Issuing the List of Standards and Quotas for Medical Equipment
in Detention Centers, Pre-Trial Detention Facilities, Prisons, Educational Institutions, and Rehabilitation Schools

Based on the Criminal Enforcement Law 2010;
Pursuant to Decree No. 77/2009/NĐ-CP dated September 15, 2009 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director General of the Department of Criminal Investigation and Enforcement and Judicial Assistance;
The Minister of Public Security issues this Circular on the issuance of the list of standards and quotas for medical equipment for detention centers, pre-trial detention facilities, prisons, educational institutions, and rehabilitation schools.
Article 1. This Circular includes the list of standards and quotas for medical equipment in the medical facilities of detention centers, pre-trial detention facilities, prisons, educational institutions, and rehabilitation schools.
Article 2. This Circular applies to the medical facilities of detention centers, pre-trial detention facilities, prisons, educational institutions, and rehabilitation schools, as well as related agencies, organizations, and individuals.
Article 3. This Circular takes effect from July 25, 2013, and replaces Decision No. 799/2004/QĐ-BCA dated August 16, 2004, issued by the Minister of Public Security on the "List of Medical Equipment for Pre-Trial Detention Facilities, Prisons, Educational Institutions, and Rehabilitation Schools."
Directors of General Departments under the Ministry, Heads of Units directly under the Ministry, Provincial Police Chiefs, Chief Wardens of Prisons and Pre-Trial Detention Facilities, Heads of Educational Institutions, and Principals of Rehabilitation Schools are responsible for implementing this Circular.
During the implementation of this Circular, if there are difficulties or obstacles, local police units should report to the Ministry (through the General Department of Police Administration and Judicial Assistance) for timely guidance.

Additionally, if the clinic has specialized doctors, it will be equipped with the following additional medical equipment:
