THE MINISTER OF FINANCE
Pursuant to Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Resolution No. 16/2007/NQ-CP dated February 27, 2007 of the Government on the Action Program of the Government to implement the Resolution of the Fourth Plenary Session of the 10th Central Committee of the Communist Party of Vietnam on major policies for rapid and sustainable economic development when Vietnam is a member of the WTO;
At the proposal of the Director of the International Cooperation Department,
DECISION:
Article 1. This Decision promulgates the Action Program of the Ministry of Finance to implement Resolution No. 16/2007/NQ-CP on the Action Program of the Government after Vietnam's accession to the World Trade Organization (WTO) for the period 2007-2012.
Article 2. The Action Program of the Ministry of Finance specifies the contents of work within the scope of the financial sector to implement Resolution No. 16/2007/NQ-CP, including:
- Plan to implement WTO commitments in the financial sector (Annex I);
- Plan to carry out activities of the Ministry of Finance to effectively implement WTO commitments (Annex II).
Article 3. Implementation organization:
- Based on the Action Program of the Ministry of Finance, units under the Ministry shall proactively develop and detail the steps for implementation of the work contents within their responsibility, coordinate and integrate the requirements for effective implementation of WTO commitments with reform programs, projects to improve institutional management of their units; ensure the integration of WTO commitment implementation with the common tasks of their units.
- Units responsible shall proactively implement according to the plan, ensuring strict compliance with WTO commitments and other integration commitments. Every six months, units shall report to the Ministry's Office and the International Cooperation Department on the progress of implementing tasks pursuant to this Decision.
- The International Cooperation Department shall be responsible for monitoring and compiling the progress of implementing the Action Program of the Ministry of Finance; act as the focal point to coordinate with units within the Ministry to seek and exploit technical assistance sources to implement the contents of the Action Program.
- The Legal Department shall be responsible, in coordination with the International Cooperation Department and related units within the Ministry, to monitor and review the legal document system, particularly new documents and policies to be issued, to ensure compliance with WTO commitments; ensure transparency, clarity, and specificity in issuing regulatory legal documents; and ensure a favorable and open business environment for all relevant parties.
Article 4. This Decision shall take effect from the date of signing.
Article 5. Heads of units under the Ministry, Head of the Ministry of Finance's Office are responsible for enforcing this Decision./.
