DECISION OF THE PRIME MINISTER

Approve the projects under the Action Program to prevent and combat trafficking in women and children from 2005 to 2010.

Preventing and combating trafficking in women and children from 2005 to 2010

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposals of the Minister of Public Security, the Minister of Labor, Invalids and Social Affairs, the Minister of Justice, and the Chairman of the Vietnam Women's Union Central Committee,

DECISION:

Article 1. Approve the projects under the Action Program to prevent and combat trafficking in women and children from 2005 to 2010, including four specific projects as follows (attached to this Decision):

Project 1: Propaganda and education in the community on preventing and combating trafficking in women and children.

Lead agency: The Vietnam Women's Union Central Committee.

The content of the project focuses on propaganda and education about policies and laws, enhancing the awareness of the people in the work of preventing and combating trafficking in women and children.

Project 2: Struggle against crimes of trafficking in women and children.

Lead agency: Ministry of Public Security and Border Guard Command.

The content of the project focuses on preventive measures, blocking, detection, investigation, and handling of crimes of trafficking in women and children; implementing the project in the domestic area (sub-project 1) led by the Ministry of Public Security, and implementing the project in border areas (sub-project 2) led by the Border Guard Command.

Project 3: Reception and support for women and children who are victims of trafficking returning from abroad.

Lead agency: Ministry of Labor, Invalids and Social Affairs.

The content of the project focuses on reception, repatriation, and support for reintegration into the community for women and children who have been trafficked from abroad.

Project 4: Building and perfecting legal documents related to the work of preventing and combating trafficking in women and children.

Lead agency: Ministry of Justice.

The content of the project focuses on research, building, and perfecting legal documents related to the work of preventing and combating trafficking in women and children.

Article 2. Implementation time for the projects from 2005 to 2010, divided into two phases:

- Phase I: From 2005 to 2007.

- Phase II: From 2008 to 2010.

Article 3. Funding for implementation and organization of the projects under the Action Program to prevent and combat trafficking in women and children:

- Implementation funding:

+ From central and local budgets.

+ From other legitimate sources both domestically and internationally, contributions from the community, and international aid.

+ Ministries and sectors leading the projects shall coordinate with the Ministry of Finance and the Ministry of Planning and Investment to allocate funds in the annual plan to implement the projects according to schedule.

- Ministries, sectors, and mass organizations assigned to lead the projects are responsible for coordinating with relevant ministries, agencies, and mass organizations at the central level and People's Committees of provinces and centrally-administered cities to organize the implementation of the projects approved by the Prime Minister.

Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 5. Entrust the permanent office of the Government's Directive Board 130/CP with the responsibility to inspect, urge the implementation of these projects, and regularly compile reports to the Prime Minister.

The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees under the central government are responsible for implementing this Decision.
