CIRCULAR

Issuing the National Defense and Security Education Program by the Minister of Education and Training

BASED ON THE EDUCATION LAW ON JUNE 14, 2005; THE AMENDMENT AND SUPPLEMENT TO CERTAIN PROVISIONS OF THE EDUCATION LAW ON NOVEMBER 25, 2009;

Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law, and Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

BASED ON DECREE NO. 116/2007/NĐ-CP OF JULY 10, 2007, ISSUED BY THE GOVERNMENT ON NATIONAL DEFENSE AND SECURITY EDUCATION;

Considering the proposal of the Director of the Department of National Defense Education,

The Minister of Education and Training decides:

Article 1. This Circular issues the Program on National Defense and Security Education.

Article 2. This Circular takes effect from October 29, 2012 and replaces Decision No. 81/2007/QĐ-BGDĐT dated December 24, 2007 of the Minister of Education and Training on the National Defense and Security Education Program for university and college levels.

Article 3. Director of the Office, Director of the Department of National Defense Education, heads of relevant units under the Ministry of Education and Training, rectors of universities and academies, and principals of university and college-level schools are responsible for implementing this Circular./.
