THE MINISTER OF HEALTH
Pursuant to the Drug Law No. 34/2005/QH11 dated June 14, 2005;
Pursuant to the Government Decree No. 86/2002/NĐ-CP dated November 5, 2002 on the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to the Government Decree No. 49/2003/NĐ-CP dated May 15, 2003 on the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to the Decision No. 2964/2004/QĐ-BYT dated August 27, 2004 of the Minister of Health on the functions, tasks, powers, and organizational structure of the Departments, Bureaus, Office, and Inspectorate of the Ministry of Health;
Pursuant to the Decision No. 20/2005/QĐ-BYT dated July 26, 2005 of the Minister of Health on the functions, tasks, powers, and organizational structure of the Vietnam Preventive Medicine Authority;
Pursuant to the Decision No. 24/2007/QĐ-BYT dated April 5, 2007 of the Minister of Health on amending and supplementing the functions and tasks of the Vietnam National Medicines Administration and the Vietnam Preventive Medicine Authority in state management of vaccines and medical products;
At the proposal of the Vietnam National Medicines Administration, the Director of the Vietnam Preventive Medicine Authority, and the Director of the Department of Personnel and Organization - Ministry of Health.
DECISION:
Article 1. Assign the Vietnam Preventive Medicine Authority to assist the Minister of Health in performing the function of directing and guiding the safe, rational, and effective use of vaccines and medical products with the following tasks:
1. Draft regulatory documents guiding the safe, rational, and effective use of vaccines and medical products at healthcare facilities.
2. Establish conditions and standards for healthcare facilities permitted to use vaccines and medical products.
3. Develop a list and forecast the demand for vaccines and medical products used in the Expanded Immunization Program and at healthcare facilities.
4. Direct, manage, and inspect the implementation of regulations on the safe, rational, and effective use of vaccines and medical products at healthcare facilities.
5. Coordinate with relevant agencies and units in investigating and handling adverse events during the use of vaccines and medical products.
Article 2. The Vietnam Preventive Medicine Authority shall be responsible for organizing its structure to implement the functions and tasks of guiding the safe, rational, and effective use of vaccines and medical products at healthcare facilities.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 4. Mr./Mrs.: Head of the Office, Director of the Department of Personnel and Organization, Director of the Vietnam Preventive Medicine Authority, Director of the Vietnam National Medicines Administration - Ministry of Health, leaders of departments and bureaus, and heads of related agencies and units are responsible for implementing this Decision./.
