems in their work; ensure electronic data serves most activities within agencies; most transactions of state administrative agencies are conducted online at any time and place, based on multimedia applications; most public services are provided online on the Government's Administrative Electronic Information Network at levels 3 and 4, meeting practical needs, serving citizens and businesses anytime and anywhere, through various means;
b) Apply information and communication technology in the processing procedures of each state administrative agency, between state administrative agencies, and in transactions with organizations and individuals, particularly in administrative public service activities and public services of public service units;
c) Publish a list of administrative public services on the Government's Administrative Electronic Information Network on the Internet. Develop and uniformly use electronic forms in transactions between state administrative agencies, organizations, and individuals, meeting requirements for simplicity and administrative procedure reform;
d) Effectively implement quality management systems in state administrative agencies;
đ) Implement Decision No. 1441/QĐ-TTg dated October 6, 2008 of the Prime Minister approving the Investment Plan for Commune and Ward Headquarters to meet administrative reform requirements, enhancing the effectiveness and efficiency of state management;
e) Construct modern administrative headquarters in localities where conditions permit;
Article 4. Stages of Implementation of the Program
The overall program for administrative reform of the state for ten years is divided into two stages:
1. Stage 1 (2011 - 2015) includes the following objectives:
a) Reorganizing and restructuring central and local agencies and units to eliminate overlapping, vacant, or duplicated functions, tasks, and authorities among administrative state agencies; responsibilities and authorities of local governments at all levels are reasonably defined;
b) The process of drafting and promulgating regulatory legal documents is fundamentally renewed;
c) Property ownership, land, and state-owned enterprise systems are established and issued increasingly in line with the socialist-oriented market economy mechanism;
c) Administrative procedures related to individuals and organizations are fundamentally reformed towards being streamlined and simplified; each year there is a proportionate reduction in costs that individuals and organizations have to bear when handling administrative procedures at administrative state agencies;
d) A single window mechanism is implemented 100% by 2013 in all administrative state agencies at the local level; ensuring satisfaction of individuals and organizations with the service of administrative state agencies reaches over 60%;
e) Gradually improving the quality of public services, ensuring individual satisfaction with services provided by public service units in education and healthcare fields reaches over 60% by 2015;
g) 50% of administrative state agencies have a staff structure based on job positions; over 80% of commune-level civil servants in plains and urban areas and over 60% in mountainous and ethnic regions meet the standards according to their titles;
h) Continuing to reform the salary system for cadres, civil servants, and public officials. Concentrating resources to prioritize adjustments to the minimum wage; establishing and issuing separate salary mechanisms for each sector: the administrative sector funded by the state budget and included in administrative management expenses; the armed forces sector funded by the state budget and included in the state budget for national defense and security; the public service sector funded by the public service unit's salary fund and included in the state budget for the industry;
i) 60% of formal documents exchanged between administrative state agencies are conducted via electronic networks; 100% of administrative state agencies from the district level upwards have electronic information portals or websites providing complete information as prescribed; providing all level 2 online public services and most basic level 3 online public services to citizens and businesses;
k) Websites and electronic information portals of Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, and centrally governed cities complete the connection with the Government Electronic Information Portal, forming a comprehensive administrative electronic information network on the Internet;
2. Stage 2 (2016 - 2020) includes the following objectives:
a) Completing the institutional framework for a socialist-oriented market economy;
b) An unobstructed, clean, strong, effective, and efficient system of administrative state agencies from central to grassroots levels;
c) Administrative procedures are fundamentally reformed; the degree of satisfaction of citizens and businesses with administrative procedures reaches over 80% by 2020;
d) By 2020, the cadre, civil servant, and public official workforce has a reasonable number and structure, sufficient qualifications and capabilities to perform public duties, serve the people, and support the country's development; 100% of administrative state agencies have a staff structure based on job positions;
đ) The salary policy for cadres, civil servants, and public officials is fundamentally reformed; implementing new pay scales and allowances; by 2020, achieving the target set out in Point h Clause 4 Article 3 of this Resolution;
e) Individual satisfaction with services provided by public service units in education and healthcare fields reaches over 80% by 2020; citizen and business satisfaction with the service of administrative state agencies reaches over 80% by 2020;
g) By 2020, the application of information and communication technology in the operations of administrative state agencies achieves the target set out in Point a Clause 6 Article 3 of this Resolution;
Article 5. Implementation measures for the Program
1. Strengthening guidance on the implementation of administrative reform from the Government, Prime Minister to Ministries, ministerial-level agencies, government-affiliated agencies, and People's Committees at all levels.
Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, and Chairpersons of provincial People's Committees directly under the central government are responsible for uniformly guiding the implementation of the Program within their respective jurisdictions; identifying administrative reform as a key and continuous task throughout their term of office; developing specific implementation plans for each period and field; clearly assigning responsibilities to each agency, organization, and cadre, civil servant, and public official; strengthening supervision and urging the implementation of the Program.
2. Continuously training and enhancing the cadre, civil servant, and public official workforce through appropriate and effective methods. Clearly defining and emphasizing the responsibility of leaders. Continuing to issue regulatory legal documents stipulating the titles and standards for each job position of cadres, civil servants, and public officials in each agency, organization, sector, field, and locality, serving as a basis for organizational simplification and staffing reduction. Enhancing transparency, accountability, and responsibility in public service activities. Implementing incentive policies for cadres, civil servants, and public officials who successfully fulfill their tasks and mechanisms for removing or dismissing those who fail to fulfill their tasks, violate discipline, or lose public trust.
3. Enhancing the capacity and qualifications of the cadre, civil servant workforce engaged in administrative reform at Ministries, ministerial-level agencies, government-affiliated agencies, and local governments at all levels. At the same time, implementing reasonable policies and mechanisms for the specialized cadre, civil servant workforce engaged in administrative reform at all levels.
4. Regularly inspect and evaluate the implementation of administrative reform to develop appropriate solutions to promote administrative reform.
Develop a set of monitoring and evaluation indices for administrative reform at ministries, ministerial-level agencies, government-affiliated agencies, and provincial/municipal people's committees under central authority.
Specify the results of administrative reform as criteria for assessing competition, commendation, and promotion of civil servants and public officials.
5. Synchronize and concurrently develop information and communication technology applications with administrative reform to enhance awareness and responsibility of state administrative agencies, public service units, civil servants, and public officials in performing their duties, as well as the quality of performance supervision by organizations and individuals involved in administrative reform.
6. Ensure funding for the implementation of the Program.
7. Reform salary policies to create genuine motivation for civil servants and public officials to perform their duties effectively and efficiently.
Article 6. 1. The funding for determining the degree of disability and issuing the Disability Confirmation Certificate is allocated in the annual budget estimate of the commune in accordance with the State Budget Law and guiding documents.
1. Funding for the Program shall be allocated from the state budget according to the current budget decentralization.
2. Ministries, ministerial-level agencies, government-affiliated agencies, and provincial/municipal people's committees under central authority shall allocate funds for the Program's tasks within their annual budget estimates as assigned by competent authorities.
3. Encourage the mobilization of non-central government budget funds in accordance with the law to implement the Program.
Article 7. Responsibilities for Implementing the Program
1. Ministries, ministerial-level agencies, government-affiliated agencies, and provincial/municipal people's committees under central authority shall be responsible for:
a) Based on the Program, develop plans and prepare budget estimates for annual administrative reform, submit them to the Ministry of Home Affairs, the Ministry of Planning and Investment, and the Ministry of Finance for consolidation and balance of the central budget for implementing the administrative reform plan, and submit them to the competent authority for approval together with the annual state budget estimate of the agency. The submission time for the annual budget estimate for implementing the administrative reform plan shall coincide with the submission time for the annual budget estimate report of the agency to the Ministry of Finance;
b) Report periodically every quarter, six months, annually, or at any time to the Ministry of Home Affairs on the implementation of the Program according to the guidance of the Ministry of Home Affairs for consolidation and reporting to the Government;
c) Prepare budget estimates to implement reform projects, programs, plans, and tasks according to the five-year and annual plans approved by the competent authority;
2. Ministries and agencies primarily responsible for national-scale projects mentioned in the Appendix to this Resolution shall be responsible for coordinating with relevant ministries and agencies to organize the development, submit for approval by the competent authority, and implement according to the current regulations on budget management;
b) Shall take the lead in implementing the contents of organizational reform, civil service reform, public service reform, and salary policy reform for cadres, civil servants, and public officials; coordinate with the Ministry of National Defense and the Ministry of Public Security in reforming the salary policy for the people's armed forces;
b) Lead the implementation of organizational structure reform, civil servant reform, and public service reform, and salary policy reform for civil servants and public officials; coordinate with the Ministry of National Defense and the Ministry of Public Security to reform the salary policy for the People's Armed Forces;
d) Shall guide ministries, ministerial-level agencies, central government agencies, provincial People's Committees, and centrally-administered city People's Committees in building annual administrative reform plans and budgets;
d) Guide ministries, ministerial-level agencies, government-affiliated agencies, and provincial/municipal people's committees under central authority in developing annual administrative reform plans and budget estimates;
đ) Review the tasks in the annual budget estimates of ministries, ministerial-level agencies, government-affiliated agencies, and provincial/municipal people's committees under central authority regarding objectives and contents, and send them to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and submission to the Prime Minister for approval together with the annual state budget estimates of the agencies;
e) Guide ministries, ministerial-level agencies, government-affiliated agencies, and provincial/municipal people's committees under central authority in preparing quarterly, semi-annual, and annual reports or ad hoc reports on the implementation of the Program;
h) Shall develop, issue, and guide the implementation of annual administrative reform index determination for ministries, ministerial-level agencies, and centrally-administered city People's Committees;
h) Develop, issue, and guide the implementation of the monitoring and evaluation indices for administrative reform at ministries, ministerial-level agencies, government-affiliated agencies, and provincial/municipal people's committees under central authority;
k) Shall organize training for specialized staff responsible for administrative reform work at ministries, ministerial-level agencies, central government agencies, provincial People's Committees, and centrally-administered city People's Committees;
k) Organize training for specialized civil servants responsible for administrative reform work at ministries, ministerial-level agencies, government-affiliated agencies, and provincial/municipal people's committees under central authority;
l) Lead the dissemination of information about administrative reform;
b) Shall take the lead in implementing tasks related to the innovation and improvement of the quality of legal document drafting and issuance;
b) Lead the implementation of tasks to innovate and improve the quality of legal document drafting and issuance;
a) Lead the implementation of administrative procedure reform;
b) Lead the development and guidance on the implementation of methods for calculating costs of administrative procedures;
c) Lead cooperation with international organizations in administrative regulation reform;
d) Lead and coordinate with related agencies in implementing the public service culture project;
đ) Lead and coordinate with related agencies in building and operating the Government's electronic administrative information network on the Internet;
6. The Ministry of Finance:
a) Lead the innovation of budget allocation mechanisms for state administrative agencies based on the performance of state administrative agencies;
b) Lead the innovation of self-management and self-responsibility mechanisms for public service units;
c) Lead and coordinate with the Ministry of Home Affairs in reviewing the funding for annual administrative reform plans of central and local agencies, consolidate and submit to the competent authority for decision-making; lead in guiding ministries, ministerial-level agencies, government-affiliated agencies, and provincial/municipal people's committees under central authority in preparing budget estimates, managing, using, and settling accounts for Program funding.
7. Ministry of Planning and Investment:
a) Monitor and urge the Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally governed cities to implement the Action Program of the Government to implement Resolution No. 22/2008/NQ-CP dated September 23, 2008 of the Government on continuing to perfect the socialist-oriented market economic institutions accompanying the Resolution of the sixth plenary session of the Central Committee of the Communist Party of Vietnam, tenth tenure;
b) Take the lead and coordinate with the Office of the Government, the Ministry of Home Affairs, and the Ministry of Justice to develop a project on institutional reform and enhance coordination in macroeconomic management and operation for the period of 2011-2020;
c) Take the lead and coordinate with the Ministry of Home Affairs to compile and submit to the competent authority for allocation of funds from the central budget for projects and programs included in the annual state budget concerning administrative reform of state administrative agencies;
d) Take the lead in compiling and submitting to the competent authority for decision on the source of official development assistance (ODA) funding to implement the Program;
đ) Take the lead and coordinate with the Ministry of Construction to monitor and urge the implementation of Decision No. 1441/QĐ-TTg dated October 6, 2008 of the Prime Minister approving the investment plan for communal and ward headquarters ensuring requirements for administrative reform, enhancing the effectiveness and efficiency of state machinery management;
8. The Ministry of Information and Communications:
a) Take the lead in implementing the content of information technology application in the activities of state administrative agencies according to the Program;
b) Coordinate with the Ministry of Home Affairs and the Office of the Government to closely integrate the implementation of the National Program on information technology application in the activities of state agencies for the period of 2011-2015 with the Program;
c) Coordinate with the Ministry of Home Affairs to implement the Project on strengthening information and propaganda work on state administrative reform for the period of 2011-2015;
9. The Ministry of Health:
a) Take the lead in developing and guiding the implementation of methods to measure public satisfaction with public health services;
b) Take the lead in reforming health insurance policies;
10. The Ministry of Education and Training:
Take the lead in developing and guiding the implementation of methods to measure public satisfaction with public education services;
11. The Ministry of Labor, Invalids and Social Affairs:
Take the lead in reforming wage policies for workers in various types of enterprises, social insurance policies, and preferential policies for those who have rendered meritorious service; coordinate with the Ministry of Home Affairs to implement reforms in wage policies for civil servants, public officials, and employees;
12. The Ministry of Science and Technology:
Take the lead and coordinate with the Ministry of Finance to reform financial mechanisms for scientific and technological activities and the self-governance and responsibility mechanisms of public scientific and technological organizations;
13. The Ministry of Culture, Sports and Tourism:
Take the lead and coordinate with the Ministry of Finance to reform mechanisms and policies for socialization in cultural, sports, and tourism activities;
14. Vietnam News Agency, Voice of Vietnam, Vietnam Television, Government Electronic Portal, central and local information and press agencies:
Develop special columns and pages on administrative reform to promote the Program and reflect public opinions of citizens, businesses, agencies, and organizations regarding administrative reform of ministries, ministerial-level agencies, agencies under the Government, and People's Committees at all levels;
Article 8. This Resolution takes effect from the date of its promulgation.
Article 9. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, Chairmen of provincial and centrally governed city People's Committees, and related agencies, organizations, and individuals are responsible for enforcing this Resolution./.
