Pursuant to Decree No. 77/2009/NĐ-CP of September 15, 2009 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security; Decree No. 21/2014/NĐ-CP of March 25, 2014 amending and supplementing Article 3 of Decree No. 77/2009/NĐ-CP of September 15, 2009;
At the proposal of the Commander of Mobile Police;
The Minister of Public Security issues this Circular detailing the regulations on the Certificate of Special Duty, Insignia, and Combat Uniform of the Mobile Police Force.
Article 1. Scope of Regulation
This Circular provides detailed implementation of Article 14 of the Ordinance on the Mobile Police Force regarding the Certificate of Special Duty, Insignia, and Combat Uniform of the Mobile Police Force.
Article 2. Applicability
This Circular applies to officers, non-commissioned officers, and technical specialists; non-commissioned officers and soldiers serving for a limited term in the Mobile Police Force (collectively referred to as officers and soldiers of the Mobile Police Force); units of the Mobile Police Force and organizations and individuals related to the activities of the Mobile Police Force.
Article 3. Principles for Issuance, Management, and Use of the Certificate of Special Duty, Insignia, and Combat Uniform of the Mobile Police Force
1. The Certificate of Special Duty and Insignia of the Mobile Police Force must be strictly managed, issued to the correct subjects, and used for their intended purposes.
2. The combat uniform of the Mobile Police Force may only be used for training, exercises, and combat missions.
3. Strictly prohibited are acts of forging, erasing, altering, buying, selling, giving, receiving, and using the Certificate of Special Duty, Insignia, and Combat Uniform of the Mobile Police Force illegally.
Article 4. Insignia and Markings of the Mobile Police Force
1. The insignia of the Mobile Police Force shall be implemented in accordance with Decree No. 160/2007/NĐ-CP of October 30, 2007 of the Government stipulating traditional flags, police insignia, rank insignia, insignia, and uniforms of the People's Public Security Forces and Circular No. 30/2008/TT-BCA-X11 of November 3, 2008 of the Ministry of Public Security guiding the implementation of Decree No. 160/2007/NĐ-CP of October 30, 2007.
Officers and soldiers of the Mobile Police Force shall wear the combat uniform and combine the insignia with the rank insignia when using it.
2. The markings of the Mobile Police Force shall be implemented in accordance with Circular No. 34/2009/TT-BCA of June 5, 2009 of the Ministry of Public Security stipulating requirements and quality standards for the uniforms of the People's Public Security Forces.
Article 5. Certificate for Special Work of Mobile Police
1. Shape and size: rectangular shape, length: 85.6 mm, width: 53.98 mm.
2. Content:
a) Front side: red background, surrounded by a yellow border measuring 49 mm x 81 mm. From top to bottom in sequence: the phrase "CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM" in size 8; "SOCIALIST REPUBLIC OF VIET NAM" in size 6.5; raised emblem of the Mobile Police Force with a diameter of 23 mm; the phrase "GIẤY CHỨNG NHẬN CÔNG TÁC ĐẶC BIỆT" in size 15 and "CERTIFICATION OF SPECIAL DUTY" in size 13.5; all phrases in yellow color.
b) Back side: light blue background, surrounded by a blue border, centrally printed with a recessed emblem of the People's Public Security Forces with a diameter of 21 mm, surrounded by fan-shaped patterns. On the left side below is a security stamp, under the stamp is the phrase "Number: ..." in size 8, black color; on the right side are four lines of text in black color from top to bottom: "Hà Nội, ngày...tháng...năm..." in size 8; "Hanoi, date...month...year..." in size 7; "BỘ TRƯỞNG BỘ CÔNG AN" in size 8; "MINISTER OF PUBLIC SECURITY" in size 6.5. There is a signature of the Minister of Public Security and a seal of the Ministry of Public Security (attached sample).
3. Authority to issue and revoke the Certificate of Special Duty.
a) The Minister of Public Security issues the Certificate of Special Duty and assigns the Commander of the Mobile Police Command, the Director of the Public Security Department of provinces and centrally-administered cities to manage, issue, and revoke.
b) The Certificate of Special Duty is issued to officers and soldiers of the Mobile Police Force when assigned to implement anti-terrorism plans and escorting special goods. The Certificate of Special Duty is immediately revoked upon completion of the mission.
4. Organizations, entities, and individuals have the responsibility to strictly comply with the requirements of the Mobile Police Force when using the Certificate of Special Duty to perform assigned tasks and cooperate, create conditions, and assist the Mobile Police Force in performing their duties.
Article 6. Combat Uniforms for Mobile Police
1. Color: hats, spring and summer uniforms, and autumn and winter uniforms are dark gray.
2. Spring and Summer Uniforms:
a) Jacket: with a buttoned collar, shoulder pads, long sleeves with cuffs; two box pockets on the chest with piping parallel to each other; zipper flaps with buttons covering the zippers; elastic waistband. The collar has insignia combined with rank badges; the left breast pocket flap bears identification numbers; the left sleeve carries the "Mobile Police" force symbol.
b) Trousers: tailored style; front and back sides have box pockets; knee and seat areas have padding; hem has button closures.
c) Helmet: equipped with face shield and black leather neck guard. The helmet face features the police emblem surrounded by paired pine branches forming a single unit (for generals and colonels, the pine branches are gold; for majors, captains, lieutenants, and soldiers, they are silver); both sides of the helmet bear the "CSCĐ" force symbol.
d) Soft cap: the cap face consists of three pieces with a brim and adjustable rear strap; the police emblem is centered (surrounded by pine branches as specified in point c, Clause 2 of this Article).
đ) Leather shoes: black ankle boots with laces.
e) Canvas shoes: light brown canvas shoes with laces.
g) Socks: light green socks.
h) Small belt: made of brown leather; white buckle with embossed "CA" in yellow.
3. Autumn and Winter Uniforms:
a) Jacket: five-layer design with inner lining attached by zipper; buttoned collar, shoulder pads, long sleeves with cuffs; two box pockets on the chest and between the shoulders; diagonal pockets below the front; zipper flaps with buttons covering the zippers; elastic waistband. The collar has insignia combined with rank badges; the left breast pocket flap bears identification numbers; the left sleeve carries the "Mobile Police" force symbol.
b) Trousers: front side has diagonal pockets; other details are similar to those of the spring and summer trousers as specified in point b, Clause 2 of this Article.
c) Helmet, soft cap, shoes, socks, small belt are as specified in points c, d, đ, e, g, h, Clause 2 of this Article.
Article 7. Standards and Service Life for Issuance of Combat Uniforms for Mobile Police
- Dark gray spring and summer uniforms: 02 sets/year.
- Dark gray autumn and winter uniforms: 01 set/year.
- Canvas shoes: 02 pairs/year.
- Cotton socks: 04 pairs/year.
- Leather shoes: 01 pair/year.
- Hard hat: 01 piece/year.
- Soft cap: 01 piece/year.
- Mobile Police helmet: 01 piece every 3 years.
Article 9. Effective Date
This Circular takes effect from September 10, 2014, and replaces previous regulations of the Ministry of Public Security regarding Special Duty Certificates, insignia, and combat uniforms for Mobile Police.
Article 8. Responsibility for Implementation
1. The Mobile Police Command is responsible for assisting the Minister in uniformly managing Special Duty Certificates, insignia, and combat uniforms for Mobile Police.
2. The Logistics and Technical General Department is responsible for organizing production, ensuring sufficient quantity, and guaranteeing quality of Special Duty Certificates, insignia, and combat uniforms for Mobile Police.
3. The Finance Department is responsible for reviewing, reporting to leadership for approval of funding for purchasing and producing Special Duty Certificates, insignia, and combat uniforms for Mobile Police; ensuring funds for implementing approved content.
4. Heads of General Directorates, heads of units under the Ministry, Directors of Public Security, Fire Prevention and Fighting Departments of provinces and centrally-administered cities are responsible for implementing this Circular.
During implementation, if there are difficulties or obstacles, local public security units should promptly report to the Ministry (through the Mobile Police Command) for guidance on implementation.
