CIRCULAR

Issuing National Technical Regulations on safety for industrial explosive materials - electronic detonators 

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Management and Use of Weapons, Explosives, and Supporting Tools dated June 20, 2017;

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

Based on Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions Decree No. 78/2018/NĐ-CPdated May 16, 2018 of the Government amending and supplementing some articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

On the basis of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality; Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government amending and supplementing some articles of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality; Decree No. 154/2018/NĐ-CPdated November 9, 2018 of the Government amending, supplementing, and abolishing some provisions on investment and business conditions in the field of state management by the Ministry of Science and Technology and some provisions on specialized inspection;

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

The Minister of Industry and Trade issues this Circular to issue National Technical Regulations on safety for industrial explosive materials - electronic detonators.

Article 1. Issuance of the National Technical Regulation

Attached to this Circular are National Technical Regulations on safety for industrial explosive materials - electronic detonators. Code: QCVN 12-19:2023/BCT.

Article 2. Effective Date

1. This Circular takes effect from July 1, 2024.

2. National Technical Regulations on safety for industrial explosive materials - electronic detonators number QCVN 12-19:2023/BCT shall take effect from July 1, 2024.

Article 3. Implementation Organization

The Director of the Office of the Ministry, Directors of the Departments of Industrial Safety and Environment, Chemicals; Heads of the Department of Science and Technology; Directors of Provincial and Municipal Departments of Industry and Trade under the Central Government; Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
