ISSUING REGULATIONS ON CERTIFICATION OF
NATIONAL ELECTRONIC SIGNATURE SERVICE PROVIDERS

Pursuant to the Law on Electronic Transactions dated November 29, 2005;
BASED ON THE GOVERNMENT DECREE NO. 17/2017/NĐ-CP dated February 17, 2017, providing the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
BASED ON THE GOVERNMENT DECREE NO. 130/2018/NĐ-CP dated September 27, 2018, detailing the implementation of the Law on Electronic Transactions regarding electronic signatures and certification services for electronic signatures;
AT THE REQUEST OF THE DIRECTOR OF THE NATIONAL E-CERTIFICATION CENTER,
THE MINISTER OF INFORMATION AND COMMUNICATIONS ISSUES THIS CIRCULAR ON THE REGULATIONS ON CERTIFICATION OF NATIONAL ELECTRONIC SIGNATURE SERVICE PROVIDERS ISSUED WITH THIS CIRCULAR ARE THE REGULATIONS ON CERTIFICATION OF NATIONAL ELECTRONIC SIGNATURE SERVICE PROVIDERS TO GUIDE PROCEDURES AND PROCEDURES FOR PROVIDING CERTIFICATION SERVICES FOR ELECTRONIC SIGNATURES, INCLUDING:.
Article 1. 1. SAMPLE CONTRACT BETWEEN NATIONAL PUBLIC ELECTRONIC SIGNATURE SERVICE PROVIDERS AND AGENTS IN ANNEX I;
2. SAMPLE CONTRACT BETWEEN NATIONAL PUBLIC ELECTRONIC SIGNATURE SERVICE PROVIDERS AND SUBSCRIBERS IN ANNEX II;
3. SAMPLE REGULATIONS ON CERTIFICATION IN ANNEX III.
NATIONAL ELECTRONIC SIGNATURE SERVICE PROVIDERS, NATIONAL PUBLIC ELECTRONIC SIGNATURE SERVICE PROVIDERS, SPECIAL-PURPOSE ELECTRONIC SIGNATURE SERVICE PROVIDERS WITH A CERTIFICATE OF SECURITY FOR SPECIAL-PURPOSE ELECTRONIC SIGNATURES, AGENTS OF NATIONAL PUBLIC ELECTRONIC SIGNATURE SERVICE PROVIDERS, AND SUBSCRIBERS SHALL BE RESPONSIBLE FOR IMPLEMENTING THE PROVISIONS OF THIS CIRCULAR.
Article 2. Responsibilities for Implementation
1. THIS CIRCULAR SHALL TAKE EFFECT FROM DECEMBER 25, 2020.
