DIRECTIVE

On Strengthening the Management of Inter-Provincial Passenger Transport Activities

Ensuring Traffic Order and Safety

                                     

In recent years, implementing the Party's policy of renewal, many economic sectors have invested their own capital to purchase means of transport for passenger transport business, thereby gradually meeting the people's travel needs.

Recently, due to market regulation and the lack of strict management by competent state agencies, some localities have reduced intra-provincial bus routes and increased inter-provincial routes from villages, districts, and provinces to other villages, districts, and provinces, creating overlapping transport routes leading to competition for passengers, buses running in circles without stopping at stations, overloading, picking up passengers outside designated routes and dropping them off along the way, lowering fares to compete. Along with these condemnable phenomena, some enterprises have used old and dilapidated vehicles, over-exploiting drivers' labor intensity, thus increasing road traffic accidents, particularly those involving inter-provincial passenger transport, which is a major concern for society.

To strengthen the management of inter-provincial passenger transport activities to meet the people's travel needs and ensure traffic order and safety, the Minister of Transport requests the Vietnam Road Administration, the Vietnam Vehicle Inspection Agency, and the Departments of Transport and Transport and Public Works to immediately implement the following tasks:

1. Vietnam Road Administration:

a- Review the inter-provincial passenger transport routes announced in Decision No. 727/1999/QĐ-BGTVT dated April 24, 1999, and Decision No. 1484/1999/QĐ-BGTVT dated June 22, 1999, of the Ministry of Transport regarding the announcement of the current list of passenger transport routes by road, and propose supplements and adjustments to these routes to align with the actual situation so that there are no overlapping transport routes.

b- Direct and inspect the Departments of Transport and Transport and Public Works to organize vehicle owners to operate on the officially announced inter-provincial passenger transport routes.

c- Study and propose a plan for分级管理长途客运线路,提交部里颁布实施,于2001年初开始执行。

d- Summarize the organization of high-quality passenger transport routes to identify strengths and weaknesses, and based on this, develop regulations for high-quality passenger transport route operations and direct the Departments of Transport and Transport and Public Works to expand these routes.

e- Organize and manage passenger bus terminals according to regulations to serve the entry and exit of buses and cooperate with the police to eliminate unauthorized terminals and buses running in circles.

2. Vietnam Vehicle Inspection Agency:

a- Regularly report weekly (if there are changes) in writing to the Vietnam Road Administration and the Departments of Transport and Transport and Public Works the list of passenger buses for inspection and testing, especially those that have been in use for more than 20 years, so that the Vietnam Road Administration and the Departments of Transport can manage them.

b- Improve the quality of inspections at inspection stations, prepare good technical facilities and procedures so that from the beginning of 2001, only inter-provincial passenger buses meeting the conditions stipulated in Decision No. 890/1999/QĐ-BGTVT dated April 12, 1999, of the Minister of Transport will be inspected.

3. Departments of Transport and Transport and Public Works:

a- Organize the management of passenger transport on inter-provincial routes issued according to Decision No. 727/1999/QĐ-BGTVT dated March 24, 1999, and Decision No. 1484/QĐ-BGTVT dated June 22, 1999, of the Minister of Transport regarding the announcement of the list of inter-provincial passenger transport routes, as follows:

Coordinate with transport units participating in transportation on the route to allocate, regulate, arrange, and approve the operation schedule on the route.

Organize traffic inspectors (transport and public works inspectors) to check and supervise vehicles operating on the route according to the approved schedule and strictly handle buses running in circles, parking at unauthorized terminals, and disrupting transport order.

b- Direct bus terminals to comply with the provisions of Decision No. 730/1999/QĐ-BGTVT dated March 24, 1999, of the Minister of Transport regarding the regulations for organizing and managing bus terminals, Circular No. 1284/ĐBVN-VT dated July 22, 1999, of the Director of the Vietnam Road Administration guiding the implementation of the aforementioned decision, and fulfill agreements, especially price agreements. Terminal managers must check the driver's license, vehicle safety and technical inspection certificate, and the number of passengers boarding the bus does not exceed the permitted capacity before issuing a departure certificate.

c- Strengthen the organizational structure and increase staff at bus terminals to ensure they serve buses well. Strictly punish any corrupt or negative behavior by terminal staff towards vehicle owners and passengers.

d- Increase high-quality passenger transport routes and manage them according to regulations set by the Ministry of Transport.

e- Organize inspections of vehicle owners to implement Directive No. 116/CT-GTVT dated April 4, 2000, of the Minister of Transport on strengthening the management of passenger drivers, particularly focusing on working hours and health.

The above are urgent requirements. The Directors of the Vietnam Road Administration, the Vietnam Vehicle Inspection Agency, and the Heads of the Departments of Transport and Transport and Public Works must promptly organize and implement them and regularly report results to the Ministry of Transport and the People's Committees of provinces and centrally-administered cities.

During implementation, if any issues arise, relevant agencies and units should promptly report to the Ministry of Transport for consideration and resolution.
